CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.
PRIOR ACTION: On August 25, 2020, adopted City Council Resolution 2020-144 awarding a contract with Michael Baker International for As-Needed Civil Plan Check Services (Vote: 5-0).
On November 9, 2021, adopted City Council Resolution 2021-186 awarding a contract to Tory R. Walker Engineering, Inc. for As-Needed Professional Development Review Services for Stormwater Quality Management Plans and Hydrology & Hydraulic Studies (Vote: 5-0).
STATEMENT ON THE SUBJECT: In August of 2020 and November of 2021, the City Council approved as-needed contracts with Michael Baker International, Inc. (Michael Baker) for as-needed civil plan check services and Tory R. Walker Engineering, Inc. (Tory Walker) for professional development review services for stormwater quality management plans and hydrology and hydraulic studies. The contracts were executed in order to keep up with the demand for private development plan review and comply with the rules and regulations set forth by the San Diego Regional Water Quality Control Board, which state that the City is required to review water quality technical reports and hydrology and hydraulic studies as a part of its review for all new development. The pace of plans submitted to the City in need of review has continued to grow, subsequently increasing the need for contracted plan check services.
Since the approval of the original contracts, both Michael Baker and Tory Walker have continually provided expert services. Staff has been pleased with the level of service and recommends amending the contracts. The amendments would increase the compensation ceilings and extend the terms to continue to support the ongoing need for plan review for private development.
ACTION: Approved above recommendation, adopted the following: 1) City Council Resolution No. 2023-53; and 2) City Council Resolution No. 2023-54. Vote: 4-0 (O'Donnell absent) Clerk/Se retary
