RECOMMENDATION: Receive the report and presentation regarding ongoing transportation system work and provide direction.

CORRELATION TO CITY COUNCIL GOALS: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On March 22, 2022, approved the 2022-2024 City Council goals (Vote: 5-0).

A comprehensive list of prior City Council actions is included as Exhibit 1.

PRIOR TRAFFIC COMMISSION ACTION: On August 3, 2016, received staff report and presentation on traffic congestion management and provided input (no vote).

STATEMENT ON THE SUBJECT: Since 2016, one of the City Council's main identified goals has been to improve traffic flow, reduce traffic congestion, and continue to improve roads and sidewalks. In response to the goal, in 2016, a Traffic Congestion Management Plan (Plan) was completed and in 2020, the Plan was updated to serve as a guide for the City's short-term and long-term transportation system improvement efforts.

Since the beginning of the traffic congestion management efforts, staff has completed a multitude of capital projects to improve traffic flow. As discussed in previous City Council meeting presentations, priority was given to implementing low-cost projects to increase capacity at signalized intersections with a focus on benefiting local City traffic. Staff evaluated all major signalized intersections and found opportunities to add lanes with restriping or with minor physical widening and restriping. Nearly all projects where opportunities for low-cost improvements were identified have been completed. The only project that is in progress currently is the addition of a third southbound through lane and a westbound right turn lane at the intersection of S. Melrose Drive and Sunset Drive.

Staff used mostly grant funding to upgrade traffic signal communications and install CCTV cameras to allow for real time monitoring of traffic conditions.

At the October 2021 City Council meeting discussion, the consensus was not to place priority on the implementation of high-cost projects to widen long segments of arterial and major roads that would ACTION: Received the report and presentation regarding ongoing transportation system work . potentially induce additional regional traffic through the city. In addition, the 2022 —2024 City Council goal statement was modified to include improvements for "all forms of travel". Staff has accordingly shifted the priorities to focus on projects that modify existing street space to improve traffic safety, accommodate all modes of travel and encourage active transportation and transit use. Some of the ongoing efforts include:

1. Sidewalks: sidewalk segments were constructed on the following streets over the past year:
a. Lado De Loma (Eddie Lane to Crunch Fitness)
b. W. California Avenue (N. Santa Fe Avenue to Avenida De Benito Juarez) c. Gannet Drive (Woodrail Drive to Lagan Lane)
d. Maryland Drive (Highland Drive to Dana Drive)
In addition, sidewalk design is ongoing for Highland Drive (Maryland Drive to N. Melrose Drive) and Nevada Avenue and Lemon Avenue (N. Santa Fe Avenue to Raintree Place).

2. Traffic Signal on Bobier Drive and Calle Jules: this project was added to the Capital Improvement Program this year to improve pedestrian safety at this intersection.

3. Townsite Complete Street Project: This project is funded with a $4 million grant and will transform the two primary collector streets in the Townsite area into a calmed and inclusive environment for all road users.

4. Inland Rail Trail: The San Diego Association of Governments (SANDAL) is completing the missing segment of this multi-use, regional trail through the City.

5. Emerald Drive Complete Street: Staff submitted a grant application to the State Active Transportation Program. Similar to the Townsite project, this project would reconstruct Emerald Drive between Olive Avenue and West Drive into a complete street with improved traffic safety, reduced vehicle speeds and a comfortable experience for non-motorized users.

FISCAL IMPACT: There is no direct fiscal impact associated with this report. If a project is decided to proceed, fiscal impacts would be evaluated at that time and separate City Council action would be taken to program the project into the CIP.
