RECOMMENDATION: Adopt City Council Resolution No. 2023- , approving the Fiscal Year 2023-24 DOT FTA AoPP Program grant application and authorizing the City Manager or their designee to sign related documents.

CORRELATION TO CITY COUNCIL GOALS: (1) Public Safety, (2) Fiscal Responsibility, (3) Climate and Environmental Responsibility, and (4) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads.

PRIOR ACTION: None
STATEMENT ON THE SUBJECT: The Federal Transit Administration (FTA) recently announced the availability of $20 million in Fiscal Year 2023 for the Areas of Persistent Poverty Program (AoPP) to create new opportunities for those experiencing poverty. The U.S. Department of Transportation’s Federal Transit Administration (FTA) announced a new Notice of Funding Opportunity (NOFO) to help improve transit in areas experiencing long-term economic distress. The $20 million in competitive grant funding through FTA’s AoPP Program provides more resources to underserved and disadvantaged communities seeking to expand or improve transit.

The City seeks funding for the development of a Grade Separation Plan at the Vista Transit Center.

Approximately 9,300 people live within a half-mile radius of the Vista Transit Center. The Vista Transit Center is accessed via the major thoroughfares of Vista Village Drive, North Santa Fe Avenue, and Olive Avenue. Building on the redevelopment and enhancement of downtown Vista, the grade separation will re-imagine transit accessibility and improve safety for community members.

The North County Transit District (NCTD) has expressed their support for the City to seek this funding opportunity and supports development of this planning project.

Proposed grant activities include the procurement of a consultant to lead a community driven planning process to address the need for grade separation and improved safety for the Vista Transit Center. The Notice of Funding Opportunity is attached as Exhibit 2. Staff will complete the application prior to the March 10, 2023, grant application deadline.
