RECOMMENDATION: Provide staff with direction on potential stakeholder panelists for Information Technology (IT) Department Director recruitments.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.
PRIOR ACTION: On April 11, 2023, provided staff with direction on stakeholder panelists for Department Director recruitments (Vote: No vote).
On December 13, 2022, adopted City Council Resolution No. 2022-178, adopting City Council Policy 100-19, Department Head Hiring Policy, and repealing the provisions of any resolutions in conflict herewith, and adopted City Council Ordinance No. 2022-22, amending Chapter 2.20 of the Vista Municipal Code regarding City Manager and Department Heads (Vote: 5-0).
On October 27, 2022, discussed a methodology outlining the hiring of Department Directors and provided direction to staff (Vote: Consensus)
On September 13, 2022, introduced and adopted City Council Ordinance No. 2022-15, amending Chapter 2.20 of the Vista Municipal Code regarding City Manager and Department Heads (Vote: 4- 1, Ritter opposed).
On August 30, 2022, introduced City Council Ordinance No. 2022-15, amending Chapter 2.20 of the Vista Municipal Code regarding City Manager and Department Heads, with the addition of a 180 day sunset clause, and directed staff to schedule a workshop in October to discuss a new hiring policy (Vote: 3-2, Ritter and Franklin opposed).
STATEMENT ON THE SUBJECT: On April 11, 2023, the City Council provided direction on potential stakeholder panelists for Department Director recruitments in accordance with City Council Policy 100-19, Department Head Hiring Policy. With the approval of the Fiscal Year 2023/2024 Operating Budget, the Information Technology (IT) Division was spun off into a standalone department. After successfully completing four recruitments utilizing the new policy for the Fire Chief, Assistant City Manager, Community Development Director and Engineering Director vacancies, the next step is for the Human Resources Department to fill the IT Director position. In order to do that, staff requests input on the stakeholder panelists for this position.
