RECOMMENDATION:
1.Open, conduct, and close a public hearing to receive testimony regarding Planning Case No. P23- 0316, a proposed amendment to the Vista General Plan 2030 Circulation Element to correct a graphical error on the “Circulation Plan” map exhibit (Figure CE-2).
2.Adopt City Council Resolution No. 2023- , approving an amendment to the Vista General Plan 2030 “Circulation Plan” (Figure CE-2) to correct the depiction of the roadway segment of S. Emerald Drive/Sunset Drive between Hacienda Drive and Sky Haven Lane as a “2-Lane Collector (w/ Two-Way Left-Turn Lane)”.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks PRIOR ACTION: On February 28, 2012, adopted City Council Resolution 2012-42, adopting the General Plan 2030 update (Vote: 4-0, Ritter did not participate because of a statutory conflict of interest).
PRIOR PLANNING COMMISSION ACTION: On October 17, 2023, adopted Planning Commission Resolution No. 2023-21, recommending City Council approval of an amendment to the Vista General Plan 2030 “Circulation Plan” (Figure CE-2) to correct the depiction of the roadway segment of S. Emerald Drive/Sunset Drive between Hacienda Drive and Sky Haven Lane as a “2-Lane Collector (w/ Two-Way Left-Turn Lane)” (Vote: 4-0, De Jesus and Hastings absent). The Memorandum to the Planning Commission from the October 17, 2023, meeting is attached as Exhibit 2.
STATEMENT ON THE SUBJECT: Staff discovered a graphical error on a map exhibit in the Vista General Plan 2030, Circulation Element. The “Circulation Plan” map, Figure CE-2 (see Exhibit A to Exhibit 1), currently depicts the roadway segment of S. Emerald Drive/Sunset Drive between Hacienda Drive and Sky Haven Lane as a “4-Lane Major” roadway. This road segment was planned to be designated as a “2- Lane Collector (w/ Two-Way Left-Turn Lane).” Staff verified that a graphical error was made in the production of the map exhibit by researching the original data utilized in the SANDAG transportation model that was employed for the Vista General Plan 2030 horizon year traffic analysis. Therefore, staff recommends that the City Council amend the Vista General Plan 2030 “Circulation Plan” (Figure CE-2) to AGENDA

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF

GENERAL PLAN 2030 “CIRCULATION PLAN” (FIGURE CE-2) TO CORRECT THE DEPICTION OF THE ROADWAY SEGMENT OF S. EMERALD
DRIVE/SUNSET DRIVE BETWEEN HACIENDA DRIVE AND SKY HAVEN LANE AS A “2-LANE COLLECTOR (W/ TWO-WAY LEFT-TURN LANE)”

The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. The City of Vista intends to amend the Vista General Plan 2030 Circulation Element (Figure CE-2), to correct a minor graphical error in the map exhibit.
B. The proposed amendment to the Vista General Plan 2030 Circulation Element (Figure CE-2) would correct the depiction of one street segment, S. Emerald Drive/Sunset Drive between Hacienda Drive and Sky Haven Lane, to reflect the correct roadway designation as a “2-Lane Collector (w/ Two-Way Left-Turn Lane)” that was utilized in the SANDAG transportation model employed for the Vista General Plan 2030 horizon year traffic analysis.
C. The proposed amendment is exempt pursuant to CEQA Guidelines Section 15061(b)(3) because the proposed amendment is a correction to a graphical error in a map exhibit with no possibility that the activity in question may have a significant effect on the environment.
D. On October 17, 2023, the Planning Commission held a duly noticed public hearing on the proposed amendment to the Vista General Plan 2030 Circulation Element (Figure CE-2). At the public hearing staff reports both written and oral were received in evidence, and all persons desiring to speak on the project were heard. At the conclusion of said hearing, after consideration of all evidence presented, the Planning Commission made a recommendation to the City Council as hereinafter set forth.
2. Action.
A. The above recitations are true and correct.
B. The City Council finds that the amendment to the Circulation Element is internally consistent with the General Plan and is in the public interest. The amendment corrects a minor graphical error depicted in the current Vista General Plan 2030 Circulation Element (Figure CE-2) and, therefore, is not a substantive revision of the 11/14/2023 PH1 3 of 8

It recently came to the staff’s attention that a graphical error was depicted on the current Vista General Plan 2030, Circulation Element (Figure CE-2, attached as Exhibit A to Exhibit 1). The roadway segment of S. Emerald Drive/Sunset Drive between Hacienda Drive and Sky Haven Lane was planned to be designated as a “2-Lane Collector (w/ Two-Way Left-Turn Lane).” However, a graphical error occurred in the map production that represented this segment as a “4-Lane Major.” Staff subsequently reviewed existing roadway conditions and further verified by researching the data utilized in the SANDAG transportation model that was employed for the Vista General Plan 2030 horizon year traffic analysis and confirmed that a graphical error was depicted in the current Circulation Element map exhibit.
Therefore, staff recommends that the Planning Commission recommend City Council approval of an amendment to the Vista General Plan 2030 Circulation Element (Figure CE-2) that would revise the depiction of the above-described street segment to reflect the correct roadway designation as a “2-Lane Collector (w/ Two-Way Left-Turn Lane)” as shown in Exhibit B to Exhibit 1.
This proposed amendment is exempt pursuant to CEQA Guidelines Section 15061(b)(3) because the proposed amendment is a correction to a graphical error in a map exhibit with no possibility that the activity in question may have a significant effect on the environment.
