ACTION:
____________________________
Clerk/Secretary
Department: City Manager Item No: C11
Prepared by: Sylvia Solis Daniels, Housing Programs Manager Meeting Date: February 28, 2023 Approved by: Amanda Lee, Acting City Manager Agenda Location: Consent Calendar SUBJECT: HOME CONSORTIUM RENEWAL OF PARTICIPATION
RECOMMENDATION: Adopt City Council Resolution No. 2023- , authorizing the renewal of an agreement to participate in the San Diego County HOME Consortium for Fiscal Year 2024/25, with an automatic renewal to participate in Fiscal Years 2025/26 and 2026/27.

CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility.

PRIOR ACTION: On August 11, 2020, adopted City Council Resolution No. 2020-133, authorizing the renewal of an agreement to participate in the San Diego County HOME Consortium for FY 2021/22, with an automatic renewal to participate in Fiscal Years 2022/23 and FY 2023/24 (Vote: 5-0).

A comprehensive list of prior City Council Actions is included as Exhibit 2.

STATEMENT ON THE SUBJECT: The Home Investment Partnership Act (HOME) is a federal formula grant program intended to expand the supply of decent, safe, and affordable housing. Based on federal criteria, the City of Vista does not qualify to participate directly in the HOME program; therefore, the City participates in the San Diego HOME Consortium. The Consortium consists of the cities of Carlsbad, Encinitas, La Mesa, San Marcos, Santee, Vista, and the County of San Diego. Jointly, the San Diego HOME Consortium is eligible to receive HOME funds as a single participating jurisdiction and the County of San Diego serves as the lead agent for the Consortium. Participation in the HOME Consortium requires City Council authorization.

The County currently operates two HOME programs: homebuyer assistance and tenant-based rental assistance. The Down Payment and Closing Cost Assistance Program (DCCA) offers financial assistance to first-time low-income homebuyers. The Tenant-Based Rental Assistance Program (TBRA) offers rental assistance to emancipated foster youth and family reunification. Maintaining membership in the San Diego County HOME Consortium will provide opportunities for Vista residents to benefit from these programs.

Staff recommends a continued participation in the San Diego HOME Consortium with an automatic annual renewal for three successive year periods.

FISCAL IMPACT: No City resources (staff or funding) are required for Vista residents to participate in programs offered directly by the County. Vista will be required to continue monitoring the HOME units and projects previously implemented by the City.
