Clerk/Secretary
Department: Engineering Item No: D2
Prepared by:

Husam Hasenin, Traffic Engineering
Division Manager Meeting Date: September 12, 2023
Approved by:

Greg Mayer, Acting Director of Engineering
John Conley, City Manager Agenda Location: Discussion
SUBJECT: N. MELROSE DRIVE RESTRIPING
RECOMMENDATION: Approve restriping N. Melrose Drive between Olive Avenue and North Avenue from six travel lanes to four travel lanes.

CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On January 10, 2017, adopted City Council Resolution No. 2017-14, establishing a no parking zone on N. Melrose Drive between W. Vista Way and the Sprinter railroad tracks and adding a travel lane in each direction, with the exception of a segment of N. Melrose Drive from 500 feet north of Copper Drive to 500 feet south of Olive Avenue (Vote: 5-0).

PRIOR TRAFFIC COMMISSION ACTION: On November 2, 2016, did not support the staff recommendation to prohibit parking on N. Melrose Drive between W. Vista Way and the Sprinter railroad tracks and add a travel lane in each direction (Vote: 1- 3, Howell, Gilbert and Wroe opposed, Flynn abstained, Larimer and Mercado absent).

STATEMENT ON THE SUBJECT: In the City’s efforts to reduce congestion and facilitate motor vehicle flow, N. Melrose Drive was restriped to add a third travel lane in each direction in 2017. However, the City has since received multiple complaints from residents along the section of N. Melrose Drive between North Avenue and Olive Avenue. This segment of N. Melrose Drive is mostly abutted by single family homes that either have direct access via driveways or side streets that intersect N. Melrose Drive. The residents have complained about speeding, difficulty pulling out of driveways and side streets, trash pick-up and mail delivery access and the close proximity of the added third travel lane to the homes.

Due to the above concerns, staff recommends restriping N. Melrose Drive to remove the third additional travel lane in each direction. This segment of N. Melrose Drive carries approximately 36,000 vehicles a day, which is within the range of adequate operation for a four-lane road. The proposed restriping would not affect the approaches to the intersections at either end (at North Avenue and Olive Avenue), which would maintain the capacity needed to get through the traffic signals at these two busy intersections. The proposed lane reduction is intended to address the residents’ concerns and improve their quality of life. An additional benefit of the lane reduction is the creation of additional width to implement protected bike lanes along these segments.

CITY OF VISTA
August 29, 2023
Subject: N. Melrose Drive Restriping
Dear
In a recent evaluation, the City determined that restriping N. Melrose Drive between Olive Avenue and North Avenue from six travel lanes to four travel lanes (to two lanes in each direction) will improve safety and access for the adjacent residents. The proposal will be presented at the City Council meeting on Tuesday, September 12, 2023, at 5:30 pm. This is a public meeting that is open to the public.

The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City's website, www.cityofvista.com , by Wednesday, September 6, 2023.

IYou don't often get email from l.r<am why this is imoorfavt Dear Mr Hasenin
Thank you for your letter.

I fully support this decision of restriping 6lanes of Melrose down to 4lanes. This is a step in the right direction.

For safety of pedestrians and cyclists, I would further add that we should

1. Increase the bike lane widths and

2. physically separate the bike lanes with either a bike path curb or small U)'

fluorescent separators.

This would not only be cost effective, but also make the usability of the section from Olive to North Avenue better for residents. Physically separating the bike lanes would ensure, cars dont use this space as parking.

Thanks & Best Regards,
Manraj Singh

Regarding the below agenda, I am unable to attend this city council meeting as I work full time and am unable to get off work to attend. I do drive to and from work Monday through Friday on Melrose and can count on one hand the amount of times I see bike riders on Melrose a month. I do however encounter a lot of car traffic. Putting in protected bike lanes would cause a terrible traffic flow issue as well as being a very bad way to spend hard working tax payer money. I would sincerely hope this measure is not get passed as it would not serve in the best interest of the majority of the community. "Thank you,

IYou donl often get email from- I Pam whythis simugrtard I am a resident in Vista and have lived near Melrose for 20 years. Please do not take away car lanes on Melrose! Traffic is bad enough with 6 lanes at certain hours of the day and cutting us down to 4lanes to make space for bikers would be devastating and unproductive for the residents in our area.

We don't need extra bike lanes as much as we need car lanes and street parking. I seldom see or know anyone who bikes around here. Most of my neighbors commute to work farther than you could bike, so no one would reconsider using their car. Please keep Melrose at 6 lanes.

I also heard about roundabouts on Bobier and believe they would add more congestion than benefit to the community.

Please reconsider. I would come to the meeting, but I will be at work.

All the best,

IYou donY often get email from-_ I earn why this is innicortant Greetings,
As a Vista resident who commutes on Melrose daily, (From Shadow ridge to Palomar airport road) having 6lanes is crucial to traffic flow. In the evenings especially, there's already bad traffic headed north bound, (south in the am) reducing a lane in each direction will just make the problem worse.

The green paint was a great idea for bike lane awareness. But maybe the next step should be some electric bike safety classes and mles so people remember they are still riding a bike before we compound the traffic issues. Removing lanes isn't going to magically make drivers use bikes, it's going to make traffic and pollution issues worse.

It seems like it was just a few years ago the third lanes were put in, they are still desperately needed to ease traffic congestion.

Sincerely,
Katherine Norris

You don't often get email from . Learn w g this is im ors rtant Hello Kathy,
Hope you're doing well. I wanted to express some concerns over adding 3 roundabouts on Bobier. I think it will definitely impact traffic flow negatively with E. Vista Way and with hectic school traffic to Foothill Oak, Vista High and Rancho Minerva. I will add that I also complained about the Santa Fe roundabouts and they work exceptionally- kudos to the City and planniIlg.

As someone who bikes to work during daylight savings time, I love the idea of designated bike lanes but feel that eliminating car lanes on Melrose would be a nightmare. It's a major artery for commuters. I hardly ever see people biking to work and don't think this addition would increase more bike riders substantially. I am excited for the Sandag inland trail to hopefully be completed- I hope I'm not too old to bike it- maybe my fiiture grandkids can push me on it towards the beach.

Hello Ms. Valdez,
I would like to weigh in on the issue of roundabouts on Bobier and removing lanes on Melrose that will be discussed at tonight's council meeting. I frequent both of these roads daily while transporting kids to and from school as well as commuting for work and I ask that the council vote no on both.

We have seen wonderful growth in the area with the addition of new, beautiful housing communities that have been built which have also brought more cars and traffic on the roads. Bobier is currently a nice road to travel and even during the heavy congestion times of school start and dismissal, traffic moves quite smoothly which I attribute to the wide road with two lanes in each direction. The addition of the roundabouts will cause more congestion, back up, and confusion and it just doesn't seem necessary to a road that is working well. I believe there are more pressing items that the city can spend money on.

The reduction of lanes on Melrose is a really bad idea. This road is a major artery between 78 and 76 and already has quite a bit of congestion during heavy traffic times. Reducing the number of lanes will drastically increase the commute times and I foresee traffic all the way to Oceanside Blvd. will be messy and then there's the sprinter schedule to contend with. It seems like traffic is improving with the completion of construction further north on Melrose and the addition of the third lane a few years ago and this new proposal will send us backwards.

I respectfully ask that council takes my points in to consideration and declines these projects.

Kind Regards,
Marci Hawkins, Resident
