SUBJECT: CLEAN ENERGY ALLIANCE DEFAULT POWER SUPPLY SELECTION individual customers may opt out of the program, or elect an alternative power supply product by contacting CEA at their call center or on their website.

The CEA power supply options are as follows:

1. Clean Impact – 50% renewable energy content
Clean Impact is CEA’s minimum 50% renewable energy option, increasing annually to achieve 100% renewable energy by 2035. This option will have the minimum amount of renewable energy that the City may select as the default product offering for its community and is the lowest cost.

Options for Customers: If Clean Impact is selected by the City Council as the default for Vista, City customers will still have the option to opt up to Clean Impact Plus or Green Impact power supply.

2. Clean Impact Plus – 50% renewable and 75% carbon free energy content Clean Impact Plus is sourced from a power supply mix of 50% renewable and 75% carbon-free energy.

The rate difference for increased costs of 75% carbon-free product is $0.001/kWh (or an average $0.40 per month) which is paid in addition to the Clean Impact rate.

Options for Customers: If Clean Impact Plus is selected by the City Council as the default for Vista, City customers will still have the option to opt down to Clean Impact or opt up to Green Impact power supply.

3. Green Impact – 100% renewable energy content
Green Impact is CEA’s 100% renewable energy power supply option. The Green Impact power supply product has a premium rate of $0.0075/kWh (or an average $2.35 per month) due to the additional expense of procuring power with additional renewable energy. This cost is paid in addition to the Clean Impact rate.

Options for Customers: If Green Impact is selected by the City Council as the default for Vista, City customers will still have the option to opt down to Clean Impact or Clean Impact Plus power supply.

All of the current CEA members, the cities of Escondido, Carlsbad, Del Mar, San Marcos, and Solana Beach, have selected the Clean Impact Plus option (50% renewable and 75% carbon free energy content) as their default with a 95% customer participation rate. The City of Oceanside will consider their power supply options at their next City Council meeting, and it is anticipated that they will also choose Clean Impact Plus as well.

The tables below were presented at the October 5, 2023, workshop and compare typical total energy bills for residential customers (Table 1) and small commercial customers (Table 2) based on current CEA and San Diego Gas & Electric (SDG&E) rates. It is important to note that these comparisons are provided for guidance and use the 2023 rates. The sample rates and fees below do not reflect scheduled SDG&E rate changes for 2024 (to be released at the end of this year), nor changes that the CEA Board of Directors may make at the next rate setting meeting in January 2024.

SUBJECT: CLEAN ENERGY ALLIANCE DEFAULT POWER SUPPLY SELECTION Table 1. Rate Comparison of CEA Energy Supply Options with SDG&E – 2023 rates, typical Vista Residential customers
Table 2. Rate Comparison of CEA Energy Supply Options with SDG&E – 2023 rates, typical Vista Small Commercial customers
Tables 1 and 2 include Exit Fees or Power Charge Indifference Adjustments (PCIA). These are fees charged by SDG&E to customers enrolled with CEA or any other CCA provider. These fees cover losses incurred by SDG&E for ending energy supply contracts with customers that move to another provider.

The exit fee is set annually through SDG&E’s Energy Resource Recovery Account rate-setting process; therefore, agencies that join CEA at different times will have different PCIA rates. The original CEA member cities (i.e., Escondido, Carlsbad, Del Mar, Solana Beach, and San Marcos) have different PCIA calculations, or vintages, than cities that joined CEA later (i.e., Oceanside and Vista).

In developing CEA’s rates, the PCIA fees are accounted for when comparing typical monthly electric utility costs between CEA & SDG&E. The PCIA is not a new fee but is broken out separately on the bill for CEA customers. In developing their rates, CEA actively participates in SDG&E’s rate-setting process to maximize CEA customer savings.

During the October City Council Workshop, there was discussion on Vista being a leader in renewable energy, however, given the premium that accompanies the Green Impact option it is staff’s recommendation to select the Clean Impact Plus option as the default for residents and businesses in Vista’s jurisdiction and select the Green Impact option for city-owned facilities and operations. It is anticipated that this method will minimize businesses and residents from opting out of CEA, while still demonstrating the City of Vista’s commitment to being a leader in renewable energy consumption. 11/14/2023 PH3 3 of 18

MEETING DATE: November 14, 2023 PAGE 4
SUBJECT: CLEAN ENERGY ALLIANCE DEFAULT POWER SUPPLY SELECTION As stated above, Vista customers will retain the right to opt up or down to whichever CEA alternative energy supply option works best for them. In addition, Vista customers will retain the right to opt out of CEA’s program if they prefer to stay with SDG&E. If customers opt out of the CEA before or within the first 60 days of service, they may return at any time. Customers who opt out after the first 60 days of service with CEA are prohibited by SDG&E from returning to CEA for one year.

Additionally, CEA offers a Personal Impact option for customers who generate their own solar or wind power and want to offset their energy costs by selling excess energy produced to CEA. Personal Impact customers will receive a credit on their energy bill for the power they provide to the grid via their renewable energy system. Customers who are already enrolled in SDG&E’s net energy metering (NEM) program will automatically be enrolled in CEA’s Personal Impact.

Once the rates have been adopted, CEA and City staff will coordinate to perform outreach to customers on what to expect in the transition from SDG&E to CEA. The outreach efforts are led by CEA and customers will receive four notices related to the automatic enrollment, two prior to the enrollment (one in February and one in March 2024), and two post-enrollment (one in May and one in June 2024). CEA will also be sending out a letter specifically to customers who have solar at the time of enrollment. The outreach will be provided in English and in Spanish; please reference Exhibits 4 through 7 for examples of outreach done in other CEA member cities.

FISCAL IMPACT: Adoption of the referenced resolutions will impact energy bill rates for residents, businesses, and the City. Since the 2024 rates have not been published and will not be available until early 2024, the fiscal impacts to residents, businesses, and the City under CEA’s energy supply options are unknown.

processing fee. By opting out, you will also be subject to SDG&E’s then current rates and terms and conditions
of service. For details on SDG&E’s rates and terms and
conditions, please visit SDG&E.com. You will not be
charged any fees if you opt out within the first 60 days after your automatic enrollment with CEA or if you cancel electric service altogether (for example, if you move). If you opt out, you will still be charged for all electricity you used before the transfer of electric service. Accounts will be transferred on the day the electric meter is
read and cannot be transferred during the middle of a
billing cycle. In order for your request to be processed on your next meter read date, your request must be
received at least 5 business days prior to the date on
which the meter is read. To opt out, please call CEA or visit TheCleanEnergyAlliance.org. Have your electric bill handy so that we can process the request.

BILLING: Each month, CEA customers receive a single
monthly bill from SDG&E. This bill includes all recent
electric charges, including CEA’s power generation
charges. For your convenience, SDG&E forwards the
power generation portion of the payment to CEA. SDG&E
will continue to charge you for the transmission and
delivery services they provide.

FAILURE TO PAY: CEA may transfer your account back
to SDG&E upon 14 calendar days’ written notice to you
if you fail to pay any portion of the CEA charges on your bill. If your service is transferred, you may be subject to additional requirements by SDG&E.

CARE PROGRAM: If you are currently enrolled in the
California Alternative Rates for Energy (CARE) program, you will continue to receive all CARE benefits and
discounts upon enrollment in CEA. If you are interested in joining the CARE program for low-income adults,
please visit SDG&E.com
TERMS AND CONDITIONS OF SERVICE:

CEA electric generation rates can be reviewed
at TheCleanEnergyAlliance.org or by calling

providing other services. These components of your
electric bill are the same whether you buy electricity
from CEA or SDG&E.

CONTROLADA LOCALMENTE.

energía a CEA.

Vista 11/14/23 PH3 – Clean Energy Alliance Default Power Supply Selection

Thank you joining CEA – A fine decision.
• Thanks for choosing 100% renewable energy for the city • I strongly urge Vista sett 100% defaults
o For businesses – a small ask
o For residences – If impractical, conduct a strong
marketing campaign to urge choosing 100% RE. We
must fight disinformation noise
 Consider paying the difference from city funds
for any who are financially stressed
• Solar is by far the lest expensive source of energy
generation today. Yet choosing solar costs more!
o Surely prices will fall in the future.
o Let’s install as much solar as possible to lower
costs and address climate challenges
• The climate crisis is CODE RED for humanity!
