STATEMENT ON THE SUBJECT: In 2002, the City Council reinstated the Central Vista Business Improvement District (CVBID) to levy annual assessments on business owners within the established boundaries to market, promote, and support the downtown businesses. The CVBID is overseen by an Advisory Board, which consists of seven business owners within the district who are appointed by the City Council. When assessments are not suspended, they are collected by the City in conjunction with business license fees and managed by staff.
Recently, the Advisory Board provided their Fiscal Year (FY) 2023/24 Annual Report (Exhibit 3), which proposes no boundary, zone, or assessment modifications. Expenses related to the CVBID program are identified in the FY 2023/24 Budget Report (Exhibit 4), absent the FY 2023/24 assessment income and any City contribution.
Assessment amounts for each business are informed by three factors: number of employees, type of business, and the business’s location within the district. As detailed in the Annual Report, assessments AGENDA

SUBJECT: CENTRAL VISTA BUSINESS INVESTMENT DISTRICT ANNUAL LEVY range from $33 to $750. This levy is intended to support, but is not limited to, the general promotion of business activities and events that benefit businesses within the CVBID.
By law, a public hearing must be held for consideration of the proposed assessments. A hearing notice has been mailed to all CVBID business owners and published in a newspaper of general circulation.
During the public hearing, the City Council will consider all protests, both written and oral. All written protests must identify the affected business's type and location.
If written protests are received from business owners within the CVBID who collectively pay 50 percent or more of the proposed assessment, then no further proceedings for the levy of the proposed assessment will be taken to the City Council for a period of one year. If the majority protest is against a specific improvement or activity in the CVBID, the protested improvements or activities shall be eliminated. If no majority protest exists, the levy of the proposed assessment may be approved through the adoption of the Council Resolution.
FISCAL IMPACT: Income from CVBID assessments for FY 2023/24 will be deposited in the Business Improvement District Account (No. 0010076.465200.00262).

Board Member Dear Larry:
Traci Lawson
Board Member After lengthy and robust discussion, the Central Vista Business Improvement District (CVBID) Will Burtner Advisory Board is recommending the following for the upcoming fiscal year starting July 1, Board Member 2023:
Dee Dee Timmons • Maintain the existing CVBID assessmentfees Board Member • Maintain the existing CVBID boundaries Terry woods . Continue the existing Work Plan Board Member
We believe that implementing the CVBID program through grants is the best way to utilize the fees collected from the downtown businesses to market the CVBID areas. It is also important to note that the grant program allowed us to fund some important activities before the COVID-19 pandemic and we hope to this will be the case as we move forward.
Without this program,we as a Board are concerned that the many events and marketing activities that are happening, and/or could happen, would be halted. We want our city to continue to thrive and are looking for your support to continue our work throughout Downtown.
We recommend that the city continue the CVBID,fees, program, and activities for FY 23/24 to support our continued efforts to make Downtown Vista a destination location.
Sincerely,
Lisa Deju
CVBID Advisory Chair
