Amanda Lee, Acting City Manager Agenda Location: Discussion SUBJECT: FISCAL YEAR 2021/22 FOURTH QUARTER FINANCIAL REPORT RECOMMENDATION:

1.Receive and file the Fiscal Year 2021/22 Fourth Quarter Financial Report.

2.Adopt City Council Resolution No. 2022- , amending the Operating Budget for Fiscal Years 2021/22 and 2022/23 and amending the Capital Project Budget for Fiscal Years 2021/22 and 2022/23.

3.Adopt Buena Sanitation District Resolution No. 2022- , amending the Operating Budget for Fiscal Years 2021/22 and 2022/23.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, (2) Public Safety, and (3) Parks and Recreation.

PRIOR ACTION: On May 10, 2022, received and filed the Fiscal Year 2021/22 Third Quarter Financial Report; adopted City Council Resolution No. 2022-70, amending the Operating Budget for Fiscal Years 2022-22 and 2022/23 (Vote: 5-0).

See Exhibit 12 for a comprehensive list of prior actions.

STATEMENT ON THE SUBJECT: General Fund revenues derived from outside sources totaled $109,644,415 for Fiscal Year (FY) 2021/22. When combined with other financing sources totaling $526,795 (primarily from the use of reserves and transfers from other funds) there was $110,171,210 available to the General Fund. These sums exceeded the budgeted revenue, and thus the anticipated need to use the Structural Deficit Reserve (SDR) to balance the budget did not occur.

For FY 2021/22, all property tax revenues were 7.2 percent above budgetary estimates.Sales and Use Tax revenues were 4.1 percent above budgetary estimates. The combination of property and sales tax combined with other revenue sources within the Taxes category, total tax revenue exceeded budget. The combined results show Taxes at 109.4 percent of budget. Exhibit 2 provides detailed information on various General Fund revenue activities.

Specific to sales and use taxes, the positive variance of actual results versus FY 2021/22 budgetary estimates is due to the continuing positive effect of AB 147. AB 147 requires online retailers to remit sales and use taxes to the California Department of Tax and Fee Administration. This additional sales tax AGENDA

SUBJECT: FISCAL YEAR 2021/22 FOURTH QUARTER FINANCIAL REPORT collection and distribution via the San Diego County pool coupled with the Federal fiscal stimulus created the unique, one-time large shift in sales and use taxes. City staff will continue to work with the City's sales and use tax consultants in making future estimates; however, significant increases are not anticipated in the near term due to an equalizing local economy, inflationary pressures, and the absence of major direct fiscal stimulus to consumers.

Receipts for Proposition "L" revenues were $12,009,138, or 7.2 percent above budgetary estimates, and

16.0 percent above prior year actuals. Proposition "L" expenditures included debt service costs of 6,639,500, a fire personnel contribution of$1,205,021, and administrative costs of$12,539. Revenues exceeded expenditures in FY 2021/22 by $4,152,078; this balance was added to the Proposition "L" fund balance reserve balance at year-end. The balance in the Proposition "L" reserve as of June 30, 2022, was 15,810,593. A more detailed projection of Proposition "L" revenue and expense activity is provided in Exhibit 2.

General Fund operating expenditures (Exhibit 4)were 14.9 percent under budget, primarily due to salary and other position-related savings during recruitments for vacant positions, a portion of the PERS Unfunded Liability payment moved to 2022-23, lower-than-anticipated payments for the construction and planning services, delays in capital purchases, and other miscellaneous items. All General Fund operating departments were able to complete the year within their respective appropriation with no significant unexpected variances noted. After funding required reserves and designations, there is $3,576,387 of available General Fund fund balance at June 30, 2022. The Acting City Manager recommends the following uses of the year-end available fund balance:

ITEM AMOUNT
Citywide 3 percent Salaries Adjustment - General Fund and subsidized funds 751,651 Brengle Terrace - Softball Field Lighting 950,000
Moonlight Facility Reserve Account 500,000
Brengle Terrace - Turf and Irrigation Replacement 400,000 Financial System Software 199,000
Civic Center Roof Recoat 140,000
Public Works Laydown Yard Reserve Account 378,736
Civic Center Building Maintenance 92,000
Fiber Optic Emergency Repair Traffic Signal Cabinet 70,000 Luz Duran Playground Surfacing 60,000
Data Analytics Software 35,000
TOTAL 3,576,387
Staff recommends the City Council approve the above uses of Year End Fund Balance and amend the Fiscal Year 2022/23 Operating and Capital Project Budgets to incorporate these uses. In addition, staff recommends reclassification of$500,000 of the prior year-end fund balance, previously set aside as a match for a project that did not move forward, to the Public Works Laydown Yard reserve account.

Additional budget amendments include appropriation increases of$77,593 for the Vista Sewer Fund, 3,074 for the CMTC Fund, and $32,941 for the Buena Sanitation District Fund to fund the 3 percent across the board increases for positions allocated to each fund. Resolutions of approval are included as Exhibit 9 and Exhibit 10.

MEETING DATE: November 15, 2022 PAGE 3
SUBJECT: FISCAL YEAR 2021/22 FOURTH QUARTER FINANCIAL REPORT Required Disclosure. Section 3702.6(b) of the California Labor Code requires that "each public self- insurer shall advise its governing board within 90 days after submission of the self-insurer's annual report of the total liabilities reported and whether current funding of those workers' compensation liabilities is in compliance with the requirements of Government Accounting Standards Board Publication No. 10." The total workers' compensation liabilities reported as of June 30, 2022, were $5,965,000. These liabilities are accounted for within the City's Risk Management Internal Service Fund, and the reporting is in compliance with the Government Accounting Standards Board Statement No. 10.

FISCAL IMPACT: Exhibit 6 provides a summary of the General Fund fund balances as classified under Governmental Accounting Standards Board Statement No. 54 at June 30, 2022. Precluding any adjustments that may be made by the auditors, there is an available year-end General Fund fund balance in the amount of$3,576,387, for which the Acting City Manager has provided recommended uses.

EXHIBITS:

1. Financial and Economic Highlights. Included with this exhibit is a narrative discussing some of the more noteworthy items. Also included is a Proposition "L" history of reserve balances

2. General Fund Revenue Summary, Twelve Months Ending June 30, 2022. This summary reflects General Fund revenues that were received or accrued by the end of the fiscal year

3. Revenue Graphs. Presents a graphic representation of"Budget Target" vs. "Actual Revenues" for the two largest General Fund revenue sources. These revenues, sales tax and property tax, account for about 48 percent of total General Fund revenue received from outside sources. The "Budget Target" presented on each graph is derived from a trend analysis of the revenues received by the City in the prior three years. Comparing the "Actual Received" to the "Budget Target" reviews the reasonableness of the revenue estimate for this year

4. General Fund Expenditure Summary, Twelve Months Ending June 30, 2022. Presents expenditures by operating budget unit for the General Fund. It should be noted that the amounts shown in the Expended As Of" column report expenditures only and do not include encumbrances. This schedule shows expenditures paid and accrued as of the end of the fiscal year

5. Reconciliation of Original Revenue Estimates and Appropriations to Amounts at June 30, 2022.

Presents a reconciliation between originally adopted budget amounts for both estimated revenues and appropriations to current budget amounts

6. General Fund Fund Balance. Presents a listing of General Fund fund balance at June 30, 2022, in accordance with GASB 54

7. Enterprise Funds Combined Balance Sheet, June 30, 2022. Presents the balance sheet for the City's enterprise activities. The balance sheet is a "snapshot" of the assets, liabilities, and fund equity assets minus liabilities) at a given moment in time. Generally, Total net position represents the total of revenues and contributions over expenses since the inception of the enterprise operation

8. Enterprise Funds Combined Income Statement, Twelve Months Ending June 30, 2022. Presents the income statement for the City's enterprise activities. Whereas the balance sheet is a "snapshot" at a given point in time, the income statement can be thought of as a "movie" showing activity (revenue and expenses) over a given period of time. Generally, the changes in the balance sheet between two given dates flow through the income statement. Because the majority of sewer service charges are collected on the tax roll, no material cash amounts are received until December. When looking at the income statement for the enterprise activities, it should be kept in mind that depreciation is a non-cash expense. Depreciation recognizes the "cost" of using a fixed asset over its useful life. Most depreciation charges are not booked until the end of the fiscal year.

9. City Council Resolution No. 2022- , amending the Operating Budget for Fiscal Years 2021/22 and 2022/23 and amending the Capital Project Budget for Fiscal Years 2021/22 and 2022/23

FOURTH QUARTER FINANCIAL REPORT

FINANCIAL AND ECONOMIC HIGHLIGHTS
The purpose of the fourth quarter report is to present a financial and economic review of the City's fiscal status for the 12 months of operations for the FY 2021/22.

Local Property Tax. According to the County of San Diego Assessors' Office, the City's total assessed valuation (both secured and unsecured)for the FY 2021/22 was 13,493,563,155. The assessed valuation represents an increase of$581,551,782 or

4.5 percent as compared to the FY 2020/21 assessed valuation figures. Budgetary estimates for the FY 2021/22 for property tax revenues were $27,037,609. The final annual amount received totaled $28,981,823 or 7.2 percent above the budgetary estimate.

Building Activity. Vista has no parcels on which to place large housing tracts, but some smaller in-fill projects are expected to be built over the next several years. The valuation of building permits issued in Vista (April 1, 2022 to June 30, 2022)for residential units totaled 4,874,859 for the fourth quarter ended June 30, 2022, as compared to $4,063,871 for the fourth quarter ended June 30, 2021.

The valuation of building permits issued for new non-residential buildings totaled $771,216 for the fourth quarter ended June 30, 2022, as compared to $169,491 for the fourth quarter ended June 30, 2021.

The valuation of all building and related permits totaled $8,989,584 for the fourth quarter ended June 30, 2022, as compared to $10,612,289 for the fourth quarter ended June 30 2021.

General Fund fees and permits (building, engineering, and planning) generated by this activity totaled $4,210,302 for the fourth quarter ended June 30, 2022, as compared to 4,185,706 for the fourth quarter ended June 30, 2021. The increase was primarily in engineering fees. Timing differences between assigning valuations and collecting fees can cause a difference when comparing revenue activity to valuation activity. Following is a chart showing the valuation of building permits issued by quarter for the last 20 quarters.

QUARTER
Local Employment. The San Diego area economy has recovered from the record high unemployment rates the region shouldered during the worst of the COVID-19 pandemic in spring 2020. Preliminary unemployment in San Diego County as of June 2022 was 3.2 percent, 4.1 percent lower than the 7.3 percent as of June 2021. As of June 2022 preliminary data), the City of Vista had a labor force of 44,212 with 42,749 employed, giving Vista an unemployment rate of 3.3 percent. In June 2021, the Vista unemployment rate was

7.4 percent.

Consumer Price Index. The consumer price index for the greater San Diego area showed an increase of 5.2 percent for calendar year 2021, as compared to an increase of

1.5 percent for calendar year 2020. Consumer price index information for the San Diego area is only released twice each year, June and December. For the second half of 2021, the rate increased at an annual rate of 6.3 percent. The consumer price index for the first half of calendar year 2022 increased at an annual rate of 8.1 percent.

Housing. Single Family Detached (SFD) median home prices in Vista zip codes increased

26.7 percent in July 2022 to $950,000 compared to $750,000 in May 2021.

Single Family Attached (SFA) median home prices in Vista zip codes increased 31.2 percent to $593,500 in May 2022 compared to $452,500 in May 2021.

Sales Tax. The City's share of retail sales tax is highly dependent on continuing employment and consumer confidence. These taxes, collected by local businesses for the fiscal year 2022, totaled $23,606,028, representing a year over year increase of 12.6 percent. This increase was largely due to a high level of demand combined with inflationary pressures increasing prices, as well as the continued effect of AB 147, the mandated collection of out-of-state online retailers' sales taxes. 6,800,000

QUARTER
Proposition "L"Sales Taxes. An annual amount of$1,205,021 of the additional '/2 cent sales tax, adopted by Proposition "U in November 2007, is used to fund fire services. In addition, for FY 2021/22, $6,639,500 was used to fund debt service on the certificates of participation that were issued to fund the Community Projects.

Actual Proposition "L" revenues, in the amount of$12,009,138, were received during the fiscal year, which funded the fire, debt service, and administrative costs of$7,857,060. The excess difference of$4,152,078 has been set-aside with existing Proposition "U reserves that have been collected in previous years. At June 30, 2022 the amount held in the Proposition L reserve to fund future debt service was $15,810,593. 11/15/2022 D 1 5 of 28

The General Fund depends on fees to help finance services that residents choose to use and are not of a general nature. Since the benefit of the service is limited to those using the service, a fee is used for funding instead of a general tax. These services can be summarized into three categories; recreation, building and planning services, and fire and other.

Fees for recreation include those for sports programs, theatre attendance, rental of facilities, trips, day camps, and catering. These fees are reviewed and approved by the City Council each year and are used to support the Recreation and Community Services Department programs. The estimated fees for FY 2021/22 to support the City's recreation programs were $4,231,526. As of the end of the fourth quarter, $4,835,765 or 114.3 percent of the total revenue estimate was collected.

Fees for building, engineering, and planning services include building permits, electrical and other building improvement fees, grading, planning, engineering, and environmental services fees. These fees support the Planning, Engineering, and Building activities and services. The total estimated fees budgeted for FY 2021/22 to support the City's building, engineering, and planning programs for the year were $3,340,000. As of the end of the fourth quarter, $4,210,302 or 126.1 percent of the total revenue estimate was collected.

The City does not charge residents for fire calls; however, fees are charged for building inspections, ambulance services, weed and lot clearing and other miscellaneous items. The City also receives reimbursement for fire services provided to other agencies during fires.

These are not projected as part of the original budget, but appropriations are made as reimbursements are received from the State to cover out-of-area fire costs. The total estimated fees budgeted for FY 2021/22 to support these city services provided primarily by the Fire Department for the year were $7,769,740. Of this, $3,519,159 is an estimated amount to be received from the Vista Fire Protection District (District) for fire and emergency medical services provided to the District. The agreement between the City and the District calls for the District to pay the City a portion of its revenues as they are received. As almost all of the District's revenues are in the form of property taxes, the District has no material revenues to remit to the City until the third half of the fiscal year. As of the end of the fourth 11/15/2022 D 1 6 of 28

quarter, $8,358,610 or 107.6 percent of the total revenue estimate for fire-related services was collected.

Investment Rates. In June 2022, the Federal Reserve Board (the Fed) , raised the Federal Funds Rate, which is the interest rate banks charge one another for overnight loans, to a range of 1.50-1.75% in an effort to combat inflation. As expected, the Fed has to continued raising interest rates in 2022 at a pace unseen in decades as, inflation hit a 40-year high of

9.1 percent. In early November 2022, the Fed increase the Fed Funds Rate to a range of

3.75-4.00%. Analysts anticipate that inflation will begin to slowly decline over the next two to three years returning to 2 percent in 2024 or 2025.

The City's yield on the investment portfolio generally lags behind the movement in interest rates. This is because monies, which are invested over five-year terms to maximize investment earnings, become available for investment at the newer interest rates as existing investments mature. The City is being strategic with portfolio trades to emphasize long-term value optimization while maintaining the portfolio's duration match to its stated index benchmark and most importantly providing sufficient liquidity for City cashflow needs during this period of volatility in the financial markets.

Vista City Council Policy
200-19 USE OF YEAR END FUND BALANCE

PURPOSE
Establish guidelines for the use of any funds remaining at the end of a fiscal year commonly referred to as a "Year End Fund Balance").

POLICY
Any available amount of a Year End Fund Balance should be strategically used to meet current budget year needs, enhance the City's infrastructure, strengthen the City's financial position or support one-time uses that align with the City Council's adopted goals. Given these criteria, use of a Year End Fund Balance is authorized for the following purposes-

1. If existing, close any remaining structural deficit amount in the budget.

2. Increase the City's Revenue Shortfall Reserves to 35% of General Fund current year appropriations.

3. Other uses as identified in the current fiscal year fourth quarter financial report, or as directed by a majority of the City Council.

Items are ranked in priority order. Funds required to satisfy Item #1, if needed, should be allocated in full. After Item #1 has been satisfied, any remaining Year End Fund Balance may be allocated to Items 2 and/or 3, by a majority vote of the City Council.
