PRIOR ACTION: On June 27, 2023, adopted City Council Resolution No. 2023-117, approving the Fiscal Years 2023/24 and 2024/25 Operating Budget (Vote: 5-0).
On April 25, 2023, adopted City Council Resolution No. 2023-65, approving the purchase of one ambulance from Life Line Emergency Vehicles (Vote: 4-0, O’Donnell absent).
On June 14, 2022, adopted City Council Resolution No. 2022-100, amending the Operating Budget for Fiscal Years 2021/22 and 2022/23 (Vote: 5-0).
On January 23, 2018, adopted City Council Resolution No. 2018-5, approving the purchase of two ambulances from Life Line Emergency Vehicles (Vote: 5-0).
STATEMENT ON THE SUBJECT: The Fire Department recommends the purchase of one Life Line ambulance from Life Line Emergency Vehicles, Inc. This ambulance is part of a comprehensive vehicle replacement plan which allows the Fire Department to maintain a fleet of front-line and reserve ambulances. The purchase of this reserve unit will allow the Fire Department to maintain our recommended level of units and reserves to provide continuous service to the community in the event of a failure or routine maintenance.
Vista Municipal Code Section 3.08.060(C) states that the City has the authority to join with other public or quasi-public agencies in cooperative purchasing plans or programs for the purchase of equipment as long as the administering agency has made its purchases in a competitive manner. The ambulance is recommended to be purchased directly from Life Line Emergency Vehicles through H-GAC. The Houston- Galveston Area Council (H-GAC), a regional council of governments in Texas, competitively bids and awards contracts which are then made available to local governments nationwide. All contracts available to participating agencies through H-GAC have been awarded by virtue of a public competitive procurement process.

SUBJECT: PURCHASE OF ONE AMBULANCE FROM LIFE LINE EMERGENCY VEHICLES Staff recommends approving the purchase of one ambulance from Life Line Emergency Vehicles, as a cooperative purchase through H-GAC.
FISCAL IMPACT: The purchase price for the ambulance is $327,152.00 including applicable fees, taxes, licenses, and delivery. Additionally, $72,848 in contingency funds will be set aside to address any potential change orders and for the purchase of equipment to outfit the new ambulance, including communications equipment, gurney, as well as specialized mounts to hold equipment, for a total cost of $400,000.00. Sufficient funds are available in the Fire Suppression Replacement Capital Outlay account (no. 0010280.562000.00160).

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, APPROVING THE PURCHASE OF ONE LIFE LINE
AMBULANCE
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. On June 27, 2023, adopted City Council Resolution No. 2023-117, approving the Fiscal Years 2023/24 and 2024/25 Operating Budget (Vote: 5:0).
B. The Vista Fire Department proposes to purchase one new ambulance for reserve status to maintain our recommended level of units and reserves to provide continuous service to the community in the event of a failure or routine maintenance.
C. The City will realize cost and time savings by participating in the H-GAC cooperative purchasing program pursuant to Vista Municipal Code Section 3.08.060.
D. Sufficient funds are available in the Fiscal Year 2023/24 Fire EMS Replacement Capital Fund account.
2. Action.
A. The City Council approves the purchase of one ambulance for $327,152 from Life Line Emergency Vehicles, Inc., and an additional $72,848 to upfit the ambulance for a total of $400,000.
B. The City Manager is authorized to execute all necessary purchase documents on behalf of the City with Life Line Emergency Vehicles, Inc. through H-GAC Buy. 12/12/2023 C10 3 of 8
