Vote: 5-0; 2). City Council Resolution No. 2023-144. Vote: 5-0.
MEETING DATE: AUGUST 8, 2023 PAGE 2
SUBJECT: SIDE LETTER OF AGREEMENT WITH THE VISTA FIREFIGHTERS' ASSOCIATION • EMT personnel shall work 12 or 24-hour shifts and will not be 7(k) exempt under the FLSA. • EMTs will earn vacation using the same calculation as shift employees. • Full-time EMT employees shall be compensated for eleven (11) recognized holidays at the rate of twelve (12) hours per holiday. Part-time EMT personnel shall be compensated for eleven (11) recognized holidays at the rate of six hours per holiday. Furthermore, the City shall provide holiday -in-lieu pay in the pay period in which the holiday falls. • EMT personnel are not eligible for Education Incentive Pay or tuition reimbursement. Instead, after one year of satisfactory employment, EMT personnel who are attending an accredited firefighter or paramedic academy and maintaining a 3.0 grade average, will be eligible for scholarship funding.
The scholarship amount shall not exceed $5,500 dollars. In the first two years of the program, the Department will fund up to two candidates enrolled in either a firefighter or paramedic program.
Additionally, Human Resources staff created a salary schedule for the EMT position that provides three steps of merit increases with a 5% differential for both the EMT I and the EMT II position. Originally, the positions had been estimated in the $17.00 —$20.00 per hour range. By creating steps so employees have the ability to earn merit increases, the top of the hourly rate for the EMT II position is now at $21.70.
Due to the position being considered non-safety, the monthly rate is calculated on a 40-hour work week, not a 56-hour work week. The City-Wide Classification and Compensation Index has been updated to reflect both the bargaining group that the EMT positions belong to (VFFA), as well as the position's actual base rate. These are the base rates that were included in the FY 2023/24 Operating Budget.
During the meet and confer period, it was also agreed that the captain, working in an administrative capacity and serving as BLS company officer, will receive an additional 15% administrative assignment pay instead of 5%. The incremental increase to the administrative captain position is estimated at about $12,225 for the duration of the fiscal year.
FISCAL IMPACT: For Fiscal Year 2023/24, there is minimal direct fiscal impact related to the changes of the side letter as most costs were already calculated as part of the budget. There is ample funding in the FY 2023/24 Operating Budget to cover the additional costs due to salary savings from vacancies within the Department.
