CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On June 7, 2023, recommended establishing an all-way stop at the intersection of Citrus Avenue and Broadway (Vote: 4-0-1) (Chairperson Vielma abstained, Commissioner Matheus absent, one vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Citrus Avenue and Broadway for an all-way stop. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions (see Exhibit 2 for evaluation).
Staff determined that the intersection of Citrus Avenue and Broadway meets the criteria for an all-way stop.
Staff notified the adjacent properties that this proposal will be on the August 8, 2023, City Council agenda.
Exhibits 3 and 4 contain a map of notified properties and the notice.
FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2023/24 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies Account (No. 1060410.531500.00090). This is not a General Fund account.

RESOLUTION NO. 2023-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INTERSECTION OF CITRUS AVENUE AND BROADWAY
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at intersections under their jurisdiction.
B. On June 7, 2023, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of Citrus Avenue and Broadway.
C. The establishment of an all-way stop at the intersection of Citrus Avenue and Broadway will provide for the safe movement of traffic and pedestrians.
2. Action.
A. An all-way stop at the intersection of Citrus Avenue and Broadway is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and rescinded.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on August 8, 2023, by the following vote:

Subject: All-Way Stop at the Intersection of Citrus Avenue & Broadway Dear
In a recent safety evaluation, the City determined that the intersection of Citrus Avenue & Broadway meets the standards for the installation of an all-way stop. An all-way stop requires the approval of the Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on June 7, 2023. The proposal will be presented to the City Council meeting on Tuesday, August 8, 2023, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, August 2, 2023.
