eCITY COUNCIL AGENDA

Dept.: Comm. Dev./Engineering Item No: ~ J Prepared By: Deborah Jordanly~~'
Management Ana Meeting Date: Sept 11, 1989

Approved By: Tom Bell ~ Unfinished Comm. Dev. Director Agenda Location: Business

SUBJECT: WRITTEN COMMUNICATION TO MAYOR REGARDING CROSSWALK WITH PEDESTRIAN LIGHT - 2023 W. VISTA WAY

RECOMMENDATION: It is recommended that the City Council:

1. Deny request for crosswalk/pedestrian signal at this location; and

2. Direct staff to request that North County Transit
eliminate the bus stop at this location.

PRIOR CITY COUNCIL AND COMMISSION ACTION: On July 24, 1989, .City Council continued this item and requested additional information from staff.

On July 5, 1989, the Traffic Commission voted to recommend denial Of the request for the crosswalk/pedestrian signal at this location.

STATEMENT ON THE SUBJECT: Written communication was received from Debbie Meister requesting that a crosswalk and pedestrian traffic signal be installed in the vicinity of 2023 W. Vista Way.

The bus stop located on the south side of W. Vista Way
necessitates crossing of the busy road by elderly clients of the medical offices.

The bus stop located across from 2023 W. Vista Way is an inappropriate location for a bus stop because it encourages a mid-block crossing by pedestrians.

COUNCIL ACTION:

APPROVED THE ABOVE RECOMMENDATION

SUBJECT: WRITTEN COMMUNICATION TO MAYOR REGARDING CROSSWALK WITH PEDESTRIAN LIGHT - 2023 W. VISTA WAY

The bus route serving this area has stops on Thunder Drive immediately north of the W. Vista Way intersection. In spite of the extra walking distance (about 700' to 800') that would be required for the patients of 2023 W. Vista Way, the bus stop on Thunder Drive is still close enough to be reasonably convenient and would provide a safer location for the pedestrians to use.

Staff has contacted the North County Transit District and found that on an average day, 1 pedestrian gets on the bus and 5 pedestrians get off the bus at the location in question. The bus stop on Thunder Drive, which staff is recommending as an alternative, has 23 pedestrians getting on the bus and 14 pedestrians getting off the bus in any given day.

The Traffic Engineer has discussed this matter with both Mr.

Creighton Hill and Tom Lichtermen of the North County Transit District. It has been agreed that the bus stop across from 2023 W. Vista Way could be eliminated if requested.

Staff therefore recommends that City Council deny the request for a crosswalk/pedestrian traffic signal in the vicinity of 2023 W. vista way, and authorize staff to request that North County Transit District eliminate the bus stop at this location.

In order to notify any affected citizens, staff has sent notice to the Medical Center at 2023 W. Vista Way and has also posted notice. of this meeting at the bus stop.

FISCAL IMPACT: Not applicable.

EXHIBITS:

Dear Mayor McClellan,

I am writing at the r~_quest of my employers, Dr. Frank Nolan and Dr. ~ashad Ansari, two Vista Ffi~eumato].ogists.

Our office iv located approximately one block east
of Tri-City Medical Center, The majority of our
patients and the patients of other physicians in ~ur
building are elderly and must ~ake the bus to their
doctor appointments, a.s they have no other means of
transportation and wish to keep as much independance
as possible. The bus stop across from our building is
located on the narrow dirt shoulder of West Vista Way.

We find this a very questionable place for a bus stop,
as it would be risky for a young healthy person to cross such a busy street with no near crosswalk, ]st alone a
frail elderly person with poor eyesight and freedom of
movement due to age. When people do cross the street,
they must then wait on the exposed shoulder only a few
feet from ongoing traffic. There is no bench to sit on
or shelter from the rain and sun. The bustop, we feel,
is a hazard to our patients. We suggest that a crosswalk with a pedestrian light leading across the street from the medical offices be made and an overhead erected over the bench for the safety and protection of our patient::. Flease let us know if this is not a city matter and should be dir- ected to CalTrans. ....c~ · ,~' .~.

SEP 11 1989 ITEM Z4

---~Item 89-20 Request For Crosswalk/Traffic Signal Opposite 2023 W.

Vista Way

Art Brown discussed the request for crosswalk and/or traffic signal. Me stated that a crosswalk could be a potential problem because of the elderly people that would utilize it and the rate of speed of automobiles traveling that road. His recommendation would be to eliminate the bus stop at that area. He has spoken to North County Transit District and they have indicated their willingness to remove the bus stop. There are other bus stops that handle the same bus lines.

Cmn. Campo asked about accident background checks.

There was a brief discussion of noted accidents in the area.

Cmn. Minami asked if North County Transit District could reroute buses in that area.

Art Brown stated he discussed rerouting the buses with North County Transit District and they said it was not feasible to do so. There are two bus routes available. A discussion of location, number of routes, etc., took place clarifying routing issues.

Cmn. St. Clair moved to accept Staff recommendation. It was seconded by Cmn. Minami. The motion passed unanimously.
