Department: Fire Item No: C05
Prepared by: Maia Hodge, Management Analyst Meeting Date: September 26, 2023 Approved by:

Gerard Washington, Fire Chief
John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: PURCHASE POWER LIFT GURNEYS
RECOMMENDATION: Adopt City Council Resolution No. 2023- , approving the purchase of eight Power- Pro 2 powered ambulance cots from Stryker Corporation and amending the Fiscal Year 2023/24 and 2024/25 Operating Budget.

CORRELATION TO CITY COUNCIL GOALS: Public Safety and Fiscal Responsibility.

PRIOR ACTION: On June 27, 2023, adopted City Council Resolution No. 2023-117, approving the Fiscal Years 2023/24 and 2024/25 Operating Budget (Vote: 5-0).

On January 24, 2023, adopted City Council Resolution No. 2023-7, authorizing the grant application for FEMA FY 2022 Assistance to Firefighters Grant Funding (Vote: 5-0).

On October 22, 2019, adopted City Council Resolution No. 2019-136, approving the purchase of six gurneys from Ferno-Washington, Inc. in the amount of $92,439.72 (Vote: 5-0).

STATEMENT ON THE SUBJECT: The Fire Department is proposing to purchase eight powered ambulance cots (gurneys) from Stryker Corporation (Stryker) to replace the existing gurneys for its four frontline Advanced Life Support (ALS) ambulances, two Basic Life Support (BLS) frontline ambulances, and two of the reserve ambulances. The ambulances' current gurneys are manually operated requiring multiple personnel to lift and load into the ambulance. Stryker powered ambulance cots follow Society of Automotive Engineers (SAE) safety standards, which has made recommendations with the objective of making the back of the ambulance as safe as the passenger space of personal vehicles. The feature that makes a gurney SAE compliant is the way the gurney is secured to the floor of the ambulance. Stryker powered ambulance cots are securely mounted to the ambulance floor and the powered feature also alleviates the risk of injury to firefighters when lifting patients.

As mentioned above, the current Vista gurneys require manual lifting and loading into the ambulance.

The repetition of loading and unloading gurneys in and out of the ambulance can take its toll on the body of an Emergency Medical Services (EMS) worker. The Stryker powered ambulance cot uses a battery- powered hydraulic system that raises and lowers the patient at the touch of a button. In addition, the cot is easy to navigate through very tight spaces at any height position. Powered ambulance cots attach AGENDA

SUBJECT: PURCHASE POWER LIFT GURNEYS
securely to the floor of the ambulance in any position preventing movement. Studies show that the Power-Pro cot used with the Power-Load mounting system may reduce rescuer’s injuries and absences .

Stryker is the only major powered ambulance cot manufacturer that makes a gurney that is convertible and SAE compliant. Due to excessive use, the Fire Department typically purchases at least one gurney annually to replace worn out gurneys. However, a gurney has not been purchased since October 2019, when Ferno debuted an SAE-recommended gurney that was also convertible.

Staff submitted an application to the FY 2022 Assistance to Firefighters Grant (AFG) program for Operations and Safety requesting the purchase of seven power lift gurneys. While the purchase aligned with the goals of the AFG program of protecting people through progressive and responsible hazard and injury prevention, the City was not awarded the grant funding.

Vista Municipal Code Section 3.08.150.N. provides that contracts for supplies, services, equipment, and public projects may be approved without complying with the bidding process, when the commodity or service can be obtained from only one vendor. Stryker is the only reliable manufacturer that carries an SAE recommended powered ambulance cot that can be converted to a seated position. Staff recommends approval of the purchase of eight powered ambulance cots from Stryker to ensure recommended safety standards are met for the safe transport of patients as well as operator safety and injury prevention.

The current seven gurneys will be sold. Proceeds from the sale will be used to replenish the Fire Equipment Replacement Reserve account.

Staff recommends City Council approval of a resolution to purchase eight Stryker powered ambulance cots and amending the Fiscal Year 2023/24 and 2024/25 Operating Budget.

FISCAL IMPACT: The purchase price for the eight Stryker powered ambulance cots is $593,267.23, including applicable fees, taxes, a five-year PowerPro-Procare warranty on the Power-Pro 2 cots, and a six-year PowerLoad-Procare warranty on the MTS Power Load system including the floor plates (Exhibit 2). Additionally, $20,000 in contingency funds will be set aside to address any potential change orders and the retrofit of ambulances, including specialized mounts to secure the cots, for a total of $613,267.23.

Subsequent yearly cost is estimated at $30,000 for the six-year Procare warranty plans.

The amount of $613,267.23 is available in the Fire Equipment Replacement Reserve Account (No. 001000.310522). City Council approval of the staff recommendation will appropriate these funds into the Fire EMS Replacement Capital Account (No. 0010280.562000.00160). Funding for subsequent years for the approximately $30,000 annually for warranty and maintenance expenses will be included in annual budget preparations. Proceeds from the sale of current Ferno gurneys will be deposited into the Sale of City Property revenue Account (No. 0010081.483000) and transferred to the Fire Equipment Replacement Reserve Account (No. 001000.310522).
