1.Confirm Mayor Franklin’s recommendations for appointments to various commissions, boards, and committees.
2.Confirm Deputy Mayor Contreras’ recommendations for appointments to various commissions, boards, and committees.
3.Confirm Councilmember O’Donnell’s recommendations for appointments to various commissions, boards, and committees.
4.Confirm Councilmember Green’s recommendation of appointment for an unscheduled vacancy on the Community Safety Commission.
RELATIONSHIP TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On December 13, 2022, directed staff to post a notice of scheduled vacancies for 2023 – the Local Appointments List – with an application deadline of February 13, 2023, and a deadline of April 24, 2023, for youth applicants (Vote: 5-0).
STATEMENT ON THE SUBJECT: California Government Code Section 54972 requires that a Notice of Scheduled Vacancies on City Council appointed Commissions and Committees for the upcoming year be posted prior to December 31 each year. The Notice of Scheduled Vacancy was posted on Civic Center kiosks and the City of Vista website on December 14, 2022. Applications were also solicited through the City’s Facebook and Twitter accounts and other social media efforts.
In accordance with Vista City Council Policy 200-06, Appointments to City Boards, Committees and Commissions, recommendations for appointment this year are to be made by the Mayor, and Districts 1 (Deputy Mayor Contreras) and 4 (Councilmember O’Donnell). Recommendations for appointment will be made by Districts 2 and 3 in subsequent years.

Recommendations for appointments to the City's Investment Advisory Committee and Central Vista Improvement District Advisory Board (CVBID) Advisory Board are to be made by the Mayor, per City Council Policy 200-06.
The Mayor recommends the following appointment to the Investment Advisory Board, with a term ending March 31, 2026: John Aguilera
The Mayor recommends the following appointments to the CVBID Advisory Board, with terms ending March 31, 2024: DeeDee Timmons, Lisa Deju, Anthony (TJ) Crossman, Traci Lawson, Will Burtner, Terence Woods, and Christine Alvarado.
There has been an unscheduled vacancy on the Community Safety Commission since the Summer of 2022. The vacancy was posted in July and again in December on the City's kiosk and website.
Applications were also solicited through the City's Facebook and Twitter accounts and other social media efforts.
Councilmember Green recommends the appointment of Nicole Halle to fill the unscheduled vacancy on the Community Safety Commission, with a term ending March 31, 2025.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.
