CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On October 14, 2008, adopted City Council Resolution No. 2008-190, establishing a stop sign on Via Felicidad at Calle Jules, and establishing a “No Parking” zone on the west side of Calle Jules from a point 65 feet north of Via Felicidad to a point 65 feet south of Via Felicidad (Vote: 4-0, Vance absent).
PRIOR TRAFFIC COMMISSION ACTION: On June 7, 2023, recommended establishing an all-way stop at the intersection of Calle Jules and Via Felicidad (Vote: 5-0) (Commissioner Matheus absent, one vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Calle Jules and Via Felicidad for an all-way stop for traffic calming purposes on Calle Jules. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions (see Exhibit 2 for evaluation). Staff determined that the intersection of Calle Jules and Via Felicidad does not meet the quantitative criteria for an all-way stop.
Following the staff evaluation, in accordance with the City’s Traffic Calming Program, residents in the area submitted a petition to install an all-way stop at the intersection as a traffic calming measure. The petition (Exhibit 3) and petition verification map (Exhibit 4) indicate that a majority of nearby residents are in support of the all-way stop.
In May 2023, staff collected data that showed the prevailing speeds on Calle Jules near Via Felicidad to be around 31 miles per hour. The speed study is attached as Exhibit 5. There have also been nine reported accidents on Calle Jules between Arcadia Avenue and Bobier Drive in the past five years.
The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Calle Jules. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.

RESOLUTION NO. 2023-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INTERSECTION OF CALLE JULES AND VIA FELICIDAD
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at intersections under their jurisdiction.
B. On June 7, 2023, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of Calle Jules and Via Felicidad.
C. The establishment of an all-way stop at the intersection of Calle Jules and Via Felicidad will provide for the safe movement of traffic.
2. Action.
A. An all-way stop at the intersection of Calle Jules and Via Felicidad is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and rescinded.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on August 8, 2023, by the following vote:

Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Calle Jules and Via Felicidad does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Calle Jules and Via Felicidad is the most feasible and effective measure to reduce vehicle speeds on Calle Jules.

Subject: All-Way Stop at the Intersection of Calle Jules & Via Felicidad Dear
Residents have expressed concern with speeding on Calle Jules and requested the installation of an all-way stop at the intersection of Calle Jules & Via Felicidad. The residents have submitted a petition in support of their request. An all-way stop at this intersection requires the approval of the Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on June 7, 2023. The proposal will be presented to the City Council meeting on Tuesday, August 8, 2023, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, August 2, 2023.
