PRIOR TRAFFIC COMMISSION ACTION: On February 1, 2023, recommended establishing an all-way stop at the intersection of Hacienda Drive and Hideaway Terrace (Vote: 5-0) (Commissioner Alberto Absent, One Vacancy).

STATEMENT ON THE SUBJECT: The City received a request to evaluate an all-way stop at the intersection of Hacienda Drive and Hideaway Terrace for traffic calming purposes on Hacienda Drive. Staff conducted an evaluation (Exhibit 2) of the intersection using the following criteria:
•Traffic Volumes
•Pedestrians

Engineering
Interoffice Memorandum-
Date: November 28, 2022
To: Greg Mayer, City Engineer
From: Sam Hasenin, Principal Engineer
Subject: All-Way Stop on Hacienda Drive and Hideaway Terrace Residents submitted a petition to install an all-way stop at the intersection of Hacienda Drive and Hideaway Terrace as a traffic calming measure in accordance with the City's Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Hacienda Drive and Hideaway Terrace does not meet the quantitative criteria for an all-way stop.

I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City's Traffic Calming Program, an all-way stop at the intersection of Hacienda Drive and Hideaway Terrace is the most feasible and effective measure to reduce vehicle speeds on Hacienda Drive.
