RE: The Wave Needs Assessment Study
Dear Mr. Pacheco,
AQUATIC DESIGN GROUP is honored to submit our proposal to the City of Vista to provide a needs assessment study of The Wave Waterpark. We’ve enjoyed working with the City of Vista over the last three decades at The Wave. From its opening in 1994 to subsequent improvements over the years, Aquatic Design Group brings the historical experience and understanding of the facility to help make sure the needs assessment study covers the City’s priorities.

Enclosed you will find two proposals, each with options that address the City’s needs. We propose meeting with the City to finalize the project scope and can develop a revised proposal to reflect the final / agreed upon scope at that time.

WHY CHOSE US? Aquatic Design Group’s institutional knowledge of The Wave, extensive similar experience and successful past performance, available and highly qualified key staff, and carefully considered study approach will benefit the City of Vista. Our past experiences working successfully with The Wave and the City of Vista will prove to be invaluable assets in the successful installation of the needs assessment study.

We appreciate the opportunity to submit our proposal and look forward to working with the City of Vista again soon.

Thank you,
AQUATIC DESIGN GROUP, INC.

The following are the scope and tasks proposed as a part of the overall approach.

SCOPE

1.1.1 KICK OFF MEETING AND PROJECT COORDINATION

A. Kick-off Meeting & Project Coordination – A kick-off meeting should be attended by the key City staff and Consulting Team members to confirm project goals, objectives, and expectations that will help guide actions and decisions of the Consulting Team. Detailed steps of this task include:
• Confirmation – The project goals, objectives, scope, and schedule will be confirmed. • Outcome Expectations – Discuss expectations of the completed project and how it fits with the rest of the Needs Assessment work conducted. • Communications – Confirmation on lines of communication, points of contact, level of involvement and other related project management details. • Prepare database of stakeholders – The Consulting Team will work with the City who will gather contact information from a variety of sources. This information will be sourced from the ones used in the key leadership/focus group interview portion of the Needs Assessment with additional aquatics focused stakeholders added to the list.
• Facility Tour – The Consulting Team will conduct a more detailed site tour of the facilities in conjunction with the system-wide tour.

B. Data Collection – The Consulting Team will collect, log, and review key data and information to facilitate a thorough understanding of the project background to complement the overall Needs Assessment and Action Plan.

1.1.2 ASSESSMENT OF EXISTING AQUATIC FACILITIES AND

PROGRAMS
This task involves conducting a thorough assessment of the current aquatic offerings and programs provided by the Department. This will complement the Facility Assessment work and the overall Recreation Program Assessment as a part of the Systemwide Needs Assessment and Action Plan.

The Consulting team will work with staff to create an inventory of existing aquatic offerings, evaluating the range and quality of programs and services offered, determining marketing and communication strategies, pricing conditions and policies and collecting usage data to 03/12/2024 C9 25 of 31

1.1.3 ANALYZE MARKET CONDITIONS FOR AQUATICS
The Consulting Team will collaborate with staff to identify market gaps and needs via in-depth market research to gain a comprehensive understanding of the aquatics landscape in and around the Vista community.

This will include analyzing the local market to identify trends, demographics, and competitive factors that may impact aquatics programs and services. Additionally, it will collaborate with staff to identify similar providers which will be mapped based on drive times to determine which ones are similar providers versus true competitors of the aquatics’ offerings provided by Vista.

Deliverable: Aquatics market conditions analysis report

1.1.4 ASSESS THE INTEREST AND DEMAND FOR AQUATICS

PROGRAMS THROUGH PUBLIC INPUT
The Consulting Team will leverage existing community input opportunities from the System- Wide Needs Assessment and Action Plan in addition to dedicated aquatics focused input. This will include
Project Website – Using the existing website, www.PlanVistaParks.com , and expanding the website info and content to include opportunities for aquatics specific input and engagement from the community.

Statistically-Valid Survey – The Consulting Team will use the existing survey instrument to include questions specific to aquatics from a statistically reliable sample of the community.

Online Survey – The Consulting Team will use the online only survey to include questions specific to aquatics that anyone in the community can participate in and provide input.

Stakeholder Focus Groups - The Consulting Team will conduct aquatics specific focus groups in addition to the System-Wide Needs Assessment and Action Plan focus group meetings. This will help ascertain specific community needs and opportunities for the Department staff to focus on.

Youth Engagement – The Consulting Team will specifically engage youth that may be aquatics users through dedicated meetings and through the existing youth outreach for the Needs Assessment and Action Plan.

Public meetings - The Consulting Team will utilize existing System-Wide Needs Assessment public input meetings to include opportunities for input on aquatics offerings for the community.
