PRIOR ACTION: None.
STATEMENT ON THE SUBJECT: The opening section of Watson Way, starting at its intersection with Sycamore Avenue and continuing westward for approximately 460 feet, is part of the City's public street system. A Vicinity Map is included as Exhibit 4. In 1974, when this area was still part of the County of San Diego, the County was granted an Irrevocable Offer of Dedication (IOD) for a 55-foot-wide public street, which was recorded on September 26, 1974, as Document No. 74-260105 (Exhibit 2). This 1974 IOD covers approximately 257 feet of Watson Way off Sycamore Avenue. In 2007, the City was granted another IOD for a 50-foot-wide public street section, and was recorded on July 16, 2007 as Document No. 2007-0473895 (Exhibit 3). This 2007 IOD continues the path of the 1974 IOD another 220 feet westward.
Staff's research of Watson Way revealed that these two IODs have not been formally accepted. Since the 1974 IOD to the County covers an area that is now in Vista's jurisdiction, the City can accept it. The acceptance of both IODs will confirm this section of Watson Way as a public street.
California Government Code Section 7050 specifies that an offer of dedication shall be irrevocable and may be accepted at any time by the City Council of the city within which the affected real property is located at the time of acceptance. Staff recommends that the City Council accept both Irrevocable Offers of Dedication.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, AUTHORIZING THE MAYOR TO ACCEPT TWO
IRREVOCABLE OFFERS OF DEDICATION FOR WATSON WAY
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. In 1974, when this area was still part of the County of San Diego, the County was granted an Irrevocable Offer of Dedication (IOD)for a 55-foot-wide public street, which was recorded on September 26, 1974 as Document No. 74-260105. This 1974 IOD covers the opening 257 (approximate) feet of Watson Way off of Sycamore Avenue.
B. In 2007, the City was granted an IOD for a 50-foot-wide public street section, which was recorded on July 16, 2007 as Document No. 2007-0473895. This 2007 IOD continues the path of the 1974 IOD another 220 feet westward.
C. California Government Code Section 7050 specifies that an offer of dedication shall be irrevocable and may be accepted at any time by the city council of the city within which the affected real property is located at the time of acceptance.
D. The City now desires to accept both Irrevocable Offers of Dedication, recorded as Document Nos. 74-2601052 and 2007-0473895, the dedication areas being original portions of current-day County of San Diego Assessor Parcel No. 217-023-78.
2. Action.
A. The City Council accepts the Irrevocable Offer of Dedication, recorded on September 26, 1974 as Document No. 74-260105.
B. The City Council accepts the Irrevocable Offer of Dedication, recorded on July 16, 2007 as Document No. 2007-0473895.
