TASK 3: DESIGN SURVEY AND BASE MAP DEVELOPMENT
Task 3.1: Field Topographic Survey and Boundary Mapping CE&LST will perform field survey that will include the following:
Obtain and review existing maps, Records of Survey (ROS), Corner Records (CR), for existing right-of-way / property lines, easements, City of Oceanside boundary, etc. Establish vertical and horizontal control for the project based on City of Vista benchmarks and first order control map, ROS 14023.

Establish and set semi-permanent horizontal and vertical control points for use during design and construction.
Locate and identify existing boundary and other survey monumentation to establish right-of-way & property line, and to perpetuate monumentation within the limits of work. Show all existing monuments within the project limits on the topographic base map so all monuments can be labeled on the improvements plans to be protected or replaced. Establish the centerline and right-of way for the project streets and depict on the base map. Tie the public right-of-way and topography to NAD ’83 Coordinate system. Prepare topographic base map. Develop topography within the project limits of work and 20 feet beyond the ultimate right-of-way of the project streets unless otherwise specified (i.e., driveways).

TASK 5: STORM WATER TECHNICAL REPORTS
Task 5.1: Storm Water Quality Management Plan (SWQMP)/ Water Quality Technical Report (WQTR)
Tory Walker will prepare a SWQMP using the current City of Vista template and in conformance with the current City of Vista BMP Design Manual, dated June 2016. As a redevelopment roadway project primarily proposing pedestrian accessibility improvements, it is anticipated that the Emerald Drive Complete Street Improvements project will qualify for a Priority Development Project (PDP) Green Streets exemption and, as such, hydromodification mitigation will not be required. The report will provide Design Capture Volume (DCV) calculations and operations and maintenance guidance for the proposed storm water pollutant control mitigation systems. The SWQMP will be provided as a deliverable at each of the prescribed submittal intervals of 60% and 100% design levels and will contain a level of detail consistent with the corresponding design plans.
TASK 5 DELIVERABLES
One electronic copy of the 60%, 90% and 100% Standard SWQMP (PDF Format)
TASK 5 ASSUMPTIONS
City will provide one (1) set of consolidated review comments. Existing storm drain system has capacity for additional project flow. It is assumed that the existing public drainage system is adequately sized to convey tributary flow, and no hydraulic calculations for the existing downstream storm drain system will be required.
No hydromodification design and/or analysis required. Annual certification posting and compliance documents are not included in this task.
TASK 6: PRELIMINARY AND FINAL DESIGN
Task 6.1: Preliminary Horizontal Layout
Based on the concepts presented in the RFP, fieldwork and direction provided from the City at the kick-off meeting, Kimley-Horn will prepare preliminary engineering drawings for the Emerald Drive corridor. During preliminary design, options and trade-offs typically considered are variations on the roundabouts inscribed circle diameter and central island, location of the roundabout, and variations in the approach and departure geometry. The preliminary engineering drawings will be submitted to the City for review and comment prior to advancing the design to the 60% submittal.
Geometric Approval (Horizontal)
This task includes the preparation of preliminary engineering drawings and design check calculations to obtain geometric approval.
Preliminary engineering drawings will be prepared to identify the horizontal design limits of critical geometric elements such as curb geometry, lane widths, channelization, lane transitions, pavement markings, sightlines, and conform conditions to either the existing street infrastructure or proposed typical street section. The functional area of the roundabout intersections will be defined, and typical sections of each leg, including the roundabout circulatory roadway and central island will be prepared.
We assume the roundabouts will be constructed as single lane mini roundabouts. Design checks specific to vehicles navigating roundabout intersections will be calculated and documented in a technical memorandum. Roundabout curb geometry and lane markings will be adjusted to achieve 01/23/2024 C7 549 of 561

target design values for estimated speeds, design vehicles, and sight lines. If site conditions or other constraints require a deviation from guidance described in the latest NCHRP Report 1043, the deviation will be identified in the technical memorandum along with a description why the deviation is being requested.
The following design checks will be evaluated for vehicles:
Fastest path estimation for R1 through R5
Swept path and tire tracking for design vehicles (Assume up to two (2) design vehicles) Intersection angle of visibility
Intersection Sight Distance (Assume tc=5.0 seconds)
Stopping Sight Distance
The design checks and roundabout operations will be summarized and documented in a Roundabout Performance Memorandum that will be submitted to the City with the Preliminary Horizontal Layout/Geometric Approved Drawings (GADs).
Geometric Approval (Vertical)
Based on the approved horizontal geometry, centerline and curb profiles will be generated to a level sufficient to identify estimated grading of the roadway finished surface and to identify drainage patterns. A preliminary contour plan of the finished surface will be prepared as a design check for drainage, right-of-way, sight line, and driver comfort.
Preliminary Landscape and Hardscape Concepts:
Kimley-Horn will develop up to one (1) concept that will identify the colors, materials, textures, layout and general size of landscape and hardscape improvements. It is anticipated that this information will be conveyed through plans, elevations, sketches and sample character imagery. Kimley-Horn assumes up to one (1) round of revisions based on staff and/or stakeholder input. Additional revisions may be provided as additional services.
Task 6.2: 60%, 90% and 100% Plans
Kimley-Horn will prepare 60%, 90% and 100% plans based on the geometric approval of Task 6.1 for City’s review and comment. The design will be based on the following standards: City of Vista Design Standards, Vista Irrigation District Standards, San Diego Regional Standards, San Diego County Design Standards, North County Transit District (NCTD) Bus Stop Development Handbook, Caltrans Highway Design Manual and the 2014 California Manual on Uniform Traffic Control Devices (CA- MUTCD), Rev 7. Plans will be submitted to the City, Vista Irrigation District and utility providers for review and comment.

We will coordinate with San Diego Gas & Electric (SDG&E) for the installation of new streetlights, pedestrian safety lights, irrigation controllers, conduit layout, meter pedestals, service point connections and conflict checks.
Kimley-Horn will to identify potential utility conflicts with the proposed improvements. We will create utility impacts exhibits that depict areas of potential utility conflict or high priority facilities. We will work with identified utility companies and the City to determine a strategy for addressing each utility conflict, including adjustments, relocations, and protection in place. This task does not include design of any private utilities.
Kimley-Horn will request written confirmation from each utility purveyor confirming the relocation requirements, or absence thereof, for their services within the project limits. Depending on the existing facilities within the project area, potholing may be required to determine exact locations of crossing utility conflicts or high priority facilities. We anticipate potholing of up to ten (10) locations; the final number and location will be determined after mapping of existing utilities and completion of the 60% plans. We have budgeted for up to 40 hours of coordination for this task and assume this coordination will be through telephone and email correspondence.
Task 8.2: Agency Coordination
Kimley-Horn will coordinate with Vista Irrigation District (VID), the City of Oceanside, Vista Unified School District, North County Transit District (NCTD), San Diego Regional Water Quality Control Board, and potentially U.S. Army Corps of Engineers and California Department of Fish and Wildlife regarding the improvements and potential impacts to the existing facilities along the corridor.
We will obtain signatures from VID on the plans if any water facilities are affected by the proposed improvements. We will coordinate with NCTD on the relocation and amenities needed for their relocated bus stops.
We have budgeted for up to 80 hours of coordination for this task and assume this coordination will be through telephone and email correspondence.
