RECOMMENDATION: Appoint a Deputy Mayor for a one-year term.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.
PRIOR ACTION: On December 13, 2022, appointed Councilmember Corinna Contreras to serve as Deputy Mayor for a one-year term (Vote: 5-0).
On December 14, 2021, appointed Councilmember John Franklin to serve as Deputy Mayor for a one-year term (Vote: 5-0).
The appointment of Deputy Mayor occurs annually; see Exhibit 1 for a list of prior appointments.
STATEMENT ON THE SUBJECT: Vista Municipal Code Section 2.16.020 establishes that each year the City Council shall appoint one of its members to serve as Deputy Mayor for a term of one year, commencing on January 1 of each year. The Deputy Mayor will serve in the capacity of the Mayor in the event the Mayor is absent or unable to act.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

Dear Mayor Franklin, Deputy Mayor Contreras, and Councilmembers Green, Melendez and O'Connell,
Tonight you will be deciding on who will be our next Deputy Mayor for 2024. I believe that Councilmember Katie Melendez is the right person for the job.
