SUBJECT: Permanent Supportive Housing Request for Qualifications Prospective developers are invited to submit a Statement of Qualifications (SOQ) to the Community Development Commission (Commission), who serves as the City's Housing Authority, expressing their interest in the City's identified development site and background information on their qualifications and comparable project experience. The Commission intends to compile a short list of developers, conduct interviews, and ultimately select a preferred developer. After this selection process, the Commission will proceed with the negotiation and execution of a Disposition and Development Agreement (DDA)for the development and subsequent operation of the project. The Commission seeks to develop a permanent supportive housing project, with a goal of entering into an agreement with a developer by 2023.

Funding. The draft RFQ identifies a financial contribution of$2 million in affordable housing funds to support the permanent supportive housing project in addition to the proposed project site. The Commission's financial contribution will be recorded as a loan due and payable at the end of a 55-year term. The developer is expected to identify a comprehensive financial projection package for the RFQ indicating various funding sources which could include state tax credits, grants, and conventional loans.

Site Location. The City currently owns the project site, 902 Vista Village Drive, Assessor's Parcel Number (APN)175-223-25-00. The 0.44-acre property is owned by the City and runs parallel to Vista Village Drive, east of Palm Drive and is located north of the Historic Downtown district. The property is parallel to Vista Village Drive and is located within the Downtown Vista Specific Plan in the Transit sub-district. Primarily residential neighborhoods surround the properties to the north and east and include medium to medium- high density and commercial properties. The site is zoned for mixed use and allows for 40 dwelling units per acre and a four-story building height. The proposed unit count and non-residential public service provider area will be proposed as part of this submittal. A majority of the units will need to be reserved at or below the 30 percent of the Area Median Income (AMI) to support the formerly unsheltered target population; however, the exact affordability mix will be negotiated during the DDA drafting process.

Evaluation Criteria. RFQ submissions will be evaluated based on the following criteria:
• Documented comparable experience
• Development team interviews
• Evaluation of the development team's past project performance • Financial capability
• Proposed development concept
• Other pertinent factors as presented in the SOQ and subsequent interviews Schedule. The solicitation, receipt, and evaluation of Statement of Qualifications, and the selection process, are anticipated to observe the following tentative time schedule:

Publishing of RFQ September 14, 2022
Submittal Deadline October 26, 2022
Review by Commission November 9, 2022
Interviews Week of November 28, 2022
Council Approval By January 2023
Next Steps. Based on the direction received, staff will post the RFQ as soon as September 14, 2022.

Staff will review responses and return to City Council with a recommendation by January 2023.

Additionally, staff will continue to identify other funding sources to support the project.

FISCAL IMPACT: There is no direct fiscal impact associated with the discussion. Any future impact will be based on direction received by the City Council upon recommendation of a selected developer.

I. INTRODUCTION
The Vista Community Development Commission (Commission) is pleased to announce a Request for Qualifications (RFQ) for an exciting development opportunity offered within the City of Vista.

The purpose of this RFQ is to describe the desired development project, development site offered by the Commission, and to solicit Statements of Qualification (SOQ's) from developers interested in developing a high-quality affordable, permanent supportive housing project. HUD defines Permanent Supportive Housing (PSH) as, permanent housing in which housing assistance (e.g., long-term leasing or rental assistance) and supportive services are provided to assist households with at least one member with a disability in achieving housing stability. This development project is targeted to support the housing-ready, unsheltered community with a dedicated set aside of up to 10 percent of housing units for unsheltered veterans.

Prospective developers are invited to submit a SOQ to the Commission expressing their interest in the City's identified development site and background information on their qualifications and comparable project experience. After the RFQ selection process, the Commission will proceed with the negotiation and execution of a Disposition and Development Agreement (DDA) for the development and subsequent operation of the project. The Commission seeks to develop a permanent supportive housing project in the near future, with a goal of entering into an agreement with a developer by 2023.
