RESOLUTION NO. 2023-

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF

VISTA, CALIFORNIA, APPROVING A MASTER LEASE AND REQUEST FOR

PROPOSALS FOR THE BUENA CREEK NAVIGATION CENTER
The City Council of the City of Vista does resolve as follows:

1. Findings. The City Council hereby finds and declares the following:

A. Like many other regions in California, the County of San Diego has seen a rapid and troubling growth in the homeless population over the past several years, a condition that has been difficult to address given the increased rates of persons with untreated addictive disorders involving substance abuse and mental health conditions, the high cost of housing and property in the area, and the shortage of emergency, transitional, and affordable housing available in the County to serve this population;
B. As a result, local jurisdictions throughout the County have experienced increased incidents of unlawful camping and loitering activities in and upon portions of the public rights-of- way, parks, and other public facilities (“Public Property”) in violation of local anti-camping, anti- loitering, and/or park closure ordinances and regulations; C.The use of Public Property in this manner creates health and safety risks to unsheltered persons due to traffic hazards, exposure to weather, inadequate sanitation, and other conditions detrimental to their wellbeing, and negatively impacts the health, safety, and general welfare of the community by degrading the environmental and physical condition of such Public Property, increasing risks associated the spread of illnesses, and frustrating the public purpose for which such Public Property is dedicated; D. Shelter beds within the Alliance for Regional Solutions (Alliance) shelter network contracted for by the City have become increasingly unavailable on a daily basis which prohibits immediate shelter placement of unsheltered Vista residents and also furstrates the City’s ability to enforce its anti-camping, anit-loitering, and park closure ordinances;
E. A state of immediate urgency is recognized by this Council which compels the City to work expeditiously with the City of Encinitas to solicit for operator services of the shared Buena Creek Navigation Center to provide immediate opportunities for shelter of unsheltered residents to supplement the provision of shelter beds within Alliance shelter network.

2. Action.

A. The City Council approves the master lease between Santa Fe House LLC and the City of Vista effective October 1, 2023.

B. The City Council approves the release of the Request for Proposals for Buena Creek Navigation Center Operator Services.

C. The Mayor is authorized to execute the master lease on behalf of the City. 09/26/2023 D2 4 of 99

ITEM D2
SUBJECT: MASTER LEASE AND REQUEST FOR PROPOSALS FOR BUENA CREEK

NAVIGATION CENTER

The Regional Task Force on Homelessness (RTFH) fully supports the City of Vista’s proposed Buena Creek Navigation Center, in partnership with the City of Encinitas, to provide low-barrier non-congregate interim shelter to people experiencing homelessness. This action is in alignment with Vista’s Homeless Response Plan and reflects one of the five system goals contained within the Regional Community Action Plan to Prevent and End Homelessness in San Diego. Vista’s continued attention to ensuring any experience of homelessness is a rare, brief, and non-recurring event, demonstrates the commitment of the City’s leadership to implementing a range of solutions and strategies to address homelessness. The collaboration with the City of Encinitas underscores the clear recognition that homelessness is a regional issue and must be addressed through regional partnerships.

For 17 consecutive months, countywide data has demonstrated that more people experienced homelessness for the first time than the number who were housed. For example, the RTFH August Data Newsletter reported that countywide, there were a staggering 1,435 people who experienced homelessness for the first time that month, while 733 were housed. The 2023 Point in Time Count found that 29% of people who were unsheltered on the night of the Count, were 55 or above. The need to ensure shelters accommodate the needs of an aging population is critical.

People living on the streets need access to shelter and linkage to supportive services. The Buena Creek Navigation Center is an exciting step forward to assisting people experiencing unsheltered homelessness in the City of Vista to begin their path to a permanent home. RTFH supports Vista’s continued work to address homelessness and applauds the leadership the Council has taken to implement its Strategic Plan to Address Homelessness.
