Mayor Franklin opened the Public Hearing.

Community Development Director Conley provided the staff report.

CONSOLIDATED MINUTES
JANUARY 10, 2023
3 The following members of the community voiced support for an inclusionary housing program:

Kelly Batten, Building Industry Association (BIA) Jacqueline Zimmer, St. Francis (SDOP) Helene Bell, St. Francis Social Justice Ministry Luz Godina, St. Francis Church Lourdes Farhat, St. Francis Social Justice Ministry Wendy Baez, SDOP Cipriano Vargas Teresa Perez, SDOP Holly Herring Antonia Garcia

City Council Members and staff discussed the following:
• Affordable housing is very important
• After speaking with the BIA and other cities, support an in-lieu fee based on square footage • The City’s Development Code regarding minimum unit size was based on the County Code adopted when the City was incorporated; would like to revisit minimum size requirements at future date
• The City is in need of more two- and three-bedroom affordable units • The proposed resolution includes an annual adjustment to the in-lieu fee based on building fee estimates
• The program applies to any multifamily housing development, not single-family homes • Under State law, a higher percentage requirement would make projects eligible for automatic waivers; the City would have very limited ability to regulate developments

Mayor Franklin stated he does not support inclusionary housing because he believes it increases building costs which results in higher housing costs for the other units.

MOTION BY MELENDEZ, SECOND BY CONTRERAS, TO CLOSE THE

PUBLIC HEARING AND INTRODUCE AND ADOPT CITY COUNCIL

• The number of events allowed per year will increase from four to 12
