The January 26, 2023, Special Meeting of the City Council of the Chartered City of Vista was called to order by Mayor Franklin at 5:30 pm in the City Council Chambers, 200 Civic Center Drive, Vista, California.

CONSENT CALENDAR
C1. Second Reading of City Council Ordinance No. 2023-3, amending Chapter 2.12 of the Vista Municipal Code regarding appointments to the San Diego Association of Governments. (CC) The following community members spoke in support the amendment:

Community member Gary Garretson spoke in opposition to the amendment.
MOTION BY CONTRERAS, SECOND BY MELENDEZ, TO ADOPT CITY
COUNCIL ORDINANCE NO. 2023-3, ENTITLED "AN ORDINANCE OF THE
CITY COUNCIL OF THE CHARTERED CITY OF VISTA, CALIFORNIA, AMENDING CHAPTER 2.12 OF THE VISTA MUNICIPAL CODE REGARDING APPOINTMENTS TO THE SAN DIEGO ASSOCIATION OF GOVERNMENTS." MOTION CARRIED 3-1 (FRANKLIN OPPOSED, GREEN ABSENT
Councilmember Melendez asked that the item to appoint a member to SANDAG be put on the agenda of the first meeting after the ordinance goes into effect.
ADJOURNMENT
Mayor Franklin adjourned the meeting at 5:45 pm.
