SUBJECT: FISCAL YEAR 2023/24 FIRST QUARTER FINANCIAL REPORT RECOMMENDATION:

1.Receive and file the Fiscal Year 2023/24 First Quarter Financial Report.

2.Adopt City Council Resolution No. 2023- , amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2022/23 and 2023/24.

3. Adopt Buena Sanitation District Resolution No. 2023- , amending the Operating Budget for Fiscal Years 2023/24 and 2024/25.

4.Adopt City Council Resolution No. 2023- , amending the City-Wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict herewith.

CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility.

PRIOR ACTION: On November 14, 2023, received and filed the Fiscal Year 2022/23 Fourth Quarter Financial Report; adopted City Council Resolution No. 2023-202 amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2022/23 and 2023/24 as revised by City Council (Vote: 5-0).

See Exhibit 13 for a comprehensive list of prior actions.

STATEMENT ON THE SUBJECT: General Fund operating revenues and expenditures are within budgetary expectations as of September 30, 2023. Exhibit 3 provides budgetary and actual revenue information on General Fund revenues. As of September 30, 2023, the City has received 22.6 percent of the General Fund Total Resources (revenues plus other financing sources) projected for the fiscal year.

Revenues are below the 25 percent mark at this point in the fiscal year. This is common and expected for the first quarter and consistent with prior years, as sales tax has a two-month timing lag and other large revenue sources, such as property tax, vehicle license fee property tax compensation, and certain franchise tax revenues, are not received until later in the year. In addition, several revenue items received in July and August are related to prior year activity and are therefore, consistent with prior years, accrued back to the prior fiscal year.

MEETING DATE: December 12, 2023 PAGE 2
SUBJECT: FISCAL YEAR 2023/24 FIRST QUARTER FINANCIAL REPORT Exhibit 5 provides comparative information for General Fund expenditures. As of September 30, 2023, the City had expended 17.9 percent of the total amount appropriated in the General Fund for the fiscal year.

Expenditures are generally incurred as needs arise and therefore are not spent equally throughout the year. Being under the 25 percent level at the end of the first quarter does not mean that the total appropriations will not be spent by year-end; however, departments continually strive to end the year under budget while still providing all expected services. In addition, several invoices for payment that are received in July and August are related to prior year activity and are accrued back to the prior fiscal year.

The “snapshot in time” of the City’s financial picture at September 30, 2023, reflects $23,822,758 in revenues received from external sources (see Exhibit 3). For comparison purposes, this is $3.0 million lower when compared to last year’s first quarter amount of $26,795,244. Last year’s first quarter revenue has been updated to reflect the actual revenue as opposed to estimated revenue for income earned but not received when the 2022 first quarter report was written. This fiscal year’s budgeted adjusted total resources (revenue plus other financing sources) estimated for the General Fund is $116,947,747. Of this, $23,827,496, or 20.4 percent has been received. Adjusted estimated budgeted General Fund appropriations are $126,874,958, with $22,676,624 or 17.9 percent expended (see Exhibit 5). Exhibit 1 provides financial and economic highlights as they pertain to the City.

Requested Budget Adjustments. There are 21 budget adjustments requested at this time. These proposed revenue and appropriation adjustments will be offset by changes in estimated revenues, appropriation reductions in other accounts, or the use of existing fund balance or retained earnings. The adjustment requests for these items are summarized below with detailed narrative provided in Exhibit 2.

FISCAL IMPACT: After accounting for the recommended budget adjustments, General Fund revenues and expenditures are in-line with budgetary expectations on September 30, 2023. If approved, the Resolutions within this report will adjust the projected appropriations and revenues in specified accounts.

EXHIBITS:

1. First Quarter Financial Report Financial and Economic Highlights.

2. First Quarter Financial Report Discussion on Recommended Budget Adjustments.

3. General Fund Revenue Summary; three months ending September 30, 2023. This summary reflects General Fund revenues that were received during the first quarter. Included with this exhibit is a discussion of some of the more noteworthy items.

4. Revenue Graphs. Presents a graphic presentation of "Budget Target" vs. "Actual Revenues" for the two largest General Fund revenue sources. These revenues, Sales Tax and Property Tax, account for about 47.6 percent of total General Fund revenue budget that are received from outside sources annually. The "Budget Target" presented on each graph is derived by a trend analysis of the revenues received by the City in the prior three years. Comparing the "Actual Received" to the "Budget Target" reviews the reasonableness of the revenue estimate for this year.

5. General Fund Expenditure Summary; three months ending September 30, 2023. Presents expenditures by operating budget unit for the General Fund. At this point, expenditures conform to the budgetary plan with no material areas of concern. It should be noted that the amounts shown in the “Expended As Of” column report expenditures only and do not include encumbrances. Some expenditures may tend to be slightly understated because of bills paid in October for goods and services received on or before September 30, 2023. This schedule shows expenditures paid and accrued as of the end of the fiscal year.

6. Reconciliation of Original Revenue Estimates and Appropriations to Amounts on September 30, 2023.

Presents a reconciliation between originally adopted budget amounts for both estimated revenues and appropriations to current budget amounts.

7. Enterprise Funds Combined Balance Sheet, September 30, 2023. Presents the balance sheet for the City’s enterprise activities. The balance sheet is a “snapshot” of the assets, liabilities, and fund equity (assets minus liabilities) at a given moment in time. Generally, fund equity represents the total of revenues and contributions over expenses since the inception of the enterprise operation.

8. Enterprise Funds Combined Income Statement; three months ending September 30, 2023. Presents the income statement for the City’s enterprise activities. Whereas the balance sheet is a “snapshot” at a given point in time, the income statement can be thought of as a “movie” showing activity (revenue and expenses) over a given period. Generally, the changes in the balance sheet between two given dates flow through the income statement. Because most sewer service charges are collected on the tax roll, no material cash amounts are received until December. When looking at the income statement for the enterprise activities, it should be kept in mind that depreciation is a non-cash expense.

Depreciation recognizes the “cost” of using a fixed asset over its useful life. Most depreciation charges are not booked until the end of the fiscal year.

FIRST QUARTER FINANCIAL REPORT

FINANCIAL AND ECONOMIC HIGHLIGHTS
The first quarter report serves to provide a comprehensive financial and economic assessment of the City's fiscal performance throughout the first three months of operation for FY 2023/24.

Local Property Tax: In FY 2023/24, the City's combined assessed valuation, including secured and unsecured property, reached $16,437,383,912, marking a substantial 7.8 percent increase compared to the previous year’s combined asset valuation of $14,857,042,188. Budget projections for property tax revenues in FY 2023/24 were set at $32,525,694.

Building Activity: Vista's landscape doesn't accommodate large housing tracts, but there are expectations for smaller in-fill projects to take shape in the coming years. In the first quarter, spanning from July 1, 2023, to September 30, 2023, the valuation of residential building permits in Vista reached $10,754,086, showing modest growth compared to the $10,089,598 recorded during the same period in 2022.

For new non-residential buildings, permits during the first quarter ending September 30, 2023, amounted to $413,693, signifying a decrease compared to the $1,266,000 reported for the first quarter ending September 30, 2022. This decline was primarily driven by a decrease in permits issued for Stores and Other Mercantile Buildings, with a total of $343,693 in permits issued during the first quarter ending September 30, 2023. Notably, $1,000,000 was issued during the same period in 2022.

In total, the valuation of all building and related permits in the first quarter ending September 30, 2023, reached $26,612,580, marking an increase from the $21,328,148 reported for the first quarter ending September 30, 2022.

General Fund revenues from fees and permits, encompassing those for building, engineering, and planning, totaled $1,014,468 during the first quarter ending September 30, 2023—a slight decrease from the $1,063,938 reported during the same period in 2022. This decline is attributed to reductions in both Planning and Engineering fees, which decreased by 42.4 and

1.5 percent, respectively, compared to 2022. However, this decrease was partially counterbalanced by an increase of 4.7 percent in Building fees compared to the same period in 2022.

It's important to note that timing discrepancies in assessing valuations and collecting fees can introduce variations when comparing revenue activity to valuation activity. To offer additional context, a chart illustrating the valuation of building permits issued in each of the last 20 quarters is provided below.

Local Employment: The employment landscape in the San Diego area suggests a robust recovery from recent challenges, maintaining overall stability. According to preliminary data for September 2023, the San Diego County unemployment rate stands at 4.0 percent, a slight increase from the 3.1 percent reported in September 2022.

Similarly, the City of Vista's labor force in September 2023 was recorded at 45,439, with 43,434 individuals employed. This resulted in an unemployment rate of 4.4 percent, marking a change from the 3.4 percent reported in September 2022. These figures highlight discernible shifts in local employment trends over the past year.

Consumer Price Index: In the greater San Diego area, the consumer price index experienced a noteworthy increase, recording a 7.7 percent uptick for the entire calendar year of 2022. This stands in stark contrast to the 5.2 percent increase observed in 2021. It's crucial to highlight that consumer price index data for the San Diego area is only released biannually, specifically in September and December.

In the latter part of 2022 we note a substantial annual growth rate of 7.3 percent, indicative of ongoing shifts in the economy. Moving into the first half of 2023, there is a noticeable change as the consumer price index begins to exhibit a decreasing trend, showing an annual increase of

5.5 percent. These data points provide valuable insights into the continuously evolving economic landscape within the region.

Housing: In September 2023, the median prices for Single Family Detached (SFD) properties in Vista's zip codes experienced a noteworthy increase of 8.3 percent, reaching a new milestone at $850,000, compared to the $785,000 recorded in the same month of 2022.

Throughout the first quarter of FY 2024, the number of SFD units sold totaled 149, reflecting a

7.5 percent decrease from the corresponding period in FY 2023. This data underscores a dynamic shift in the real estate landscape in Vista, characterized by both escalating property values and a slight downturn in transaction volumes over the specified timeframe. The chart below provides a detailed comparison of full-value houses sold versus median prices in the preceding 10 quarters.

Similarly, in September 2023, the median prices for Single Family Attached (SFA) properties in Vista's zip codes exhibited a significant increase of 12.1 percent, reaching a new benchmark at $580,000, in contrast to the $517,500 recorded in the same month of 2022. During the first quarter of FY 2024, the number of SFD units sold amounted to 36, indicating no change from the corresponding period in FY 2023. This data further emphasizes the evolving real estate dynamics in Vista, marked by ascending property values and a marginal dip in transaction volumes over the specified timeframe. The chart below offers a comprehensive comparison of full-value houses sold in relation to median prices over the preceding 10 quarters.

Sales Tax: The City's share of retail sales tax revenues relies significantly on employment stability and consumer confidence. For FY 2024, taxes collected by local businesses during the first quarter amounted to $5,792,458. The actual sales tax revenue for the first quarter of 2023 was $5,950,376, indicating a 2.7 percent decrease compared to the previous year. This reduction can be primarily attributed to an uptick in unemployment coupled with a higher-than- normal rate of inflation and a consumer spending shift to non-taxable services.

SALES TAX NET COLLECTIONS
12/12/2023 D5 6 of 56

Proposition “L” Sales Taxes: An annual allocation of $1,205,021 from the additional half-cent sales tax, established through Proposition "L" in November 2007, is earmarked to support fire services. Furthermore, for FY 2023/24, $7,013,500 has been allocated to service the debt on certificates of participation issued to finance a number of facilities throughout the City.

Anticipated Proposition “L” revenues totaling $12,020,425 have been incorporated into the FY 2023/24 operating budget to cover fire and debt service costs amounting to $8,233,521. The anticipated excess difference of $3,786,904 will be set aside, along with existing Proposition “L” reserves collected in previous years. In the table below, the 2023/24 revenues and expenditures are based on estimates, which will be updated with actual results in the fourth-quarter report. As of September 30, 2023, the estimated amount to be held in the Proposition L reserve by the end of FY 2023/24 is $23,505,786.

Departmental Fees: The General Fund relies on fees to finance services tailored to residents' specific preferences rather than those of a general nature. As these services predominantly benefit the individuals utilizing them, fees serve as the preferred funding mechanism, distinct from a general tax. These services fall into three primary categories: recreation, building and planning services, and fire and other essential services.

Recreational fees encompass charges related to sports programs, theater attendance, facility rentals, trips, day camps, and catering. Annually reviewed and approved by the City Council, these fees play a vital role in supporting the Recreation and Community Services Department programs. For FY 2023/24, estimated fees to bolster the City's recreation programs amounted to $4,665,910. By the end of the first quarter, a total of $1,051,395, equivalent to 22.5 percent of the revenue estimate, had been collected.

Fees related to building, engineering, and planning services include charges for building permits, electrical and other building improvement fees, grading, planning, engineering, and environmental services. These fees provide essential support for the Planning, Engineering, and Building activities and services. The total estimated fees budgeted for FY 2023/24 to sustain these programs were $3,867,500. By the end of the first quarter, collections had reached $1,014,468, or 26.2 percent of the total revenue estimate, underscoring strong financial support.

While the City does not levy charges for fire calls to residents, fees are assessed for services such as building inspections, ambulance services, weed and lot clearing, and various miscellaneous items. The City also receives reimbursements for fire services extended to other agencies during fire incidents. These reimbursements are not initially part of the budget projection, but appropriations are made as reimbursements are received from the State to cover out-of-area fire costs. The total estimated fees budgeted for FY 2023/24 to support these city services, primarily administered by the Fire Department, amounted to $9,472,626. Within this figure, $3,736,234 represents an estimated amount to be received from the Vista Fire Protection District (District) for fire and emergency medical services provided to the District. The agreement between the City and the District dictates that the District will pay the City a portion of its revenues as they are received. However, since most of the District's revenues come from property taxes, substantial payments are not expected until the second half of the fiscal year. By the end of the first quarter, $1,725,676, or 18.2 percent of the total revenue estimate for fire- related services had been collected, emphasizing robust financial support in this area.

Investment Rates: During the first quarter of 2023/24, the Federal Reserve Board (commonly known as "the Fed") opted not to increase interest rates. The Fed's stance on the Federal Funds Rate, which represents the interest rate for overnight transactions between banks, suggests a balance between prioritizing safeguards against a potential recession and continued efforts to curb inflation. The Fed's recent efforts to combat inflation peaked with a 0.25 percent increase in March 2023, significantly impacting the lower limit for interest rates on various business and consumer loans. Elevated rates at this level typically result in decreased demand for new loans, subsequently slowing economic activity and tempering inflation. Consequently, various indicators of inflation have now reached their lowest points in over a year.

The City's yield on its investment portfolio tends to align with broader interest rate trends. This alignment stems from the fact that funds, typically invested over five-year terms for optimal returns, become available for reinvestment at prevailing interest rates as existing investments mature. The City employs a strategic approach to portfolio management, prioritizing long-term value optimization. This strategy may involve emphasizing short-term positions when the yield curve aligns with this approach. Nevertheless, the City remains steadfast in maintaining the portfolio's duration to match its stated index benchmark while ensuring ample liquidity to meet the City's cashflow requirements.

Los Angeles Drive into a calmed environment, where all users are safely accommodated by constructing sidewalks, traffic circles, curb extensions, bike lanes, Sharrows and high visibility crosswalks. Additional funds are required to complete this project. Staff recommends an appropriation of $166,456.97 be made in the Townsite Complete Streets source appropriation account (1286565.578999.8312) to complete this project. This item will be funded from available fund balance in the Deferred Street Construction Fund (1280000.310410).

16. Wave Waterpark Lazy River Resurfacing: The Lazy River at the Wave Waterpark requires resurfacing due to age and regular wear-and-tear. Tiles around the river and stairs will also be replaced. Staff recommends an appropriation of $350,000 be made into the Wave Water Park Land and Building Maintenance expense account (5070580.531700.WFCR). Funds are available in the Wave Water Park maintenance reserve (0010000.310785) to fund this project.

17. Moonlight Amphitheatre Seat and Patio Furniture Replacement: The existing Moonlight Amphitheatre seating was purchased and installed in 2006 and is now beyond the useful life. The company we purchased the seats from is no longer in business and replacement parts are difficult to find. After the Moonlight 2023 Season, a thorough inventory of all 904 seats was completed. Replacement of the seats is anticipated at $225,000. Additionally, the patio furniture in the outdoor restaurant area also requires replacement with estimated replacement cost of $40,000 for outdoor restaurant grade furniture that would enhance the patio area. Staff recommends an appropriation of $265,000 be made into the Cultural Arts Capital Replacement expense account (0010560.562000.FACFE). Funds are available in the Moonlight Facility Fee reserve (0010000.310731) to fund this project.

18. Cultural Arts Programming Updates: Staff recommends several changes to the budget for the Cultural Arts Program as described below. Staff recommends a total appropriation increase of $133,677.45 and total revenue increases of $142,500.

a. Club M: Due to the installation of Moonlight's video wall and the expected repair of Moonlight roof due to leaks, Club M will be cancelled in 2024. Staff recommends decreasing revenue (0010030.431260.CLUBM) by $42,500 and expenses (0010560.5*.CLUBM) by $36,061.
b. Presents: The Moonlight Concert Series was an incredible success in 2023. The original budget called for expenses of $125,000 for artist booking fees which was to account for 11 concerts in 2024. Due to the incredible demand, Moonlight has adjusted the Summer Season calendar to allow for an increased number of concerts (17) and the introduction of higher profile artists to the Moonlight. This will allow maintaining affordable pricing for tribute acts and increase pricing for the high profile artists. Staff recommends increasing revenue (0010030.431260.PRESN) by $175,000 and expenses (0010560.5*.PRESN) by $158,711.
c. Jingle Terrace Park: Costs for the Jingle Terrace Park program are anticipated to be $11,027.45 over the current budget, staff is confident that contributions raised for the event will match the expenses. Staff recommends increasing revenue (0010071.472700.JTP) by $10,000 and expenses (0010560.531500.JTP) by $11,027.45.

19. Huff Street Sewer Repairs: An adjacent storm drain culvert was leaking into the trench zone of recently constructed sewer and the resulting runoff exacerbated the settlement of the base paving sections of roadway creating a risk to the public thoroughfare. Staff recommends an appropriation of $44,778 be made in the Sewer Maintenance Emergency Repair expense account (5010460.521000.00217) to replenish the budget and allow for quick response to sewer maintenance needs for the remainder of the fiscal year. This item will be funded from available fund balance in the Sewer Operating Fund (5010000.310410).

20. Curbside Café Roof Replacement: The Curbside Café, located at 307 Main Street, and is experiencing multiple roof leaks. Staff has attempted to mitigate the leaks by conducting spot repairs; however, due to age and condition, staff has determined that the roof has exceeded its usable life span and should be replaced. $50,000 is available in the Curbside Rental reserve account for maintenance and repair of the property. Staff recommends an appropriation of $50,000 be made into the account (6020155.562000) from the Curbside Rental reserve account (0010000.310721) to fund the materials needed for the roof replacement.

21. Facility Maintenance Emergency Repair Reserve Account: The Building & Facility Maintenance Division provides maintenance and repair services including electrical, HVAC, plumbing, carpentry, and roofing for all City facilities and parks. Building & Facility Maintenance expenses are charged to the Facility Maintenance Internal Service Fund (Fund 602) and the costs are allocated out to all the other funds based on weighted metrics that include square footage, age of building, and direct costs. Staff 12/12/2023 D5 14 of 56

recommends establishing a contingency account in the Facility Maintenance Fund that will provide a financial cushion to address unforeseen and urgent maintenance needs that may arise during the fiscal year. Staff recommends an appropriation of $119,742.59 be made into the Facility Maintenance Contingency account (6020155.532100) to ensure there are funds readily available to address high-cost urgent repairs, preventing potential disruptions to operations. Funds of $105,686.77 are available in the General Fund Park and Facility Maintenance reserve account (0010000.310740) and $14,055.82 in the Senior Facility Maintenance reserve account (0010000.310741) to fund this appropriation.

RECOMMENDED PERSONNEL CHANGES
December 12, 2023
Maintaining and keeping current the City’s classification and compensation system is essential to City business. It is important to ensure that classification salary ranges are in alignment with the scope of responsibility and complexity of work performed. A progressive classification system promotes efficiency and responsiveness to meet the needs and demands of an organization, by creating new classifications and redefining position responsibilities for existing classifications. Furthermore, it is important to maintain a modern compensation system in order to afford the City the ability to attract, retain and reward employees. Thus, within the boundaries of financial feasibility, the City’s compensation system is designed to be externally competitive and internally equitable.

The update to the City-wide Classification and Compensation Index includes the following changes:

City Manager’s Office
Reclassify one Office Aide to Office Specialist I/II
The Office Aide has had primary responsibility for greeting visitors to the Civic Center, distributing mail, answering phones. The Department would like to task the position with work at the Office Specialist level, to offload some of the work handled by the Senior Office Specialist in Code Enforcement. The Senior Office Specialist in Code has an extra-heavy load and could use the support. The position is currently empty.

Fiscal Impact: Staff anticipates an increase to the FY 2023-24 General Fund Operating Budget of $1,986 for the duration of the Fiscal Year. These funds are available due to salary savings in the current City Manager Office budget.

City Manager’s Office / Housing & Homeless Services Division Add One Management Analyst
On September 26, 2023, the City Council formally accepted a grant from State Senator Catherine Blakespear that would fund the Buena Creek Navigation Center. The Center will allocate 18 single room occupancy units to help individuals experiencing homelessness, or that are living in conditions not suitable for habitation. The addition of this Management Analyst position will result in a point person who will manage this program for the City.

Fiscal Impact: Staff anticipates an increase to the FY2023-24 General Fund Operating Budget of $67,914 for the duration of the Fiscal Year. These funds are available via grant funding.

Engineering Department
Merge the City Engineer position into the Engineering Department Director position.

The incumbent City Engineer was recently promoted to Department Director. The Director job description includes serving as City Engineer. The existing City Engineer title on the CCI will be merged with the Engineering Department Director to reflect this change.

Finance Department
Add one Senior Management Analyst
City procurement practices continue to evolve to meet legal and regulatory requirements. A number of departments find themselves spending an excessive amount of time conducting their procurement efforts to the detriment of programs, services and staff support. Due to the scope of this position and its span of control, assisting all departments, staff recommends adding a Senior Management Analyst to the Finance Department with their specific duties tied to Procurement. The position would work to improve and streamline procurement policies, procedures and operations by coordinating both formal and informal competitive bid processes. It would guide departments through the preparation and administration of formal and informal competitive bid processes, as well as the post-award administrative processes associated with the procurement process.

Fiscal Impact: Staff anticipates an increase to the FY2023-24 General Fund Operating Budget of $75,049 for the duration of the Fiscal Year. These funds are partially available in the budget; a budget adjustment has been included in Exhibit 09 to fully fund this position for the remainder of the fiscal year.

Fire Department
Add one Staff Assistant
The Emergency Medical Technician program that commenced earlier this year is being implemented successfully and is meeting its original financial projections. Expanding the department has meant additional administrative implications for the Department in terms of timekeeping, budget maintenance and programmatic support. Staff requests approval to add a Staff Assistant position to the Fire Department’s administrative team. This position would provide the Management Analyst with support in budget administration and agenda report work, while freeing up existing clerical staff to focus on lower level tasks. The position would also support programmatic activities such as the Department’s independent Fire Explorer program and fire protection education.

Fiscal Impact: Staff anticipates an increase to the FY2023-24 General Fund Operating Budget of $55,182 for the duration of the fiscal year. These funds are partially available in the budget; a budget adjustment has been included in Exhibit 09 to fully fund this position for the remainder of the fiscal year.

Public Works Department
Reclassify one Program Assistant to Wastewater Asset Program Specialist.

The Wastewater Division of the Public Works Department needs a higher-level position to complete the data collection and management efforts of the program. The best way to do this is to upgrade the position. The Program Assistant position is currently filled with an incumbent. This individual is not currently assigned higher level work out of consideration of his classification and will remain in the position as an underfill, pending the results of a promotional recruitment. As this is a position that is new to the City, a classification specification is attached for Council approval.

Fiscal Impact: Staff anticipates an increase of $7,740 to the FY2023-24 Operating Budget but to non-General Fund Accounts. These funds are available in the sewer program budget accounts.

Add one Administrative Programs Manager
Regulatory programmatic changes, increased operational expectations and other citywide changes to budget, contracting, payroll and procurement have increased the administrative work required by the Public Works Department. Staff has requested a higher level administrative program manager to help resolve these additional requirements. In addition to 12/12/2023 D5 36 of 56

Page 3 ends

overseeing the Department’s administrative and clerical staff, the position would have oversight of the Department’s environmental, solid waste and recycling programs.

Fiscal Impact: These funds are partially available in the budget; a budget adjustment has been included in Exhibit 09 to fully fund this position for the remainder of the fiscal year.

Add one Facilities Maintenance Worker I/II
As City buildings and facilities age, the need for staff to maintain them has increased. The Public Works Department has seen a steady increase in building maintenance requests, while the staffing ratio for the facility maintenance division has not increased since the addition of a designated position at the Civic Center when it opened in 2010. Adding a Facility Maintenance Worker I/II will provide the Department with a more robust team able to tackle the necessary facility improvement and maintenance work.

Fiscal Impact: Staff anticipates an increase of $51,925 to the FY2023-24 Operating Budget non-General Fund accounts for the duration of the fiscal year. These funds are partially available in the Facility Maintenance accounts; a budget adjustment has been included in Exhibit 09 to fully fund this position for the remainder of the fiscal year.

Recreation & Community Services Department
Reclassify one Senior Office Specialist to one Staff Assistant.

Recreation and Community Services is implementing a number of programs that require a higher level of administrative support. Enhanced cultural arts programming at the Moonlight and other programmatic support needs requires a higher level of administrative support to keep those processes moving, than the Senior Office Specialist position allows for. The position would serve as the department point person for the ActiveNet software program. The position is currently vacant so it is anticipated that the Department would fill the vacancy off of the current Staff Assistant eligibility list.

Fiscal Impact: Staff anticipates an increase of $1,669 to the FY2023-24 General Fund Operating Budget for the duration of the fiscal year. Staff anticipates these costs will be covered by salary savings from the current vacancy.
