Department: Fire Item No: C10
Craig Usher, Deputy Chief
Prepared by: Maia Hodge, Management Analyst Meeting Date: November 15, 2022 Approved by: Amanda Lee, Acting City Manager Agenda Location: Consent Calendar SUBJECT: BRUSH FIRE TRUCK PURCHASES
RECOMMENDATION:

1. Adopt City Council Resolution No. 2022- approving the purchase of two brush fire trucks from South Coast Fire Equipment, Inc.

2. Adopt City Council Resolution No. 2022 , amending the Operating Budget for Fiscal Years 2021/22 and 2022/23.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility; and (2) Public Safety.

PRIOR ACTION: On June 15, 2022, adopted City Council Resolution No. 2022-100, approving the Fiscal Years 2021/22 and 2022/23 Operating Budget (Vote: 5-0).

STATEMENT ON THE SUBJECT: The Fire Department proposes purchasing two brush fire trucks from South Coast Fire Equipment, Inc. The department has two brush fire trucks to respond to wildland fires and other incidents and carries equipment specifically for this purpose. The department's equipment replacement schedule for the brush fire trucks is 20 years and the current brush fire trucks were purchased in 2002 and have approximately 34,000 miles.

A committee of Fire Department and Public Works personnel chose South Coast Fire Equipment as the best fit for Vista to provide one Boise Mobile Equipment Freightliner Type #3 brush fire truck and one Firematic Ford BRAT Patrol Type #6 brush fire truck. The City currently has three brush fire trucks, all Type #3. The Type #3 brush truck is 4-wheel drive built on a commercial cab (International) and custom chassis designed to carry 4 personnel, hose, 500 gallons of water and tools to fight fires in the wildland environment. The Type #3 can pump 500 gallons per minute that can be used to fight residential fires. Additionally, Type #3 brush trucks can be placed in service to respond to all incidents if there are no Type #1 (Structure) engines available.

The Type #6 brush truck is 4-wheel drive built on a commercial cab (Ford F-550) and a custom chassis designed to carry 3 personnel, some hose, 250 gallons of water and tools to fight fires in the wildland environment. The Type #6 brush truck does not have the capacity to pump enough water for a residential fire. The Type #6 brush truck can be staffed to provide patrols of the harder to get to areas due to its smaller size, it can be staffed to provide a 2-person first response unit to provide basic level care.

ACTION: Approved above recommendation, adopted the following: 1) City Council Resolution No. 2022-164; and 2) City Council Resolution No. 2022-165. Vote: 5-0 Clerk/S cretary

SUBJECT: FIRE BRUSH TRUCK PURCHASES
Vista Municipal Code Section 3.08.060 states that the City shall have the authority to join with other public or quasi-public agencies in cooperative purchasing plans or programs for the purchase of equipment as long as the administering agency has competitively made its purchases and it is in the best interest of the City to participate. The aerial fire truck is recommended to be purchased from Pierce Manufacturing, Inc. through HGACBuy; a cooperative purchasing agreement offered nationwide to eligible local governments through the Houston-Galveston Area Council (H-GAC). H-GAC is a regional council of governments operating under the laws of the State of Texas and governed by a board comprised of 35 elected officials from a 13-county region.

The current brush fire trucks will be sold, and the selling price is estimated at $5,000. Proceeds from the sale will be used to replenish the Vehicle Replacement Fund and reduce fire truck contributions to the Vehicle Replacement Fund for the future.

Staff recommends approving the purchase of the brush fire trucks from South Coast Fire Equipment as a cooperative purchase through HGACBuy. The approval of both apparatuses will allow firefighters to respond to varied incidents as part of a broader response/deployment plan.

FISCAL IMPACT: The purchase price for the brush fire trucks is $469,699.65 for the Boise Mobile Equipment Freightliner Type #3 brush fire truck (Exhibit 3), and $369,557.71 for the Firematic Ford BRAT Patrol Type #6 brush fire truck (Exhibit 4), including applicable fees, taxes and the HGACBuy fee of $2,000 each. Additionally, $150,000 in contingency funds will be set aside to address any potential change orders and for the purchase of equipment to outfit the new trucks, including chainsaws, rescue tools and firefighting tools, as well as specialized mounts to hold equipment. The Fire Department Vehicle Replacement Fund account (No. 0010000.310522) has $993,257.36 available. City Council approval of the staff recommendation will appropriate these funds into the Suppression Replacement Capital Outlay Account (No. 0010260.562000.00160). Proceeds from the current brush fire trucks will be deposited into the Sale of City Property revenue Account (No. 0010081.483000) and transferred to the Fire Department Vehicle Replacement Fund (No. 0010000.310522).
