Prepared by: Maia Hodge, Management Analyst Meeting Date: February 13, 2024 Approved by:

Gerard Washington, Fire Chief
John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: FISCAL YEAR 2024 STATE HOMELAND SECURITY PROGRAM GRANT APPLICATION RECOMMENDATION: Adopt City Council Resolution No. 2024- , approving the submittal of the Fiscal Year 2024 State Homeland Security Program Grant Application.

CORRELATION TO CITY COUNCIL GOALS: Public Safety and Fiscal Responsibility.

PRIOR ACTION: On June 27, 2023, adopted City Council Resolution No. 2023-117, approving the Fiscal Years 2023/24 and 2024/25 Operating Budget (Vote: 5-0).

STATEMENT ON THE SUBJECT: California State Homeland Security Program (SHSP) grant funds are intended to equip emergency personnel including firefighters, Emergency Medical Services, and law enforcement with the appropriate tools needed to plan for and react to incidents of terrorism or other catastrophic events at the local level. SHSP grant funding is secured by the County of San Diego Office of Emergency Services, as the grantee, through the California Office of Emergency Services. This funding is subsequently distributed to eligible county departments, cities, and fire districts within San Diego County.

For the Fiscal Year (FY) 2024 SHSP grant period, the City of Vista was allocated a proposed $44,573 ($37,812 for the City of Vista, and $6,761 for the Vista Fire Protection District).

In the FY 2024 SHSP grant application, Vista requests funding to host two robust tabletop exercises compliant with the Homeland Security Emergency Exercise Program (HSEEP). These exercises will be supplemented with additional HSEEP trainings designed to challenge city personnel and community partners including: the Vista Community Resiliency Coalition with participants from the Vista Fire Protection District, Vista Unified School District, Vista Community Clinic, Tri-City and Palomar Medical Centers, American Red Cross, North County Transit District, and Vista Irrigation District.

Staff recommends approving the submittal of the FY 2024 SHSP Grant Application.

FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation; however, should the City be successful in obtaining a grant award from SHSP, a future agenda report would be brought to the City Council for acceptance of the grant and appropriation of the funds.
