PRESENTATIONS
P1. Caltrans presentation on the North County Comprehensive Multimodal Corridor Plan Kareem Scarlett and Allan Kosup, Caltrans, provided the presentation.
City Council members, staff, and presenters discussed the following:
• Investing in arterial thorough fares helps to alleviate neighborhood cut throughs • Each corridor must be looked at individual to see what can be done • The plan is a living documents that will continue to get modified • Grade separations, especially in areas often used by first responders, is very important; is needed at Vista Village Drive
• Flexible fleets provide alternatives for the last three miles of a trip • Funds have not been distributed geographically
• Adding lanes is unlikely; dedicated lanes and smart intersections are good options • Connected fleets can progressively be added as the technology becomes available; can start with one lane at a time
• Improvements along the 78 corridor, including landscaping at Vista Village, will take place over the next couple of years
• As a region, governmental agencies should work with technology companies to come up with solutions
• Caltrans is working with the City of Carlsbad to address the overgrown creek, which results in flooding at El Camino Real

2 P2. SANDAG presentation on the Inland Rail Trail
Dale Neuzil, SANDAG, provided the presentation.
City Council members, staff, and the presenter discussed the following:
• A lot of people are excited to see this project getting done; it will take two to three and a half years to complete the Vista section
• The intent of the trail is for both recreation and commuting • Connect the downtown with the trail through the use of signs and bike lanes • The portion of the trail through Oceanside is still being discussed/studied • Consider a project to connect the trail to the San Luis Rey bike trail • Trees or other shading should be provided along the trail
DISCUSSION
D1. TRANSPORTATION MOBILITY WORKSHOP (CC)
Traffic Engineer Husam Hasenin provided the staff report.
The following individuals shared their thoughts on the item:
Brett Olson Barney Dresman Julia Shriver Danny Garcia Alla Valdespino Rachel Beld Ali Clendenin
City Council Members and staff discussed the following:
• The City’s speed hump policy has been revised; speed humps may be considered in more areas now; a radar survey is part of the analysis for the need for a speed hump • Staff can work with residents to develop a plan prior to them circulating a petition; not all traffic calming requires a petition
• The bike lane on Melrose near Faraday was removed to allow for a right turn lane; would need additional lane to be able to add a bike lane; look at options • Would like to look at traffic calming options on Olive Ave and on West Vista Way • The Fire Department still has some concerns about response times and damage to vehicles; did some testing, new engines were quicker; spoke with neighboring fire departments • Would like to work with Carlsbad to at least let bicycle lanes run through Cannon • Look at adding speed humps along the back side of Moonlight • Concern about pedestrian intervals at intersections, particularly at wide roads; look at narrow distances for crossings
• If the City receives the Transportation Planning grant it has applied for, will be able to study more options
• Bus stops on West Vista Way need to be made safer
• Roundabout versus street light and cross walks at Bobier and Calle Jules • Roundabouts are best when there is a series of roundabouts; a conceptual plan for Bobier has been developed, it was included as an add to packet
• Traffic enforcement can be complaint driven or based on deputies expertise of problem areas • Traffic deputies respond to incidents; motor deputies only enforce traffic laws • The addition of one motor deputy would allow the motors to split up • Look at complete street, with diagonal crosswalks, at Longhorn Dr and Melrose • Look at the cost of adding a motor deputy; bring back as part of the upcoming budget discussion
MOTION BY CONTRERAS, SECOND BY MELENDEZ, TO ACCEPT THE
ROUNDABOUT AT E BOBIER AND CALLE JULES AS PRESENTED AND STAFF’S RECOMMENDATIONS ON SPEED HUMP POLICY EDITS.
