RELATIONSHIP TO CITY COUNCIL GOALS:
Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On December 12, 2023, directed staff to post a notice of scheduled vacancies for 2024 - the Local Appointments List - with an application deadline of February 5, 2024 and a deadline of April 22, 2024 for youth applicants (Vote: 5-0).
STATEMENT ON THE SUBJECT: California Government Code Section 54972 requires that a Notice of Scheduled Vacancies on City Council appointed Commissions and Committees for the upcoming year be posted prior to December 31 each year. The Notice of Scheduled Vacancies was posted on Civic Center kiosks and the City of Vista website on December 15, 2023; a notice of unscheduled vacancy on the Traffic Commission was posted on January 18, 2024. Applications were also solicited through the City’s Facebook and Twitter accounts and other social media efforts. Applications were due on February 5, 2024.

SUBJECT: APPOINTMENTS TO VARIOUS CITY COMMISSIONS, BOARDS, AND COMMITTEES As identified on the Notice of Scheduled Vacancies, the Mayor makes the recommendation of appointments for annual vacancies this year. In addition to the unscheduled vacancy on the Traffic Commission, Deputy Mayor Melendez had an unscheduled vacancy on the Sales Tax Oversight Committee. The remaining recommendations for annual vacancies are made by the Vista Chamber of Commerce and Vista Unified School District.
Mayor Franklin recommends the following appointments, with terms ending March 31, 2028:

On November 14, 2023, the City Council adopted Ordinance No. 2023-13, adding Chapter 2.50 to the Vista Municipal Code to establish a seven-member Environmental Commission. Each City Council Member recommends one person to serve on the Commission, with the Mayor making the recommendations for the remaining seats (for a total of three seats). These seats were included in the annual posting of vacancies. Terms are staggered and aligned with when the respective City Council member makes their recommendations for appointments. In accordance with Vista Municipal Code 2.18, the recommendations of appointment made by Mayor Franklin were randomly drawn to determine who would serve in the respective terms.
