3.Adopt City Council Resolution No. 2023- , amending the Capital Project Budget for Fiscal Years 2022/23 and 2023/24.
CORRELATION TO CITY COUNCIL GOALS: Supports the following City Council goals: (1) Fiscal Responsibility, and (2) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On May 10, 2022, adopted City Council Resolution No. 2022-68, adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2023 through 2027 (Vote: 4-0, Ritter Absent).
See Exhibit 1 for a complete list of City Council actions.
STATEMENT ON THE SUBJECT: The San Diego Association of Governments (SANDAG), acting as the Regional Transportation Commission, is required by the San Diego Transportation Improvement Program Ordinance and Expenditure Plan to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-year program of proposed major highway, arterial, transit, pedestrian, and bikeway projects, and includes projects that are eligible to use TransNet funds that have been submitted by local jurisdictions. The source of TransNet funding is a countywide voter approved half-cent sales tax to finance transportation improvements; the sales tax extends through 2048.
The City receives from annual allocations of TransNet funds from SANDAG for repairs and improvements to local streets and roads based on sales tax revenue projections, population and maintained street mileage.
These funds must be programmed by the City into the RTIP before they can be spent. The programming of funding is required to assist SANDAG with managing the cash flow needs of each local agency.

MEETING DATE: March 14, 2023 PAGE 2
SUBJECT: 2023 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT NO. 3 The City utilizes TransNet funding to support its Capital Improvement Program (CIP). The amounts estimated to be available to the City for Fiscal Years (FY) 2023 through 2028 are shown in Exhibit 4. SANDAG maintains a quarterly amendment process that allows agencies to make changes to the funds programmed in the RTIP.
Currently, the City of Vista has five projects in the 2023 RTIP. The City can make adjustments via the quarterly RTIP amendment process to adjust the amount of disbursements for or between projects, when needed.
The following project adjustment is included in this RTIP Programming Amendment as shown in Exhibit 5:
RTIP No. CIP No. Project Name Programming
Pedestrian Mobility Increase FY 22/23 LSI Carry Over from $572,000 to VISTA55 8290 Sidewalks $1,095,000 and increase FY 22/23 LSI from $50,000 to $69,000 for a total increase of$542,000.
Pursuant to Section 5(A) of the TransNet Extension Ordinance, a public hearing must be held by the City to allow the public to comment on the proposed list of projects to be included in the TransNet Local Street Improvement Program of Projects of the RTIP, before the City can submit its project list to SANDAG, and a Resolution confirming that the City will meet all of its obligations under the TransNet Extension Ordinance must be approved by the City Council.
Capital Improvement Project (CIP) No. 8290, Pedestrian Mobility Sidewalk, is designed to improve sidewalks along streets that are partially improved with curb and gutter but have missing sections of sidewalk. The additional funds of$542,000 will be used for sidewalk improvements that include adding a sidewalk along Highland Drive from Maryland Drive to N. Melrose Drive where there is missing sidewalk area. Additionally, the improvements include updating existing driveways and a pedestrian ramp along Highland Drive to meet current Americans with Disabilities Act (ADA) standards. Once the concrete improvements are complete, the existing pavement on Highland Drive from Maryland Drive to N. Melrose Drive will be overlayed with new asphalt. The project will consist of approximately 3,135 square feet of sidewalk and update one existing ADA pedestrian ramp and four driveways.
On December 13, 2022, the City Council adopted Resolution 2022-177, awarding a contract to L.C. Paving &Seal, Inc. with the intention of using CDBG funds for the noted sidewalk construction. It has been determined that the Highland sidewalk project is just outside the CDBG eligible area and staff recommends utilizing the available TransNet local street improvement funds for the Highland sidewalk project and releasing the CDBG funds to fund CDBG eligible sidewalk projects.
FISCAL IMPACT: In addition to authorizing the RTIP amendment, approval of the staff report will increase the Capital Project Budget for FY 2022/23 by$542,000 in CIP 8290 Pedestrian Mobility Sidewalks.
