street width allows. The estimated cost of adding the asphalt berms to the project is $495,000, which includes a 10% contingency of $45,000.

Townsite Complete Streets Phase II ($110,000). The City is holding townhall meetings in the various City Council Districts to engage the community and receive valuable feedback on transportation mobility issues. A townhall meeting was held in District 1, at which staff received input on the need for traffic calming measures and bicycle and pedestrian facilities. In order to advance the implementation of improvements in a feasible manner, staff is breaking up the area of the District into smaller portions. This results in a total cost of improvements that is within the reasonable range of pursuing grant funding. The first area of priority is the southeastern portion of the District. To advance a grant application for the state’s Active Transportation Grant Program next spring, staff will be working with a professional consultant to develop solutions, draft conceptual improvement drawings and devise detailed cost estimates.

Neighborhood Traffic Calming ($250,000). The City has adopted a Traffic Calming Program as a means of addressing concerns about the speed of traffic through residential areas including the installation of speed humps. The initial allocation of $200,000 for this fiscal year is already committed to implementation of speed humps on City Council priority streets. An additional $250,000 is recommended to be added to the Neighborhood Traffic Calming project to fund anticipated additional speed hump installations and other traffic calming needs. Approval of the specific locations for the additional speed humps will be completed under a separate City Council action at subsequent meetings.

City Council District Transportation Mobility Community Meetings ($36,000). As mentioned above, the City is holding townhall meetings in each City Council District to discuss traffic safety issues and priorities for improvements. The first meeting was held on July 24, 2023 in District 1. Additional funds of $12,000 for each of the three remaining meetings is required for one of the City’s as needed consultant to assist with meeting materials, facilitation, and summary reports.

Safe Streets and Roads for All (SS4A) Grant Local Match ($35,000). The City was awarded $320,000 in partnership with the San Diego Association of Governments (SANDAG) by the USDOT to develop a citywide safety action plan. The Vista safety action plan will include systemic roadway network screening of crash data to develop solutions and prioritize projects. The total project cost is $400,000, $80,000 of which is the City’s contribution to the project. The $80,000 includes $45,000 in staff time contribution and $35,000 in cash contribution. $45,000 in staff time is budgeted and available in the Engineering Administration (0010305.511000) and Traffic Engineering (0010305.511000) Salary Accounts. An additional appropriation of $35,000 is recommended to be made into the Traffic Engineering Professional Services Account (0010305.521000.SS4A) to fund the City’s $35,000 cash contribution.

Vista Transit Center Multimodal Mobility Plan Grant Local Match ($28,250). The City was awarded $254,250 from the Federal Transit Administration to develop a plan to analyze multimodal connections to the Vista Transit Center and to conduct an initial feasibility assessment of a grade separation of the railroad tracks at Vista Village Drive and at Main Street. The City is providing $28,250 in cash local match for the grant. An appropriation of $28,250 is recommended to be made into the Traffic Engineering Professional Services Account (0010305.521000) to fund the City’s $28,250 cash contribution.

FISCAL IMPACT: Approval of the staff report will appropriate an additional $99,250 into the FY 2023/24 Operating Budget and $855,000 into the FY 2023/24 Capital Project Budget; $264,471 is available in General Fund unreserved fund balance (0010000.310410) and an additional $689,779 from the General Fund is available in the Caltrans Capital Project designated account (001000.310773) from funds previously set aside as a match for a grant the City was not awarded.
