RECOMMENDATION: Adopt City Council Resolution No. 2023- , adding an additional opportunity for Oral Communication on City Council’s agendas.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On March 14, 2023, discussed the order of business for regular City Council meetings and directed staff to draft a resolution to allow for ten speakers for Oral Communication after the Consent Calendar in addition to providing an opportunity for Oral Communication at the end of the meeting (Vote:
No Vote).
On August 9, 2016, adopted City Council Resolution No. 2016-114, setting the order of business for regular meetings (Vote: 4-0, Aguilera absent).
Please refer to Exhibit 2 for a complete list of prior City Council actions.
STATEMENT ON THE SUBJECT: Vista Municipal Code Section 2.12.040 authorizes the City Council to amend the agenda order of business for City Council meetings and workshops by adoption of a resolution.
Exhibit 1 is a resolution changing the order of business to add to the beginning of the agenda an additional Oral Communication item allowing for up to ten speakers to address the City Council on items not on the agenda. The Oral Communication item at the end of the meeting will remain on the agenda to provide the balance of any speakers an opportunity to address the City Council.
Staff recommends approval of the resolution.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ADDING AN ADDITIONAL OPPORTUNITY FOR ORAL
COMMUNICATION ON CITY COUNCIL AGENDAS
The City Council the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Pursuant to Section 2.12.040 of the Vista Municipal Code, the order in which agenda matters shall be presented to the City Council shall be as established by City Council resolution.
B. The City Council desires to amend the order of agenda items as provided below.
2. Action.
A. Subject to the approval of the agenda by the City Council for each meeting, the order in which agenda matters shall be presented to the City Council for any regular workshop meeting shall be as follows:
1. Call to Order
2. Roll call
3. Pledge of Allegiance
4. Approval of Agenda
5. Presentations and Proclamations

On May 23, 2006, adopted City Council Ordinance No. 2006-5, entitled "An Ordinance of the City of Vista, California, Setting the Time and Order of Business for Regular Meetings (Vote: 4-0, Vance absent).
On November 8, 2005, adopted City Council Ordinance No. 2005-23, setting the time, order of business and scheduling of public hearings for regular meetings (Vote: 5-0).
On October 12, 2004, adopted City Council Ordinance No. 2004-10, amending Vista Municipal Code Sections 2.12.030 and 2.12.040 to set the time at 5:30 p.m. for Regular Meetings for the 2005 calendar year (Vote: 5-0).
On December 9, 2003, adopted City Council Ordinance No. 2003-27, amending Vista Municipal Code Section 2.12.030, to set the time at 5:30 p.m. for Regular Meetings for the 2004 calendar year, and modifying Section 2.12.040 to change the order of business (Vote: 5-0).
On September 30, 2003, agreed to make changes in the Regular Meeting schedule for a one-year trial period (Vote: consensus).
On February 26, 2002, adopted City Council Ordinance No. 2002-9, amending Vista Municipal Code Section 2.12.040, Meetings -Order of Business; Scheduling Public Hearings, in its entirety (Vote: 4-0, one vacancy).
