Vista City Council Policy
600-07 CRITERIA AND PROCEDURES FOR INSTALLATION
OF SPEED HUMPS
To provide uniformity in considering requests for speed humps, the following standards, selection criteria, procedures and installation guidelines are adopted for use by the City Engineer, Traffic Commission and City Council.
POLICY
1. Standards and Selection Criteria
a. Speed humps may be used on those local residential streets whose primary function is to provide access to abutting residences or an collector streets. Speed humps shall not be used on major and arterial roadways as designated in the Circulation Element of the General Plan of the City of Vista. b. Street segments shall be without severe vertical or horizontal alignment. A speed hump shall be visible for at least 200 feet.
c. The measured 85th percentile speeds shall be greater than 35 mph or 60 percent of the measured speeds shall be in excess of the posted speed limit. d. The street shall not be an important access route for emergency vehicles as determined by the City's emergency services departments. e. Speed humps shall not be installed on streets when it is anticipated that traffic will be diverted to another local residential street.
f. The street must consist of one travel lane in each direction. g. Speed humps will not normally be installed on isolated blocks along a continuous street or on a relatively short (less than 800 feet) cul-de- sac. h. The street shall not be scheduled for resurfacing during the next 16 months.
2. Procedures
a. The City's adopted policies and procedures for the installation of speed humps will be made available to all interested parties.
b. A resident of a local residential street, who believes the residents on that street will support the installation of speed humps will submit a request in writing to the City Traffic Engineer. The Traffic Engineer will consult with the City's emergency EXHIBIT 8

services departments in making a determination of whether the street in question is eligible for further consideration for the installation of speed humps, i.e., the street is consistent with the City's policies for the installation of speed humps.
The City Traffic Engineer will complete Speed Hump Criteria Checklist (Exhibit A) to make the determination of satisfying the City's policy. c. Upon determination that a street is not eligible for speed humps, the resident of the street will be notified in writing giving the reason why the street is not eligible.
The resident of the street will be given 15 days to appeal the decision in writing to the City Engineer. If the City Engineer concludes the Traffic Engineer's decision is valid, the resident may appeal the City Engineer's decision to the Traffic Commission. The Traffic Commission will then consider the resident's appeal and determine if the City Engineer's decision should be overruled and allow the request to continue. The Traffic Commission's decision to overrule the City Engineer will identify the reasons and special circumstances to allow further consideration of speed humps on the requested street. If the Traffic Commission rejects the appeal, the matter may still be appealed to the City Council provided that 60 percent of the residents on the street sign the petition (Exhibit B) in support of speed humps.
d. Upon determination that a street is eligible for further consideration, the resident of the street will be advised to submit a petition (Exhibit B) from abutting the property owners or residents indicating that a clear majority (51 percent or more) support the installation of speed humps on their street. Staff will prepare a map of the properties required to sign the petition to aid residents in their signature gathering effort. The petition forms provided by the City will state: "if there is subsequently a desire by residents to remove the speed humps, the humps will only be considered for removal after receipt of a petition from a substantial majority (51 percent or more) asking for removal along with a guarantee to provide sufficient funds for removal as determined by the City Engineer. " The sponsor of the petition is required to contact every resident of the abutting properties of the subject street. If a resident is against the speed humps, the word "OPPOSED" will be noted on the petition signature space. If the sponsor is unable to contact a resident, "NO CONTACT" will be noted on the petition signature space with dates and times that the contact was attempted. It is required that the sponsor make at least two attempts on separate days to contact a resident.
Any petitions submitted prior to the eligibility determination by City staff will not be processed ahead of schedule and shall be subject to return if all required information on the installation of speed humps is not included thereon. e. volume measurements, review the traffic accident history for the street in question, and determine acceptable locations for speed humps.
Upon completion of the study, City staff will prepare an agenda item for consideration by the Traffic Commission. City staff will notify the properties on the subject street of the proposal for speed humps an. The Traffic Commission will then hold a hearing on the request and either approve or disapprove the request. If the Traffic Commission denies the request, the resident may appeal the decision to the City Council. The appeal to the City Council must be made within 30 days of the Traffic Commission's action.
g. The recommendation of the Traffic Commission to install speed humps will be forwarded to the City Council for approval.
h. In the event the number of requests for speed humps exceeds the funds available, the City Engineer will rank the requests in a recommended order of priority and submit these recommendations to the Traffic Commission for approval. The priority list recommended for approval will be based on traffic accidents, speeds, traffic volumes, and comments of the City's emergency services departments. The City Engineer will set forth the basis for the recommended priorities in a report accompanying the priority list.
Unless there is an overriding consideration such as high incidence of speed - related accidents, priorities will be normally established by multiplying the percentage of motorists exceeding 25 mph by the 24-hour traffic volume of the street in question. A street yielding the highest numerical value resulting from the above consideration will be considered to have the highest priority for speed humps. Depending on the number of petitions received and the types of streets involved, it is possible that a "cut-off speed" (perhaps an 85th percentile speed of 30 mph) will be established, below which streets will not be considered for the program.
i. The physical installation of speed humps and the associated traffic control devices shall conform to design standards established by the City Engineer. j. The City reserves the right to remove any or all of the speed humps at anytime at no cost to the property owner( s).
3. Installation Guidelines
a. Speed humps shall not be placed over manholes, watergates, junction chambers, etc.
b. Where possible, speed humps should be placed at property lines instead of mid - lot.

c. Where possible, speed humps should be placed adjacent to street lights. d. Hump Dimensions: The dimensions for the speed hump may vary from 3 to 4 inches in height and 12 to 20 feet in width. The City Engineer, with the City's emergency services departments, will examine the height and width of humps to determine the desired dimensions for installation of speed humps in the City. Full height shall extend to two feet from gutter and taper to join existing pavement at edge of gutter.
e. Spacing:

Subject: Please approve the speed humps on Sunset Drive ISame people who received this message don't often get email 6om- J,cam Wly th:S Greetings, Dear Members of the Vista City Council!
Today when I received Mr. Hasenin's letter regarding installing speed humps on Sunset Drive between Crest View Road and S. Melrose Drive, my husband and I were thrilled and I decided to let you know that we think it will be in everyone's best interest.
We have lived on beautiful Sunset Drive for 12 years and previously contacted the traffic department to say that pedestrians and bicyclists of all ages, travel alongthis street, but ifs dangerous because it has no sidewalks, and people drive as fast as they can.
As drivers come off of the 78 freeway or Melrose Drive, where they are traveling at high speeds, and turn onto Sunset Drive, the speed seems so slow in comparison to the freeway that theytend to go way above the 25 mph speed limit, not realizing that this is a neighborhood where children walk to school, people walk, ride bikes, and even wild animals cross the street.
Our neighbor was along the street getting a ball that his children accidentally kicked over the front fence when he was hit by a speeding car that didn't even stop, and he got badly injured.
I'm so happy that Mr. Hasenin proposed this and I ask you to approve this at the City Council meeting on October 10, 2023, for the safety and well-being of walkers, bicyclists, animals, and drivers on Sunset Drive.
Thank you for your service to Vista!
Sincerely,
C10

RE: SPEED HUMPS ON SUNSET DRIVE BETWEEN CRESNJEW AND MELROSE DRIVETC23-15 Sir,
I appreciate the Notice and opportunity to respond. As a resident since 1993 that sees the traffic first hand I do not see speed bumps as the solution to safety/traffic issues.
The traffic backs up almost to Sierra Court during City School classes ending and of course in the morning/evening traffic to and from the freeway.
If the City Engineering Department is addressing safety due to lack of continuous sidewalk may I suggest an interim asphalt sidewalk in section similar to Adult School to Sierra Court.
The real issue is the lack of a dedicated arterial between Melrose and the Freeway. Currently Branding Iron Road is a 4-lane road stopped at the subdivision boundary. My suggestion is the City Engineering Department study the cost to complete branding iron road. I believe this could be achieved if:
1. Year 1— Engineering Drawings including realignment Crest View & Sunset, ROW mapping, Certified Appraisal and ROW acquisition of a few homes but mostly slope or green space approximately $6 mil.
2. Year 2—Specs / Bid and realign Crest View & Sunset Drive, Install 1# 2lanes and median, realign grade complete road and drainage system approximately $10 mil.
3. Year 3 -Specs / Bid and install outside lanes, paving section approximately $4 mil. 1 suggest the City Engineering Department complete a Study and evaluate approximate cost at $20 mil to solve the traffic circulation issue and safety on Sunset Drive.
I am OPPOSED to the speed hump solution as it does not address the core issue.

Re: Council Meeting 10/10/2023 Speed Humps on Sunset Drive I am unable to attend the meeting this coming Tuesday but am very concerned with safety on Sunset Drive. I have been a homeowner and resident of Sunset Drive since 1979. Given the current conditions on Sunset Drive-- the high volume of traffic on a hillside ride and the number of cars traveling way over the speed limit --I believe a fatality is waiting to happen without action on your part. I expect on Tuesday you will hear of the experiences we residents face everyday: the difficulties of walking or driving on Sunset, haw hard it is to cross
Sunset to go to the mailbox (and back), the vitriol we experience when going the 25 MPH speed limit or try to turn onto Sunset from our driveways or hum into our driveways. We are tailgated,
passed on the left on this two lane road, screamed at and taunted. Recently a motorist tailgating me started yelling and gesticulating when I signalled and slowed to hum into my driveway --
this with my 2 grandchildren in car seats in my back seat.
In the last few weeks traffic humps were installed on Vale View Ave. With a much higher volume of traffic on Sunset I would think the unsafe conditions on this street are even more egregious.
Please approve our request for speed humps on Sunset Drive for the safety of the residents, our families and friends and others passing through.
Sincerely,
Shannon L. Woods

IYou don't often gel email ftom-Team wb: this i= impo apt Dear Husam,
We have spoken over the years concerning cycling safety in my Sunset neighborhood. Most recently concerning the berm put in on Buena Vista between Keys Rd and Welsey Way. It runs on the other side of the new development on Wildgrove Way. It remains a concern of mine, as there is a mailbox blocking the entrance (for a cyclist) and it diminishes into sand on the other end (also a cycling hazard).
As for speed bumps on my street, I have a few thoughts. One, VUSD needs to reintroduce buses going to Breeze Hill, Madison, Lake and RBV. I sit at the top of my driveway (at certain times -
begining and ending school-) and watch car after car after car with a driver and a kid on their way to school. If VUSD supplied transit spots for pickup and delivered children to their school, the traffic would instantly be cut in half. Parents are in a hurry and not following the posted speed limit. Four schools amount to a lot of kids and a lot of daily trips in the car! Also, as a cyclist, my street is already very dangerous. With the addition of speed bumps, I fear cars will swerve to avoid hitting them head on -allowing them to maintain a higher speed when going over, thus steering cars into the now miniscule bike way.
I would like to see the speed limit raised to a more reasonable speed, say 35 mph. Since the city is
not going to adhere to their 1969 (1 believe) plan of taking traffic off the 78 and through the Carriage HIII neighborhood, the traffic on Sunset will remain high. People are frustrated at those of us going
25. They speed away after I turn into my driveway.
I do not feel speed bumps are the answer. Sadly, our street has too much traffic on it, plain and simple. The city chose to allow Sunset to carry all the traffic alone, and now we will all suffer.
Thank you for your time in reading my "two cents".

Hello Husam,
We received the letter stating that the proposal is moving the from Traffic Commission to the City Council in October.
We continue to support traffic calming measures on Sunset Drive. Turning onto or off of Sunset onto our street (Via Carina) is dicey due to excessive speeding. We hope Council will approve speed humps, that the project will move forward quickly and that the humps will be effective in getting drivers to slow down.
Thank you,
Morgen and John Fry

IYou don't often get email from— I`•.n3yb th:S i=imp wa.,t HE - We received your letter about the proposed plan to install speed humps on Sunset between Crestview and Melrose. We live at 1049 Via Canna and travel Sunset every time we leave the house. Hello,
Thanks for taking the time to provide input. Your email will be shared with the City Council ahead of presenting the speed hump proposal at their October 10, 2023 meeting.
The speed humps the City installs on public streets are the wider, flatter type.

I understand the need for the speed bumps on Sunset Dr my concern is that they are the wider flatter bumps to preserve lower car under carriages, back protection for those of use who have had surgery. The higher bumps don't work and cause more problems usually resulting in costly reworking. Thank you for considering.
