Approved by: Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: ALL-WAY STOP ON OLIVE AVENUE AND GOETTING WAY RECOMMENDATION: Adopt City Council Resolution No. 2022- , establishing an all-way stop at the intersection of Olive Avenue and Goetting Way.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On September 7, 2022, recommended establishing an all-way stop at the intersection of Olive Avenue and Goetting Way (Vote: 6-0-1, Commissioner Vielma abstained).
STATEMENT ON THE SUBJECT: The Vista Transit Center is located on the east side of Olive Avenue between Vista Village Drive and Goetting Way. Pedestrians who utilize the Transit Center from the City's northern neighborhoods often access the Transit Center from Olive Avenue. The segment of Olive Avenue between the Transit Center and N. Melrose Drive only has a sidewalk on the south side of the street. This requires Transit Center users to cross Olive Avenue at the Vista Village Drive intersection.
Staff evaluated the segment of Olive Avenue between Vista Village Drive and Goetting Way to accommodate pedestrians crossing the street. A pedestrian count showed a total of 110 pedestrians crossing this segment of Olive Avenue between 3:00 and 5:00 p.m. on a typical weekday. Based on the evaluation, staff determined that the best option for a safe pedestrian crossing is an all-way stop at the intersection of Olive Avenue and Goetting Way. Please see Exhibit 2 for the all-way stop evaluation of the intersection.
The implementation of a pedestrian crossing at the intersection of Olive between and Goetting Way requires extending an existing raised median and the installation of a curb ramp within the Transit Center as shown in Exhibit 3. The North County Transit District reviewed the proposed improvements and approved them on July 11, 2022.
Staff notified the adjacent properties that this proposal will be on the October 11, 2022 City Council agenda.
Exhibits 4 and 5 contain a map of notified properties, as well as the notice.
ACTION: Approved above recommendation, adopted City Council Resolution No. 2022-147.
