A comprehensive list of prior City Council actions is included as Exhibit 1.
PRIOR TRAFFIC COMMISSION ACTION: On May 5, 2021, reviewed and approved the Fiscal Year 2021/22 Traffic Signal Priority List and the installation of a traffic signal at the intersection of Emerald Drive and Lewis Street/Timothy Place (Vote: 5-0, Commissioner Flynn absent, one vacancy).
STATEMENT ON THE SUBJECT: The City maintains a traffic signal priority list showing intersections that warrant the installation of traffic signals. The intersections are evaluated in accordance with federal and state standards and are objectively ranked using a methodology developed by the City of San Diego. The details of the evaluation and ranking process are explained below.
The most recent update of the traffic signal priority list was conducted in February/March 2023. The update was completed utilizing new data for traffic volumes, pedestrians and accidents. The updated list has 18 intersections that meet the federal / state standards for the installation of a traffic signal and are ranked using the City of San Diego’s technical criteria. Please see Exhibit 2. Some of the intersections on the priority list have been recently addressed through alternative measures. The traffic signal priority list will be brought to the City Council in Spring 2024, ahead of the Capital Improvement Program adoption, for a detailed review and direction to staff.

MEETING DATE: October 24, 2023 PAGE 2
SUBJECT: TRAFFIC OPERATIONS AT THE INTERSECTION OF N. MELROSE DRIVE AND ASCOT DRIVE
The intersection of N. Melrose Drive and Ascot Drive ranks as number one on the traffic signal priority list.
Exhibit 3 is the traffic signal evaluation and Exhibit 4 is the traffic signal prioritization calculation for the intersection. However, this intersection is located in very close proximity to the nearest existing traffic signal at the intersection of N. Melrose Drive and Copper Drive. Another signal at this intersection would disrupt the progression of the heavy through traffic on N. Melrose Drive. Therefore, staff does not recommend the installation of a traffic signal at this intersection. Instead, staff recommends constructing a raised median to prohibit left turns out of Ascot Drive, but configuring the median to still allow left turns into Ascot Drive. In the past five years, there have been two accidents involving left tuns out of Ascot Drive. Exhibit 5 is a conceptual drawing of a raised median at this intersection.
Staff notified all the properties that obtain their access from Ascot Drive, as well as properties on the east side of N. Melrose Drive at this intersection, that this item will be discussed at the October 24, 2023, City Council meeting. Exhibits 6 and 7 contain a map of notified properties and the notice.
Evaluation and Ranking Methodology. The primary methods for the evaluation and ranking of traffic signals include signal warrants and prioritization, each of which are summarized below.
Traffic Signal Warrants: The City uses federal warrants that are used nationwide and are adopted by the State of California with some modifications to evaluate intersections for the installation of traffic signals. The warrants consider key factors such as traffic and pedestrian volumes, accident history, and other conditions.
Prioritization Methodology: Staff uses the City of San Diego’s traffic signal priority system to rank the intersections that meet the standards for the installation of a traffic signal. The City of San Diego’s traffic signal priority system is a quantitative method that accounts for accident history, pedestrian volumes, traffic volumes on the main and side streets, and the speed on the main street to determine points for each intersection.
FISCAL IMPACT: There is no direct fiscal impact associated with this discussion item. If City Council’s direction is to move forward with the project, staff will come back at a future City Council meeting with a recommended funding source. Design and construction of a new traffic signal at this intersection is estimated to cost $650,000, and design and construction of a raised median is estimated to cost $150,000.

We had concerns with the changes proposed for the intersection of North Melrose Drive and Ascot Drive. We also had representation from the apartment complex, Ascot Village present. Mitzy Morales, who voiced similar concerns for their residents living in 176 units at 633 Ascot Drive. At that time, an island was proposed for the middle of N. Melrose Drive blocking all Northbound traffic from eastbound Ascot Drive, making Ascot Drive a right turn, southbound only option. This presented many new challenges, which we pointed out to Katie, during our meeting.
Our biggest concern was the major increase In traffic that our private community would see as a result of this change. Vista De Vista is a small private condominium complex at the west end of Ascot Drive and our complex is the only other exit from Ascot Drive, which exits approximately 810 feet through Vista De Vista to Copper Drive to the south. Blocking off Ascot Drive to Northbound Melrose Drive would mean a significant amount of traffic diverting through our complex to get to the Copper Drive signal, in order to go northbound on N. Melrose Drive. Our private streets that lead out to Copper Drive are the width of an alley at approximately 20 feet wide, with no sidewalks. We have numerous pedestrians, dog walkers, and kids present at any given time.
Our garages also exit into these private streets complicating ingresslegress of our vehicles. Any increase in traffic would present major safety hazards and complications to our residents. We also have an assisted living home above us to the west, whose
elderly residents use our private streets for their morning walks. Our narrow streets, hills and turns with no sidewalks, makes for very dangerous conditions for all pedestrians when you add an element of rush hour and an increase in vehicles.
We have already seen an increase in traffic through our complex due to safety concems at that intersection. We estimate approximately 100 vehicles a day may already be diverting through our complex. This has caused numerous potholes and damage to our private streets, which are paid for by our residents through HOA fees. We welcome the consideration of the City Council to put traffic signals at the intersection of N. Melrose Drive and Ascot Drive and we believe this to be the safest alternative for everyone.
Please contact us if we can be of any further assistance or information. Below are pictures of our complex.
