CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility, and Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On September 13, 2022, adopted City Council Resolution 2022-133, authorizing submittal of a Safe Streets and Roads for All (SS4A) Grant Application. (Vote: 5-0).
STATEMENT ON THE SUBJECT: The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five years. In fiscal year 2022 (FY22), up to $1 billion is available. The SS4A program is administered by the U.S. Department of Transportation (USDOT) and funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.
The City submitted a grant application for the FY22 SS4A program to develop a citywide safety action plan. Funds for the FY22 SS4A grant program were awarded on a competitive basis to support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators.
The City was awarded $320,000 in partnership with the San Diego Association of Governments (SANDAG) by the USDOT. The total project cost is $400,000, $80,000 of which is the City’s contribution to the project. The $80,000 is broken down in $45,000 in staff time contribution and $35,000 in cash contribution. An MOU has been drafted with SANDAG, who is administering the grant and managing the overall project. The MOU will allow the City to reimburse SANDAG for the City’s portion of the match.
SANDAG, in partnership with the City of Vista and the La Jolla Band of Luiseño Indians, will prepare a regional safety action plan, as well as local action plans for the City and the tribe. The Vista safety action plan will include systemic roadway network screening of crash data to prioritize signalized/unsignalized intersections and roadway segments for future safety improvements.

SANDAG: San Diego Regional Comprehensive Safety Action Plan Safe Streets and Roads for All Application: New Action Plan 2
Narrative
SANDAG will develop the first Comprehensive Regional Safety Action Plan for the San Diego region’s 19 jurisdictions, 18 federally recognized tribes, more than 3.3 million people (42% historically underserved), and 140,000 people crossing the U.S.-Mexico border.
Severe injury and fatal crashes increased 17% between 2016 and 2020 in the region. One-third of fatal crashes involved pedestrians; nearly 30% involved speeding. Strategic planning and implementation of proven safety countermeasures supports the Regional Vision Zero Resolution to eliminate severe injuries and fatalities across the region’s 17,000 miles of roads.
SANDAG, in partnership with the City of Vista and the La Jolla Band of Luiseno Indians, will also prepare two local action plans. The Vista plan will include systemic roadway network screening of crash data to prioritize signalized/unsignalized intersections and roadway segments. The La Jolla Band of Luiseno Indians plan will focus on solutions for State Highway 76 while addressing consistent underreporting of vehicle crashes on tribal land.
This partnership will address unique priorities of local jurisdictions and tribal governments while fostering collaboration and demonstrating consistency with regional goals. The regional action plan will define a High Injury Network where safety countermeasures are urgently needed, especially for underserved communities. Both local plans will consider roads feeding into this network. Countermeasures for all three plans will consider equity and performance to maximize impacts while minimizing implementation costs.
Plan development will be proactive and include high crash potential areas.
All plans will highlight near-term, high impact strategies – including ‘quickbuild’ options. Additional plan elements include policy recommendations for safety project selection and funding prioritization; innovative public outreach; and an interactive safety-data dashboard to monitor progress of all three plans. Formation of a multidisciplinary taskforce will include tribes, community-based organizations, local jurisdictions, state DOT, law enforcement, school districts, advocacy groups, among others. 09/26/2023 C10 11 of 37
