Prepared by: Maia Hodge, Management Analyst Meeting Date: September 13, 2022 Ned Vander Pol, Fire Chief
Approved by: Patrick Johnson, City Manager Agenda Location: Consent SUBJECT: PURCHASE FOUR FORD MAVERICK TRUCKS
RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the purchase of four Ford trucks from Downtown Ford Sales.
CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Public Safety.
PRIOR ACTION: On September 14, 2021, adopted City Council Resolution No. 2021-144, approving the purchase of one street maintenance utility truck (Vote: 3-0, Ritter and Green absent).
STATEMENT ON THE SUBJECT: The Fire Department recommends the purchase of four trucks to replace existing Fire unit numbers F67, F68, and F69, and the addition of one truck for increased personnel to support fire inspection services. The three replacement units are Ford F-150 trucks. These trucks were purchased in 2015 and are at the end of their seven year replacement cycle. Due to the addition of one new fire inspector position and a combination of increasing maintenance costs, wear and tear, and operational needs, it is necessary to replace units F67, F68, and F69, and add one new unit.
Annually, the Procurement Division of the California Department of General Services competitively bids vehicle contracts and makes them available to California local government entities through the California Multiple Award Schedules (CMAS) cooperative purchasing program. Vista Municipal Code (VMC) Section
3.08.060 (C) states that the Purchasing Office has the authority to join with other public agencies in a cooperative purchasing program for the purchase of equipment if the administering agency has made its purchase(s) in a competitive manner, and it is in the City's best interest to participate.
Staff recommends approving the purchase of four Ford Maverick trucks from Downtown Ford Sales through CMAS contract number 1-22-23-20F CLIN 2 (Exhibit 2). Due to CMAS availability, the Ford F-150 trucks will be replaced with Ford Mavericks. The Ford Mavericks will meet the needs of Fire staff.
FISCAL IMPACT: The purchase price for the four Ford Maverick trucks is $109,370.29, including applicable fees, taxes, licenses, and a five-year warranty. Additionally, $66,588 in contingency funds will be set aside to address any potential change orders and for the purchase of equipment to outfit the new trucks, including communications equipment and fire investigation tools, as well as specialized mounts to hold equipment, for a total cost of$175,958.29. Furthermore, $131,970 is budgeted and available in the Fire Prevention Replacement Capital Account (No. 0010270.562000.00160) from funds previously set aside for the purchase of the three replacement vehicles. The remaining $43,988.29 for the fourth vehicle ACTION: Approved above recommendation, adopted City Council Resolution No. 2022-139.
