ACTION:
____________________________
Clerk/Secretary
Department: Engineering Item No: D1
Prepared by: Husam Hasenin, Principal Engineer Meeting Date: March 28, 2023 Approved by:

Greg Mayer, City Engineer
John Conley, City Manager Agenda Location: Discussion
SUBJECT: TRAFFIC CALMING ON PRIORITY STREETS AND PROTECTED BIKE LANES ON MAJOR ROADS
RECOMMENDATION: Receive a report on traffic calming proposals for identified City Council priority streets and protected bike lanes on major roads, and provide direction to staff.

CORRELATION TO CITY COUNCIL GOALS: (1) Public Safety and (2) Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On January 24, 2023, 1) discussed traffic calming techniques, including the use of speed humps, and directed staff to identify options for Apollo Drive, to create a traffic calming plan for streets identified by the City Council, and to discuss the development of a comprehensive multimodal plan at the workshop in April; and 2) directed staff to phase in green bike lanes at conflict areas over three years and to revisit the Bicycle Master Plan and overlay with Safe Routes to School (Vote: 5-0).

On June 28, 2022, adopted City Council Resolution No. 2022-108, approving the Six-Year Capital Improvement Program and FYs 2022/23 and 2023/24 Capital Project Budget and authorizing appropriations for Fiscal Years 2022/23 and 2023/24 Capital Projects (Vote: 4-0, Ritter absent (Ritter experienced technical difficulties)).

STATEMENT ON THE SUBJECT: On January 24, 2023, the City Council directed staff to develop traffic calming plans for seven priority streets and to return with concepts and cost estimates for discussion and approval. At the same meeting, while separately discussing the installation of green bike lanes, the City Council directed staff to explore the implementation of protected bike lanes. Below is a discussion of the two proposals.

Traffic Calming Recommendations and Estimated Costs:

Following is a summary of the recommended traffic calming improvements on each of the seven priority streets:

1.Alta Vista Drive: The segment of Alta Vista Drive between Vale Terrace Place and Coventry Road has experienced a history of resident complaints and a few accidents, which are, in staff’s opinion, mainly the result of an irregular S-curve along this roadway. Two speed humps are proposed for this short segment of Alta Vista Drive to reduce vehicle speeds as they negotiate the S-curve. Please see drawing in Exhibit 1.

Received a report on traffic calming proposals for identified City Council priority streets and protected bike lanes on major roads, and directed staff to move forward with the installation of speed humps on projects 1, 2, 4, and 7; flexible delineators for separated bike lanes, and establish a CIP budget for future projects. Vote: 5-0

MEETING DATE: March 28, 2023
PAGE 2
SUBJECT: TRAFFIC CALMING ON PRIORITY STREETS AND PROTECTED BIKE LANES ON MAJOR ROADS

2. Eucalyptus Avenue: The section of Eucalyptus Avenue between Civic Center Drive and Alta Vista Drive has a long history of resident complaints about speeding, as well as some accidents. The proposed traffic calming features on Eucalyptus Avenue consist of a combination of raised medians/chicanes and speed humps. The proposal also includes a pedestrian crossing at the intersection of Eucalyptus Avenue and Avalon Drive and a new sidewalk on north side of Eucalyptus Avenue between Avalon Drive and Alestar Street. Please see Exhibit 2 for the proposed plan.

3. Grapevine Lane: Grapevine Lane is a short segment of roadway that provides access to Bub Williamson Park, which has been a source of speeding complaints from the residents in this area. To slow down traffic, two speed humps are proposed on this segment. Exhibit 3 shows the proposal.

4. Highland Drive: Highland Drive between N. Melrose Drive and Olive Avenue has a history of resident complaints and a few accidents. The narrow width and lack of curbs on Highland Drive preclude the implementation of physical traffic calming features such as traffic circles and curb pop -outs. Therefore, speed humps are proposed as shown in Exhibit 4.

5. Taylor Street: Taylor Street serves as a connection between E. Vista Way and N. Santa Fe Avenue.

This street has a long history of resident complaints and a significant number of accidents. This also includes the segment of Taylor Street east of E. Vista Way. The proposed solution for Taylor Street consists of a combination of a traffic circle where the street width allows, and speed humps where the street is narrow and lacks curbs. Please see Exhibit 5 for the proposed plan.

6. Vale Terrace Drive: Through an extensive community engagement process and with the assistance of an engineering consultant, staff prepared a comprehensive improvement plan for Vale Terrace Drive that addresses active transportation facilities and vehicle speeds. Given the long length of Vale Terrace Drive and the lack of bicycle and pedestrian facilities, the plan carries a substantial cost. Staff pursued grant funding for the project, but the applications were unsuccessful. The somewhat rural character and income demographics of the area around Vale Terrace Drive makes the proposed plan unlikely to be competitive in securing grant funding. However, in staff's opinion, the plan prepared for Vale Terrace Drive provides the most comprehensive approach to traffic calming along this roadway. The proposed plan is included in Exhibit 6.

7. Vale View Drive: Similar to Highland Drive, Vale View Drive has a history of resident complaints and a few accidents. The narrow width and lack of curbs along this segment preclude the implementation of physical traffic calming features. Therefore, speed humps are proposed as shown in Exhibit 7.

The table below summarizes the estimated costs for implementing the recommended traffic calming features on each of the streets as described above.

No.

Street
Estimated Cost
1 Alta Vista Drive
$14,000
2 Eucalyptus Avenue
$625,000
3 Grapevine Lane
$14,000
4 Highland Drive
$42,000
5 Taylor Street
$400,000
6 Vale Terrace Drive
$6,000,000
7 Vale View Drive
$70,000
Protected Bike Lane Plan and Estimated Costs:

A protected (or separated) bike lane is an exclusive facility for bicyclists that is located within or directly adjacent to the roadway and that is physically separated from motor vehicle traffic with a vertical element.

Vertical element separation includes grade separation, flexible delineator posts, inflexible physical barriers, 03/28/2023 D 1 2 of 47

MEETING DATE: March 28, 2023 PAGE 3
SUBJECT: TRAFFIC CALMING ON PRIORITY STREETS AND PROTECTED BIKE LANES ON MAJOR ROADS
or on -street parking. The barriers separating a bike lane (other than grade separation) are installed in a striped buffer area adjacent to the bike lane.

Staff selected the flexible delineator posts as the vertical element of separation because of their lower cost.

Accordingly, staff explored implementing protected bike lanes on the City's major roads where bike lanes and buffers already exist, or where only bike lanes exist, but adequate roadway width allows for restriping the travel lanes to accommodate a buffer. Exhibit 8 is a rendering of a segment of N. Santa Fe Avenue demonstrating what a protected bike lane would look like in the City.

The table below summarizes the estimated costs for implementing protected bike lanes, broken down by street. One consideration for implementing protected bike lanes is that a smaller street sweeper would need to be employed for street cleaning inside those areas.

Street
Estimated Cost
N. Melrose Drive South of Olive Avenue to Ascot Drive
$118,000
S. Melrose Drive Mata ual Drive/Breeze Hill Road to Southern City Limits $443,000
N. Santa Fe Avenue Bobier Drive to Vista Village Drive
$187,000
Vista Village Drive Civic Center Drive to W. Vista Way) $110,000
E. Vista Way Civic Center Drive to Bobier Drive
$308,000
Bobier Drive N. Santa Fe Avenue to E. Vista Way)
$265,000
Sycamore Avenue S. Melrose Drive to Green Oak Road
$215,000
Civic Center Drive (Eucalyptus Avenue to Ocean View Drive $87,000
TOTAL
$1,733,000
Funding Options:

To facilitate implementation of traffic calming and active transportation improvements, staff recommends creating a new capital improvement project account designated for this purpose. Two potential funding sources that may be used to finance the new CIP are summarized below.

Traffic Impact Fees: these are the fees collected from new development for cumulative impacts to the City's transportation system. The fees vary from year to year depending on the magnitude of new development in the City. The current balance of this account is approximately $213,000.

2. Regional Transportation Congestion Improvement Program (RTCIP): the RTCIP is a regional transportation fee imposed on new residential development in accordance with the Transnet Extension Ordinance. Funding from this account may only be used on roadways that are designated as regional arterials. The current balance of this account is approximately $1.7 million.

FISCAL IMPACT: The estimated fiscal impacts associated with the implementation of traffic calming and protected bike lanes are included above. It should be noted that the street sweeper needed to clean the protected bike lanes is estimated to cost approximately $60,000 annually, which would be addressed in the Operating Budget following the City Council's direction. Defined fiscal impacts would be presented with the creation of a new capital improvement project account, if approved, and/or any contract award to implement improvements on a street or group of streets following the City Council's direction.

First: no one ever said, "I love speed humps." Ever. Until I was notified about the item for the City Council to consider approving the traffic report for proposed traffic calming measures on my street, Vale View Drive, I had never heard of any traffic issues. I have lived in Vista since 1997 and on Vale View Drive since 2009. The only traffic incident I can recall is when a driver swerved to miss a rabbit and hit a telephone pole. In my entire residency I have rarely seen a speeding car - in fact the narrow roads and numerous blind curves make it almost impossible to go over 20 mph. Why would this neighborhood need traffic calming measures —the natural geometry and topography of the road does this already without spending taxpayer dollars? There are over 200+ residents who live on Vale View Drive and its side streets, not to mentions the hundreds more in adjacent communities. I do not know how many complaints the city has had, but I suspect they pale in comparison to most residents who will be negatively impacted by such ridiculous measures. Why would the city punish the entire community over the voices of a few? This neighborhood began in the 60's and Ms and your own report says, "a few accidents". A few accidents in 50 years is indicative of the natural calming measures of our street— no additional measures are needed. I strongly oppose the installation of speed humps on Vale View Drive for the following reasons:

1. Speed humps are a known and documented road hazard to vehicles, drivers, emergency vehicles, motorcyclists, scooterists, rbikes, and bicyclists.

2. They slow response time for emergency vehicles, threatening lives.

3. They are a trip hazard for the numerous walkers and dog walkers.

4. They are known to cause spinal injuries for cyclists.

5. They cause added wear and tear on vehicle suspension systems and tires.

6. They are a distraction to drivers, causing them to take their attention away from pedestrians, where their focus should be.

7. Research from the National Institute for Health and Care Excellence (UK) notes the constant deceleration and acceleration caused by speed humps contributes to added release of carbon and contaminants into the atmosphere.

8. Speed humps of any kind increase perceptible road noise such that vehicles passing over them are simply louder than those that are cruising down a level surface at a consistent speed.

In addition, they significantly alter the rural aesthetics and culture of the Vale View Drive community - a rare find south of SR-78. With big lots, blind curves, tall eucalyptus trees, no sidewalks and streetlights, the installation of speed humps does not match the character of the neighborhood.

These objects call to mind the tyrannical measures of some HOA private streets in Shadowridge. This is not why the residents of Vale View Drive live on this street. I suggest the Council members come visit the neighborhood and see what it would feel like to have to drive through numerous speed humps every day to get in and out of our homes as we pick-up and drop off our kids, get to and from work, and go out to visit city entertainment and shopping destinations. This does not add value to our lives. It does the opposite.

D1

I'd like to add that approving projects for the "good of the neighborhood" without thoroughly contacting the impacted residents, when it only benefits a few noisy complainers can be construed as a "gift of public funds". This does not live up to the fiduciary role of local government.

Reviewing the exhibits in the agenda, I have the additional comments:

1. Exhibit sheet 1 shows a speed hump 150-feet from a stop sign north of a blind curve.

Northbound vehicles must slow to 10-15 mph to make it around the curve anyways and then have to decelerate for upcoming stop sign — what's the point of the speed hump? Makes no sense. Southbound vehicles equally are coming from a decelerated position and must slow to enter the blind curve; so why place a speed hump ahead of the curve?

2. Exhibit sheet 3 shows a speed hump approximately 265-feet from a stop sign north of a blind curve. For northbound traffic, coming out of the blind curve, there is not enough distance to accelerate before the speed hump, therefore this is not necessary. Additionally southbound traffic is also approaching the blind curve and naturally must slow down, again making this speed hump unnecessary. Also, have you visited the $1.81M homes where you've located this speed hump? Are they going to be happy with the noise this is going to create?

3. Exhibit sheet 4 shows two speed humps approximately 415-feet apart! Is this a parking lot at Target or a public residential street.

4. The speed hump shown on Exhibit sheet 6 makes no sense. Has anyone driven this section of Vale View Drive? It's on a blind curve so you must slowdown from both directions anyway. In addition, the pavement condition, likely caused by the poor subgrade, is so bumpy, my kids refer to this section as the "bumpiest street in Vista". No speed hump needed — they are naturally already there.

As a licensed Civil Engineer working in the field of engineering for over 25-years and a public servant for almost 10-years, I understand the inherent nature to "solve problems". Engineers always want to solve problems. However, (1) there is no problem to solve here and (2) every action has a consequence, in this case the consequences negate placating to a few complainers.

Have you read the Nextdoor App? If the City responded to every complainer in Vista, the city would be buried with mindless projects to appease individuals.

As a prior resident of Shadowridge who escaped the draconian measures of endless HOA's intent on micromanaging every aspect of my home life, I beg you not to drag these measures into our quiet rural community. Are there occasional speeders — I'm sure. But are we really going to spend the entire base of taxpayer funds to harass a few speeders while at the same time harassing 200+ law abiding residents, not to mention those surrounding communities? For those that live and work here, who drive the street every day to get their kids to school, who jog with our scooting kids and running dogs, I urge you to oppose the upheaval of our Vale View Drive community to placate the loud rancorous voices of a few over the calm logic of the majority. I am hoping reason will overcome anxiousness. That respect for a neighborhood will overcome the machinations of a few.

Please amend any motion to approve this traffic report to exclude any proposals for speed humps to be installed on Vale View Drive. At the very least, please delay approval so (1) a proper CEQA compliant document can be prepared to evaluate the negative visual, noise, and environmental impacts of the project and (2) all 200+ residents can be contacted via mailer to determine whether

the majority would approve the project in their neighborhood, especially those who will have the speed hump placed adjacent to their house. I will plan on speaking in opposition to this project this Tuesday.

Sincerely,
Jason Hubbard, P.E.

Good Morning Mr Franklin, Good Morning Mr Hasenin,
Mr Hasenin, I have reached out to you multiple times. I am reaching out to you again regarding the traffic control on Vale View or and Hacienda Drive East of Quick Service Restaurants by Vista Village Drive. this Is the second time just this week that people are cutting through and speeding on Vale View Dr and Hacienda Dr. Today around 8 am as I was driving West from Vale View Dr on Hacienda Dr, dropping off my son to the camp some lady was honking the horn because I was going only 25 miles and then passed me around the traffic island and did not stop on the stop sign. off

We need to calm this down before someone dies! Painting the speed limit on Vale View Dr is not going to solve the problem. I want to safely walk my kids to school! See attached image of the license plate if you wish to forward that to the local police!

D1. Traffic Calming on Priority Streets
Date:

Tuesday, March 28, 2023 10:11:27 AM
Hi,
We live on Vale View Drive. The traffic has increased significantly since panera, starbucks, ect has been put in. There are NO sidewalks on our streets and many people walk thru these areas. People drive VERY fast up and down this street from Crestview and Vale View.

Something needs to be done for traffic control up and down this street before someone gets hit or in a bad accident.

We would also like to see the street be re paved between crestview and Vale View. If you drive on this you have to almost drive 5 miles per hour because the street is so uneven your car rocks back and forth driving thru it. It is also causing alot of problems and maintenance for our vehicles to drive on this road.

I hope you take both accounts into consideration.

Thank you,
Karen Thompson
