CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On February 7, 2024, recommended establishing an all-way stop at the intersection of W. Vista Way and Hill Drive (Vote: 4-1, Commissioner Flynn Abstained, Commissioner Burtner Absent, One Vacancy).
STATEMENT ON THE SUBJECT: In its effort to improve traffic safety and create a network of complete streets in the City to accommodate all road users, staff evaluated the intersection of W. Vista Way and Hill Drive for an all-way stop, mainly for pedestrian and bicyclist safety through the intersection. W. Vista Way carries a substantial volume of vehicular traffic at high speeds, which creates an unfriendly environment for non-motorized traffic. A speed study shows the prevailing speeds on W. Vista Way near Hill Drive to be around 51 miles per hour. Please see Exhibit 3.
Bike lanes exist along the entire length of W. Vista Way from Vista Village Drive to the western City boundary. This makes it a great east-west connector for non-motorized traffic to access multiple land uses and activities. However, as documented by many studies, casual, inexperienced and young bicycle riders prefer not to ride adjacent to high speed traffic. In addition, the segment of W. Vista Way between N.
Melrose Drive and Grapevine Road does not have any intermediate stop signs or traffic signals to accommodate comfortable crossing points for pedestrians to access several existing bus stops on the south side of W. Vista Way.
Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history and other conditions. Staff determined that the intersection of W. Vista Way and Hill Drive meets the standards for the installation of an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.

FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2023/24 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies Account (No. 1060410.531500.00090). This is not a General Fund account.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INTERSECTION OF W. VISTA WAY AND HILL DRIVE
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at the intersections under their jurisdiction.
B. On February 7, 2024, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of W. Vista Way and Hill Drive.
C. The establishment of an all-way stop at the intersection of W. Vista Way and Hill Drive will provide for the safe movement of traffic.
2. Action.
A. An all-way stop at the intersection of W. Vista Way and Hill Drive is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with the current California traffic engineering standards.
C. All previous determinations or declaration of the City of Vista in conflict herewith are repealed and rescinded.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on March 12, 2024, by the following vote:

Subject: All-Way Stop at the Intersection of W. Vista Way and Hill Drive Dear
To improve traffic safety and create a network of complete streets to accommodate all road users, staff evaluated the intersection of W. Vista Way and Hill Drive for an all-way stop. City Staff determined that the intersection of W. Vista Way and Hill Drive meets the standards for an all-way stop. An all-way stop at this intersection requires the approval of the Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on February 7, 2024. The proposal will be presented to the City Council meeting on Tuesday, March 12, 2024, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, March 6, 2024.
