Agenda Location: Consent Calendar
SUBJECT: ALL -WAY STOP AT THE INTERSECTION OF DURIAN STREET AND TYLEE STREET RECOMMENDATION: Adopt City Council Resolution No. 2023- , establishing an all -way stop at the intersection of Durian Street and Tylee Street.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On May 27, 1980, adopted City Council Resolution No. 80-93, designating the intersection of Tylee and Durian as a stop intersection (Vote: 5-0).
PRIOR TRAFFIC COMMISSION ACTION: On September 6, 2023, did not recommend establishing an all - way stop at the intersection of Durian Street and Tylee Street (Vote: 3-0-1, Chairperson Vielma Abstained, Commissioners Alberto and Shackelford Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Durian Street and Tylee Street for an all -way stop for traffic calming purposes on Durian Street. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions (see Exhibit 2 for evaluation). Staff determined that the intersection of Durian Street and Tylee Street does not meet the quantitative criteria for an all -way stop.
Following the staff evaluation, in accordance with the City's Traffic Calming Program, residents in the area submitted a petition to install an all -way stop at the intersection as a traffic calming measure. The petition (Exhibit 3) and petition verification map (Exhibit 4) indicate that a majority of nearby residents are in support of the all -way stop.
There have been two reported accidents on Durian Street between Hill Drive and Durian Court in the past five years.
The City Traffic Engineer has determined that an all -way stop is the most feasible solution to manage speeding along Durian Street. Exhibit 5 is a memorandum from the City Traffic Engineer documenting this determination.
ACTION: Approved above recommendation, adopted City Council Resolution No. 2023-180.
Vote: 5-0.

SUBJECT: ALL -WAY STOP AT THE INTERSECTION OF DURIAN STREET AND TYLEE STREET On September 6, 2023, the Traffic Commission did not recommend establishing an all -way stop at the intersection of Durian Street and Tylee Street. The Traffic Commission expressed that Durian Street is not a through roadway, which means that the traffic using the street is local neighborhood traffic. However, since the residents submitted a petition supporting the all -way stop, staff supports the request.
Staff notified the adjacent properties that this proposal will be on the October 10, 2023, City Council agenda. Exhibits 6 and 7 contain a map of notified properties and the notice.
FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2023/24 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies Account (No. 1060410.531500.00090). This is not a General Fund account.

Interoffice Memorandum -
Date: August 9, 2023
To: Greg Mayer, City Engineer
From: Sam Hasenin, Principal Engineer
Subject: All -Way Stop on Durian Street and Tylee Street Residents submitted a petition to install an all -way stop at the intersection of Durian Street and Tylee Street as a traffic calming measure on Durian Street in accordance with the City's Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Durian Street and Tylee Street does not meet the quantitative criteria for an all -way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City's Traffic Calming Program, an all -way stop at the intersection of Durian Street and Tylee Street is the most feasible and effective measure to reduce vehicle speeds on Durian Street.

To Whom it May Concern,
Hello, my name is Jennilee Calkins and my family, and I have lived on Durian Street since 2011. We moved in when my now 15-year-old was 3 and my now 13 year old was 1. That has been 12 years of living on a street that has no sidewalks and very little in the way of stop signs.
Because of the lack of safety from speeding cars, I have rarely let my children walk or ride their bikes in front of our home. I am, at 37 years old, afraid to cross the street most of the time because of the cars that speed down the road. There is a curve in the road which makes it a blind corner for vehicles. With very little slowing them down, they rush through our street and don't slow down for pedestrians. It is in the best interest of all of our neighbors, our children, pedestrians, and animals if there were speed bumps or a stop sign placed where Durian street meets Tylee Street. There is a lack of safe driving with our street being a thoroughfare for Vista Way and Olive, but slowing down cars, even just a little bit may save lives. Our cat was hit 3 years ago by a speeding car exactly at that corner. I would hate to have any more accidents happen. Please listen to the members of this community and help us out. Thank you for your time.
Sincerely,
The Calkins Family.

To: City of Vista
Hello my name is Brenton Macleod. Resident of Vista since 1999. Lived with parents at W Durian since 1999. Now the proud owner of Durian St. since 2019. 1 have two children and many other surrounding families have small children. Traffic at the intersection of Durian St. and Tylee St. has always been a concern. This intersection is the low point of three hills. Vehicles speed towards the intersection from all directions. The addition of speed bumps would greatly improve the safety and reduce the speed of vehicles. This area of vista is without sidewalks. Residents are often in the street bicycling, walking dogs, exercising, and socializing. The addition of speed bumps is welcomed by my family and surrounding neighbors!
Sincerely

To the City of Vista:
We are Kevin and Keri MacBeth. We live at Durian Street on the comer of Tylee. My husband has lived in this house most of his life as his father purchased the house new in 1960. This is a family neighborhood with many children. There is a daycare that operates on Durian. There are few to no sidewalks for pedestrians or bike riders or pushing strollers.
We are extremely concerned with the treacherous (and I don't use this word lightly) speeding that happens up and down Durian. I have watched my neighbor's cat die after being hit and 1 would be devastated if this were one of the many children that live in the neighborhood. Kevin and I have 8 grandchildren that visit on a regular basis. We want the area to be safe for everyone and would welcome the installation of speed bumps to regulate the speeding on Durian.
Vista, October 09, 2023.
To whom may concern.
My name is Rosiney Rocha, my ID is—. I have been a day care provider for several years, and living ate Durian Street, Vista, CA 92083.
1 am writing in pro of a speeding bump to be install at Durian Street.
I had seen a couple accidents in front of my house that happened with my son's Jimmy car, and my niece's Jetta car. All these cars got totally lost.
However, the last accident that was happened on May 13'^, 2023, when a Tesla car, was driving the way down the hill, crashed with the mail man's car, even though, the mail man was stopped with his light blinking, giving the letters to my husband, having my husband almost be a victim on this accident.
Until now, fortunately, no children or any people got hurt yet.
