To establish a transparent and inclusive procedure for hiring Department Directors.
POLICY
Recruitment Steps
The Department Head Recruitment process shall consist of the following six (6) steps.
•Step 1 – Recruitment & Selection Plan. The Recruitment & Selection Plan encompasses drafting a job announcement, developing an advertisement plan, designing a brochure and submitting it to the appropriate publications such as Western Cities. At this Step, staff may alternately decide to hire and work with an executive search firm to handle an executive-level recruitment.
•Step 2 – Recruitment Opening. A recruitment will be open for a minimum of four (4) weeks. If the recruitment close date is continuous, the first review of applications will be at the four-week mark.
•Step 3 – Application Review. The Human Resources Director, or their designee, shall review all applications for minimum qualifications. Those applicants deemed most qualified shall move forward for a Technical Interview. Internal applicants who meet minimum qualifications will move directly to Step 5 – Stakeholder Interview Panels.
•Step 4 – Technical Interview/Oral Board. This interview panel is comprised of technical experts such as directors of similar departments or even City Managers at cities elsewhere in the region. The top scoring candidate will be scored and ranked by bands (Highly Recommended, Well Recommended, Recommended or Not Recommended). At least three candidates will advance, by band, to the Stakeholder Interview Panels step.
•Step 5 – Stakeholder Interview Panels. There will be three groups of stakeholders representing the community-at-large, employee groups and the department director team. The number and types of stakeholders, as well as the number of interview panels, may change, depending on the vacancy being filled. Stakeholders will be mixed between the panels allowing each panel to have varied perspectives. In general, the panels are comprised of stakeholders as follows:
12/13/2022 C9 Page 4 of 14
o Community Stakeholders – Comprised of Community
Representatives, City Commissioners, etc.
o Employee Group Stakeholders – Comprised of representatives from all employee groups including VCEA, VCMA, VFFA,
management, and confidential employees.
o Department Director Group Stakeholders – Comprised of department heads representing the departments that the incumbent may interact with the most.
The top three scoring candidates in the Stakeholder Interview Panels will go on to the next step. If the top three scores are earned by more than three individuals, then each of the candidates with the three highest scores will move forward. If the top three scores are earned by more than three individuals, then each of the candidates with the three highest scores will move forward. (Example: Candidate A scores 95; Candidate B scores 93; Candidates C & D score 90. All four candidates advance to Step 6 – City Manager Interview).
•Step 6 – City Manager Interview. The City Manager and Assistant City Manager will meet with and interview the candidates ranked highest in Step 5. The City Manager is not required to make their selection for the vacancy from these candidates. If the City Manager does not make an offer or if an offer is declined, the recruitment shall start over. •Step 7 – Backgrounds. All candidates are subject to a background check including references, livescan fingerprints and pre-employment medical examination.
