CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility; and Parks & Recreation PRIOR ACTION: On February 25, 2003, adopted City Council Resolution No. 2003- 43, authorizing the City Manager to submit a grant application to obtain funding from the San Diego County Community Enhancement Grant Program (Vote: 5-0).
STATEMENT ON THE SUBJECT: Each year, the County of San Diego provides opportunities for local non-profit entities to apply for funding through its Community Enhance (CE) Program. The CE Program funds grants for cultural activities, museums, visitor and convention bureaus, economic development councils, and other similar institutions that promote and generate tourism and/or economic development at the regional and community levels throughout San Diego County.
To move towards the goal of establishing a Parks and Recreation Master Plan for the City, our Recreation and Community Services (RCS) Department staff released a Request for Proposal (RFP) for a consultant to conduct a Parks and Recreation Needs Assessment and Comprehensive Action Plan for the City of Vista. The RFP was released on March 23, 2023.
At the May 23, 2023 City Council meeting, a consultant award of contract for the needs assessment and comprehensive plan was presented and recommended for approval. The contract was not awarded at this meeting and it was recommended that staff conduct research regarding possible supplemental grant funding for the city-wide needs assessment.
Based on the city staff’s research, the Community Enhancement Program’s criteria and eligibility matches this project. To be competitive with the grant application, the City plans to submit the grant application in the amount of $150,000.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation. If the grant is awarded, staff will submit a revenue adjustment accepting the funds in the City's Operating Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF APPLICATION FOR SAN DIEGO COUNTY’S COMMUNITY ENHANCEMENT PROGRAM
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Each year, the County of San Diego provides opportunities for local non-profit entities to apply for funding through its Community Enhance Program.
B. The Community Enhancement Program funds grants for cultural activities, museums, visitor and convention bureaus, economic development councils, and other similar institutions that promote and generate tourism and/or economic development at the regional and community levels throughout San Diego County.
C. The City Council desires to continue to support Parks and Recreation and practice fiscal responsibility for The City of Vista.
2. Action.
A. The City Council authorizes the submittal of application for San Diego County’s Community Enhancement Program.
B. The City Council authorizes the City Manager, or the City Manager’s designee, to file an application for the Community Enhancement Grant Program and all related materials on behalf of the City of Vista for the grant program and to approve and execute, on behalf of the City of Vista, all agreements and related documents necessary and proper for the grant.
