SAFE PARKING PROGRAM OPERATOR SERVICES AGREEMENT AMENDMENT Assessment, Intake, and Referrals:
•CES standardized vulnerability assessment tool in screening, referral, and admissions processes for Program residents, when appropriate.
•Participation in Housing Navigation, Case Conferencing, and other integral components of CES. •The intent of the program will be to focus on serving clients from North San Diego County, with an emphasis on drawing participants from within the City of Vista, with the understanding that the client’s city of origin will not be the only factor used to determine program eligibility.
Case Management and Housing Navigation Services:
•Assist participants to develop and achieve personal goals as related to the primary focus relating to housing and income stability.
•Supporting participants navigating challenges and setbacks in their housing goals. •Participating in weekly case conferring to ensure coordination of care. •Work in conjunction with other service providers to provide additional services such as food assistance, employment support, connection to community services, benefits enrollment, children’s supports, laundry, and shower facilities through multiple service agencies off-site as needed.
Safety and Security:
•Program security will be onsite daily from 5:30 p.m. to 9:30 p.m. o Civic Center security will also be onsite from program start to 11:00 p.m. •24/7 emergency contact information will be provided to participants. For non-emergencies, participants may leave a message during non-program hours and Safe Parking staff will get back to them the same day during regular program hours.
•Zero tolerance for drug and alcohol use and violence onsite. Instances of violation to these prohibitions will result in immediate removal from the program. •All adults are screened through the Megan’s Law database, the National Sex Offender Registry, and for any outstanding warrants. Registered sex offenders and those with outstanding warrants are not eligible.
Program Metrics:
JFS will track the following program measures and report outcomes to the City on a monthly basis:
•Demographics of enrolled participants including gender, age, veteran status, disability, race, ethnicity, sexual orientation, referral source, most recent living situation, barriers to housing, first time homeless, college enrollment, and other demographics as requested by the City. •Number/percentage of exits that are involuntary (track reasons why participants were exited and average number of days in the program).
•Number/percentage of exits that are voluntary (track reasons why participants exited the program and average number of days in the program) with a goal of at least 30 percent of enrolled participants exiting to more stable housing (e.g., apartment/home, reunification with family, permanent supportive housing, veteran housing, roommate).
The lot is proposed to be utilized during program hours as shown in Exhibit 5. Fifty parking spaces will be reserved for the safe parking program and the remaining 92 spaces and four ADA spaces will be available to the public. The safe parking area will be clearly marked by signage and other perimeter markings and accessible by a single point of entry. Two portable restrooms, one standard and one ADA unit, handwashing station, and an administrative trailer will be placed near this entrance, allowing participants to check in with program staff upon entry. The two ADA accessible exterior restrooms at the Civic Center will remain unlocked overnight to allow program staff and participant use as well. 04/25/2023 D1 Page 3 of 35
MEETING DATE: April 25, 2023 PAGE 4
SAFE PARKING PROGRAM OPERATOR SERVICES AGREEMENT AMENDMENT Additionally, the City received a $65,000 grant through the County of San Diego, Health and Human Services Agency, Department of Homeless Solutions & Equitable Communities for capital improvements related to the Safe Parking Program. Staff recommends adopting a resolution to accept these funds to be used for start-up material costs that include equipment necessary for powering the administrative trailer, program signage, and portable restrooms.
Zoning. The Alta Vista parking lot is located on the Civic Center property, which is owned and operated by the City of Vista. The site is zoned Civic Activity (CA), which permits “public buildings and uses by a public agency,” and “temporary uses, if permitted by the public agency owning the property.” The Safe Parking Program is a temporary use that would be permitted in the CA Zone upon approval of the subject Agreement Amendment by the City Council.
Environmental Review. The proposed Safe Parking Program would be established in an existing, developed surface parking lot on City-owned property. The project consists of establishing a parking area for unsheltered individuals to reside in their vehicles overnight. The project includes trash receptacles, security staff, and access to public restrooms, among other amenities. The project would not require grading, new development, or any associated land disturbance or development-related activities. Further, the operator (JFS) would provide management services and security to accommodate use of the parking lot facilities. Considering the proposed use and the onsite management and security available to the project, the proposal would be exempt from further environmental review in accordance with sections 15301(c) (Existing Facilities) and 15304(e) (Minor Alterations to Land) of the California Environmental Quality Act (CEQA) Guidelines.
FISCAL IMPACT: Approval of this staff report will increase the contract to $315,000, which comprises $250,000 for site operations and $65,000 for material start-up costs. $250,000 is budgeted and available from appropriations of excess cannabis revenue in account 0010145.521010.YECR; $65,000 has been awarded from the County of San Diego Capital Emergency Housing Solutions Grant Program and will be appropriated into the budget with the Fiscal Year 2022/23 third quarter (Q3) report.

The Safe Parking Program seeks to increase the percentage of individuals and families that become housed through more comprehensive services and support.
The Safe Parking Program shall operate daily from 6:00 p.m. through 7:00 a.m. Case management staff are required to be on-site between the hours of 5:30 p.m. to 9:30 p.m. and be available outside of these hours, as needed.

Once deemed eligible, participants complete the official intake paperwork, provide a copy of the vehicle owner’s Driver’s License, vehicle registration, insurance, and sign the Safe Parking Program Guidelines.
