Amanda Lee, Acting City Manager Agenda Location: Consent Calendar SUBJECT: ALL-WAY STOP ON SPORTS PARK WAY AND COTA LANE RECOMMENDATION: Adopt City Council Resolution No. 2022- , establishing an all-way stop at the intersection of Sports Park Way and Cota Lane.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On November 2, 2022, recommended establishing an all-way stop at the intersection of Sports Park Way and Cota Lane (Vote: 4-0) (Commissioners Larimer, Matheus, and Vielma Absent).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Sports Park Way and Cota Lane for an all-way stop for traffic calming purposes on Sports Park Way. Staff evaluated the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions (see Exhibit 2 for evaluation). Staff determined that the intersection of Sports Park Way and Cota Lane does not meet the quantitative criteria for an all-way stop.
Following the staff evaluation, in accordance with the City’s Traffic Calming Program, residents in the area submitted a petition to install an all-way stop at the intersection as a traffic calming measure. The petition (Exhibit 3) and petition verification map (Exhibit 4) indicate that a majority of nearby residents are in support of the all-way stop.
In October 2022, staff collected data that showed the prevailing speeds on Sports Park Way between Sports Park (northerly city limit) and the southerly city limit to be around 34 miles per hour. The speed study is attached as Exhibit 5.
The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Sports Park Way. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.
Staff notified the adjacent properties that this proposal will be on the December 13, 2022, City Council agenda. Exhibits 7 and 8 contain a map of notified properties and the notice.

Interoffice Memorandum-
Date: October 25, 2022
To: Greg Mayer, City Engineer
From: Sam Hasenin, Principal Engineer
Subject: All-Way Stop on Sports Park Way and Cota Lane Residents submitted a petition to install an all-way stop at the intersection of Sports Park Way and Cota Lane as a traffic calming measure in accordance with the City's Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Sports Park Way and Cota Lane does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City's Traffic Calming Program, an all-way stop at the intersection of Sports Park Way and Cota Lane is the most feasible and effective measure to reduce vehicle speeds on Sports Park Way.
