Good afternoon city clerk I would like to forward an email from a resident regarding tonight's workshop and submit it for the public record. Thank you Patty for your throughout comments!
Charlemont HOA Community is home to 300 units and has a large dog population. Coupled with dog owners from the Avalon and Breeze Hill apartments, you can imagine just how large that population is in total.

We have no place close by to take our dogs so that they can enjoy some safe off -leash exercise. The land across from us would be ideal in providing a mixed use space for both dogs as well as children. There is a make -shift dirt bike track there which could be enhanced upon, and there is still space enough for a dog park, and even a playground for children.

Given all the homes that are located on or around Breeze Hill Road, this would be the perfect space for all of those needs.

VIsta is a thriving family community with not nearly enough open space / community parks for everyone to enjoy. Supporting the placement of a mixed use park in this location would greatly enhance our neighborhood and the community as a whole. many thanks,
Patty Waymire

Dear Mayor Franklin and Members of the City Council,
I am writing to express my strong support for the proposal to allocate city owned property for the construction of public parking facilities in Vista, particularly the lot on S. Santa Fe Ave at the Guajome round -about and the lot located on Mercantile. As a concerned resident and business owner in our beautiful city, I firmly believe that investing in additional public parking infrastructure is vital for the growth, sustainability, and prosperity of our community.

Vista is a thriving city with a diverse range of businesses and residents who contribute significantly to our local economy. However, the limited availability of parking spaces has become a growing concern for both business owners and residents alike. This issue not only hinders the growth of existing businesses but also discourages potential entrepreneurs from establishing new ventures in our city.

Furthermore, in 2019 the City of Vista removed a public parking lot for the development of what is now known as Paseo Artist Village which is one of two multi -family developments directly impacting our surrounding communities ability to find parking. The forthcoming multi -family developments in our city signify growth and progress, which are undeniably positive aspects of our community's evolution. However, the simultaneous expansion of housing units also raises critical concerns regarding the accessibility and availability of parking spaces for both the new residents and the existing population.

Here are some compelling reasons why the city should consider allocating city owned property for public parking:

1. Economic Growth: Adequate parking facilities are essential to encourage people to visit local businesses. Increased foot traffic can lead to higher sales and revenue, benefiting both small and large businesses in our community. Moreover, it can attract new businesses, further boosting our local economy.

2. Accessibility: Ample public parking ensures that residents and visitors have easy access to shops, restaurants, and other essential services. This accessibility promotes inclusivity and enhances the overall quality of life for our citizens.

3. Reduced Traffic Congestion: By providing convenient public parking options, we can reduce on -street parking demand, which often leads to traffic congestion. This, in turn, improves traffic flow and enhances the overall safety of our streets.

4. Environmental Benefits: Well -planned parking facilities can encourage the use of public transportation, carpooling, and cycling, reducing the carbon footprint of our community. It aligns with our city's commitment to sustainability and environmental responsibility.

5. Community Development: Public parking facilities can be designed to blend seamlessly with our city's aesthetics and architectural style, contributing to the overall attractiveness of Vista.

This not only benefits businesses but also creates a more vibrant and inviting atmosphere for residents and visitors.

I kindly request that the City of Vista seriously consider this proposal and take the necessary steps to initiate the planning and development of public parking facilities on city property, particularly in regards to the properties mentioned above. I believe that this investment will yield long-term benefits for our community and contribute to the continued success and prosperity of Vista.

Please do not hesitate to reach out to me at 760-521-4775 or 508tavern(a)-gmail.com if you require any further information or would like to discuss this matter in more detail.

Thank you for your attention to this crucial issue, and I look forward to a positive outcome that will benefit our beloved city and its residents.

Sincerely,

RE: Development of the Vacant Roundabout & Mercantile Sites for Community Enhancement Dear City Council Members and City Staff,
I am writing to advocate for the development of two city -owned sites at 444 S. Santa Fe Ave. "Roundabout" and 124 Mercantile St. "Mercantile". With the investment and completion of the beautiful S.

Santa Fe "SSF" CIP, the corridor is primed to attract retail, restaurant and other cultural and entertainment tenants. We care about sustainability and GHG reduction and almost never advocate for cars and parking, but in order for the corridor to capture the retail tenants and fulfill it's potential, a central parking lot is needed.

We redeveloped the building at 227 E. Broadway in the historic core. The lot was very small and only had two parking spaces. We were able to lease it to Dog Hause because the nearby city built public parking lot met their parking requirements. We have also tried leasing retail space on SSF and the two challenges we encountered from tenants were lack of foot traffic and parking. The density and foot traffic will take time to fill in but the parking can be addressed with the development of a public parking lot at Mercantile. We have studied the site and a few layouts are attached. We advocate for the City to develop the facilities ASAP to accelerate the commercial and retail growth in the SSF corridor. With the completion of the IRT, the parking lot will also provide a good landing space for folks wanting to take the protected Class I bike trail for a safe bike ride.

The Roundabout Site sits at the highly visible junction of S. Santa Fe. Ave and Guajome St. intersection.

With proper design and planning, it can be transformed into a focal point along the street where residents and visitors can gather, socialize, and engage in community events. We've attached a few concepts here and would be interested in developing this site for the benefit of the community. Incorporating commercial and retail spaces on the site would both provide critical economic support for the development and foster a vibrant environment. To bring this community space to life, the parking lot on Mercantile needs to be built.

These sites can be developed under a variety of different structures or partnerships but will in any case only be possible with initiative and determination from City leadership and staff. I am confident that with your support, we can make this vision a reality for the benefit of our entire community. Thank you for your consideration.

Warm regards,
Lev Gershman

Letter to City of Vista - Vacant Properties Sept. 7, 2023 (D1) Date:

Wednesday, September 6, 2023 6:39:06 PM
Thank you to our City Council for holding this workshop! New Parking Areas (#9 and #12)
New housing which is in densely populated areas is not required to provide the same amount of parking space as individual homes on separate lots. The residents and tenants need to park on the street. Often their cars and work trucks are vandalized more than ten times per year.

There are two or three new parking areas in this list of 14 vacant properties. They are near the downtown area.

I would like to see these parking areas be two- or three -levels, with solar panels as shade structures on top. They can help generate income for our city, which spends over $90,000 per month on energy.

They could also include bathrooms and showers (or a shower bus) for unhoused people, and possibly shelter them too. I would like to see a city worker in an office there, and circulating to monitor safety cameras and help in these structures, so everyone feels safe.

Odd -shaped, small or non -usable areas
(#1, 2, 4, 11, 14)
Excellent butterfly sanctuaries or "pocket parks." Opportunities for local businesses, schools and clubs to volunteer watering once a week if there is no water source on the premises.

Trees, Please (#2, 5, 6)
When the Civic Center solar panel parking structures are begun, many mature trees will be sacrificed. Is it possible to transplant some of them to the vacant properties? Vacant property #2 is 4.6 acres along Breeze Hill Road and adjacent to the Superior Court parking lot. It has "rolling hills to the South." Trees could help this area avoid erosion.

The Maintenance Yard extension planned for East Vista Way (#5) could have a line of trees along East Vista Way to help filter the air that comes from the West with exhaust fumes during rush hours.

The other property that could absorb more trees is #6. Trees have deep roots and can abate runoff, plus filter the air as stated above.

D1

Water
Residents of Vista sometimes have wells on their property. My neighbor's well went dry about 15 years ago. It is about 60' deep. It may be prudent for the City to keep some vacant areas vacant and use them for data collection as weather patterns change. If a vacant property has a well, it can easily be used to monitor the water table and its quality. It can also be used to measure air quality at different times of the day.

Thank you for your service,
Ann Force

IYou don't often get email from [email protected]. Learn why this is im op rtant Dear City Council,
In regards to tonight's discussion on D1. Vacant City Properties (CC), I am highly in favor of the proposals that Lev Gershman, with Tideline Partners, will be discussing.

Lev and I have met numerous times, discussing and dreaming about the possibilities of what could be developed on the Guajome St. roundabout. We have had discussions with tremendous momentum regarding a project there that would involve many aspects of, what we would consider, the Best of Vista, all concentrated in one place.

The project in mind could essentially be a new landmark for the city and definitely a destination spot with lots of potential for social media coverage.

Regarding parking, we have discussed ways to ensure this project is feasible, including the option of a parking lot on Mercantile which would support this project.

It was my goal to attend, but this time frame is challenging as I have two kids, one of whom has to get to soccer practice with Vista Storm at 6pm. Otherwise, I would be there, standing beside Lev, nodding and smiling along with his proposal.

Me and several other business owners and stakeholders in the area are extremely excited about this project and look forward to hearing what was discussed tonight.

Thank you for your time and please feel free to reach out to me directly at 760-842- 3222 or [email protected] to discuss this further.

Take care,
Don Hein
