On July 19, 2022, staff issued a Request for Proposals (RFP) for lighting assessment services. The RFP was advertised on the City's website and the City's procurement portal, OpenGov Procurement/ ProcureNow. The RFP solicited qualified consultants to submit proposals to evaluate approximately 200 locations for new or upgraded street lighting on existing power or light poles, with safety being a principal concern.

I. INTRODUCTION AND OVERVIEW
The City of Vista regularly receives lighting requests from residents, businesses, and other sources. Many of the requests are related to the adequacy of safety lighting in public spaces, principally roadways within the City. The City owns and maintains about 3,650 streetlights, while San Diego Gas & Electric (SDG&E) owns and maintains about 550 streetlights, for a total of approximately 4,200 streetlights. To help address the backlog of street lighting requests, the City is requesting qualified consultants to submit proposals to evaluate approximately 200 locations in the City for new or upgraded street lighting on existing power or light poles, with safety being a principal concern and economy of installation and long-term operations maintenance also a key consideration. The types of lighting under consideration are City-owned streetlights and SDG&E- owned streetlights mounted on existing poles.

The City will provide direction on the first 50 high priority locations, and is requesting completion of those assessments and initiation of SDG&E processing within 60 calendar days from Notice to Proceed (NTP). The City is requesting completion of the full assessment package of the additional 150 locations and SDG&E service requests submitted within 180 days from NTP.

Subject: RFP for Street Lighting Assessment Services
Dear Ms.Trench,
STC Traffic, Inc. (STC) is pleased to submit our proposal to provide professional engineering services for the City's Street Lighting Assessment Services Project. In preparation for this proposal,we have conducted a preliminary evaluation to confirm existing conditions citywide—we understand that the City's lighting needs range from individual light repairs/upgrades to clusters of 2-4 lights needed at an intersection or ` pedestrian crossing,to older neighborhoods with more robust light requirements. We are excited to offer our local experience and knowledge, especially our experience in coordinating with SDG&E to deliver these types of lighting packages. Our proposed Project Manager, Phil Kern, PE, was the Senior Transportation Engineer for the City of La Mesa and handled all higher-level traffic-related requests from citizens, management, and City Council as well as functioning as the City's liaison with SDG&E—services that will be critical for this project.
' Our team has direct recent experience working with the City, and our staff has unique and in-depth insight into the City's infrastructure, policies, and procedures for capital improvements. STC has provided Vista as-needed traffic engineering support services for nearly a decade, which gives the City confidence in our ability to perform work at the high level of expectation that it demands and deserves. We are located in Carlsbad and have an open-door policy to respond to City needs on an immediate basis.

For over the last decade, STC has supported local agencies with streetlighting projects. We have provided traffic engineering analysis and design services for nearly every municipal agency in San Diego County, including high-profile street lighting projects in the Cities of National City, Escondido, San Diego, and Carlsbad. CITY OF VISTA Request for Proposals: Street Lighting Assessment Services C A L I F 0 R N I A

3.0 Project Understanding
The City of Vista regularly receives lighting requests from residents, businesses, and other sources. Many of the requests are related to the adequacy of safety lighting in public spaces, principally roadways within the City. The City owns and maintains over 3,600 streetlights. An additional 550 lights are maintained by SDG&E under agreement with the City. The City is in need of a qualified consultant team to evaluate approximately 200 locations in the City for new or upgraded street lighting, with safety being a principal concern and economy of installation and long-term operations and maintenance also key considerations.

The City of Vista has a backlog of requests for street light upgrades, repairs and new installations and would like to retain the services of a highly-responsive consultant to help address the backlog and support the program as it moves forward. The first step in the process is determining the current street lighting needs and developing the processes required to efficiently deliver 200+ new and upgraded streetlights over the upcoming budget cycles. STC's staff is well-versed in this area and has a wealth of experience in resolving these types of issues for local municipalities.

STC's approach to the street lighting element of Vista's public works program is to be "process-oriented," • in close coordination with City staff, to develop the steps needed to address the backlog of lighting requests. Almost 90% of the City's existing lighting system consists of City-owned street lights on ornamental poles, while the remainder are SDG&E lights mounted on wood poles. Based on a review of GIS maps, Vista has needs ranging from individual light repairs/upgrades to clusters of 2-4 lights needed at an intersection or pedestrian crossing, to older neighborhoods with minimal existing lighting.

Experience in coordinating with SDG&E will be critical to delivering any lighting package, whether small or large. It is our understanding that the City has regular coordination utility meetings with SDG&E staff that allow for tracking progress on capital projects, and currently has a street light maintenance contractor on- call.Starting with the City's street light database,STC staff will perform an evaluation to confirm the needs and conditions in the field. Understanding of the street lighting procurement processes will also be a key element of the program. The procurement can be categorized into distinct packages, ranging from lowest to highest in terms of capital cost as follows:

1. Street Light Repairs/Upgrades — The projects in this group include repairing wiring, replacing luminaires with higher wattages or replacing HPS/LPS luminaires with LED versions. These types of requests are best addressed through issuance of a Work Order to the City's maintenance contractor or a work request to SDG&E's street lighting group, depending on facility ownership.

2. New Street Lights—There projects would include installation of new street lighting, ranging from a single light to 2-4 lights needed for a pedestrian crossing, intersection or a curve in a roadway. Bid packages of up to 15-20 new lights would reduce the staff burden and take advantage of economies of scale. These new lights could also be procured under the CUPCA,with informal bids allowed up to $200K in total cost. In addition,a short form bid package and abbreviated bid period could be utilized in order to expedite the procurement time.

3. New District Lighting—Any package of ten lights or more, serving an unlit neighborhood or school zone, for example, could be procured as a separate City capital project. Public outreach, traffic controls and other neighborhood impacts are better managed on a larger scale as well as the project funding. Public contracting requirements and a conventional full bid package would likely extend the project schedule and overall level of effort required if CUPCA cannot be utilized.

4.0 Scope of Work
Task 1 — Project Management & Coordination: STC's Project Manager will coordinate the day-to-day activities for the duration of the project and serve as the primary point of contact. Following the Notice to Proceed,STC will schedule a kick-off meeting with City staff to discuss the project objectives, schedule, scope, and City procedures. STC will also coordinate progress meetings to discuss the project approach, any potential modifications to the scope, action items and next steps. STC will submit a progress report with monthly invoices to the City with sufficient detail to clearly identify personnel, hours worked, direct expenses and tasks completed. This task will also include a MS Project schedule and updates. Task 1 Deliverables: Meeting Agendas/Minutes, Progress Reports, Project Schedules in PDF Format.

Task 2 — Assess/Evaluate Street Light Requests: The assessments are proposed be performed in four groups of 50 street lights, based on priority locations provided by the City. Evaluations will be performed based on priority, location, safety, existing lighting facilities, availability of electrical service, the nature of the request and will include a recommendation from STC engineers to address the lighting issue. It is our understanding the City will provide its current MS Excel/CSV database as well as record drawings for the street lighting network. In addition to review of available records, STC staff will perform a field investigation of each location to confirm the above data. If performance of an existing light is in question, nighttime investigations will be performed to verify functionality. This data will be summarized in an MS Excel/Access database with a format similar to the City's lighting database, and suitable for importation into the City's GIS system as the lighting packages are completed. Task 2 Deliverables: Street light database in MS Excel or Access format with data for each location and recommendations for new/upgraded lighting. Database will have the capability of being linked to GIS. GIS Location map showing proposed street light locations with photometric and other data, hosted on WebGIS server for 6-months. { Task 3 — SDG&E Coordination: Using the new street light database as a guide, STC staff will coordinate new services, new lights on wood poles and repairs/upgrades to existing 1 of 3 0

5.0 Proposed Project Schedule
STC's approach to the street lighting program will generally follow the decision tree presented below, with lighting issues generally falling into four categories as noted. For purposes of developing the preliminary schedule and budget, STC has assumed the following proportions of street lighting tasks for each assessment/evaluation package of 50 street lights:
• Repair/upgrade light, wood pole-10 lights
• Repair/upgrade light, concrete pole-10 lights
• New light, wood pole-10 lights (5 locations @ 2 lights each) • New light, concrete pole-20 lights (5 locations @ 4 lights each) The final procurement packages may or may not consist of 50 lights, depending on the funding, procurement methods and other factors. Note that, from a schedule perspective, there is SDG&E involvement in most of the tasks and one of the challenges will be managing priorities, throughput and procurement packaging to limit demands on their resources. We have the experience to make this happen. The graphic below demonstrates STC's process-oriented approach underlying the schedule.

= Subject: RFP for Street Lighting Assessment Services Dear Ms.Trench,
STC Traffic, Inc. (STC) is pleased to provide supporting/revised materials in regard to the City's Street Lighting Assessment Services Project. Based on a follow-up request received from the City on August 31, we have enclosed a revised cost proposal and schedule amending our original proposal dated August 24.

The revisions are intended to reflect the anticipated activities for Tasks 4A and 413, Final Design and Bidding & Construction Support, respectively. The proposed scope of services for Tasks 4A and 4B are described in detail below.

Task 4A—Lighting Final Design/Procurement Support(Optional Task) STC will support City staff through the preparation of street lighting bid and procurement packages, if awarded as an optional service. For preliminary scoping and scheduling purposes, STC is utilizing the following scope parameters for each package of 50 lights. Costs may vary by 10-20%with changes in the composition of each package.

1. Repair/Upgrade Street Light, Wood Pole: This subtask includes repairs or upgrades to ten (10) SDG&E-owned lights mounted on wood poles, which require preparing a Work Order(WO)with the appropriate information, coordinating with SDG&E's Liaison (via the City's monthly utility coordination meeting, if desired) and routing the WO to SDG&E's Street Lighting Group for implementation. A typical task would include replacing an existing non-functional luminaire on a wood pole. No additional hours are anticipated for this subtask over and above that indicated for the "SDG&E Coordination" tasks shown for each package on the cost proposal. Deliverables will include up to ten (10) Work Orders for SDG&E street light repairs/upgrades in PDF format.

2. Repair/Upgrade Street Light, Concrete Pole:This subtask involves repairs or upgrades for up to ten (10) City-owned lights mounted on ornamental concrete poles. Efforts include preparing a Work Order with the appropriate information, coordinating with Public Works managers and issuing it to City or on-call contractor field crews for implementation. A typical WO includes replacing an existing LPS fixture with a new, higher wattage LED luminaire on an existing concrete pole. Deliverables will include up to ten (10) Work Orders for street light repairs/upgrades in PDF format.

3. New Street Light, Wood Pole: This subtask will cover preparation and processing of multiple requests to SDG&E for the installation of new luminaires on existing wood power poles. The overall level of effort assumes five (5) locations with two (2) lights each, for a total of ten (10) lights. This subtask will serve areas needing limited lighting upgrades such as a curve in the roadway, intersection, or pedestrian crossing. Deliverables will include up to five(5) Work Orders for new SDG&E street lights in PDF format.

4. New light, Concrete Pole: This subtask will focus on providing City-owned lighting for an older neighborhood or other area lacking adequate lighting, a total of 20 lights are assumed (5 locations with 4 lights each). Efforts under this task will include preparation of street lighting plans at an appropriate scale on City of Vista title block, title sheets with location map, Green Book-based special provisions, bid schedule, and an engineer's cost opinion. Base mapping will be from the City's GIS files. No survey will be performed but proposed locations will be checked in the field for conflicts. These "short form" bid packages will be prepared based on use of an "informal" bidding process and award of a contract under the terms of the California Uniform Public Construction Cost Accounting Act (CUPCCAA). Deliverables will include street lighting plans, special provisions, bid schedule, and engineer's cost opinion in PDF format.

Task 413—Bidding and Construction Support(Optional Task) STC will provide support during advertisement including answering pre-bid questions, and interpretations of the plans and specification either by email or phone.
