Department: Public Works Item No: D2
Prepared by: Kuna Muthusamy, P.E., Public Works Director Meeting Date: March 12, 2024 Approved by:

Imelda Huerta, Assistant City Manager
John Conley, City Manager Agenda Location: Discussion
SUBJECT: CITYWIDE FACILITIES MASTER PROGRAM - UPGRADE OF CITY FACILITIES RECOMMENDATION: Discuss the status of City facilities and provide direction to staff.

CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: Many City of Vista facilities are experiencing operational and physical deterioration including park restrooms, buildings, fire stations, skate parks, and other properties. These City-owned facilities, ranging from a few years old to over 25 years old, are maintained by the City’s Public Works Department and are monitored by Public Works, the Community Improvement Team, and Park Rangers. Facilities that are open to the general public have been experiencing greater use and progressive, accelerated decline. The maintenance of these facilities are typically funded through annual operational budgets approved by the City Council. However, some facilities have required more severe repairs, and therefore, were funded through year-end fund balance or additional operational funding through various quarterly budget amendments.

To ensure that City facilities are maintained to an acceptable level of service, staff developed a Citywide Facilities Master Program that identifies need and funding for all City-owned facilities. This program was developed after reviewing the condition of all facilities, current and future needs, and associated costs with the upgrades. Staff are requesting that the City Council approve a Citywide Facilities Master Program which funds the much-needed upgrades.

The Citywide Facilities Master Program is planned to be funded for the next four fiscal years (FY), beginning in FY 2024/25 through FY 2027/28. The total cost for repairs and upgrades at various facilities for all four fiscal years is estimated at $5,475,000, and is broken down as follows:
•FY 2024/25 - $1,110,000
•FY 2025/26 - $3,920,000
•FY 2026/27 - $365,000
•FY 2027/28 - $80,000
The breakdown for costs by fiscal year, including a detailed line item regarding facility upgrades and repairs, is included in Exhibit 1.
