OF PLANNING AND RESEARCH INTEGRATED CLIMATE AND RESILIENCY PROGRAM RECOMMENDATION: Adopt City Council Resolution No. 2024- , approving the submittal of an application of grant funds for the Governor’s Office of Planning and Research Integrated Climate and Resiliency Program.
CORRELATION TO CITY COUNCIL GOALS: Climate and Environmental Responsibility PRIOR ACTION: On October 5, 2023, discussed the status of the City’s Climate Action Plan and provided direction to staff (Vote: No vote).
On October 12, 2021, adopted City Council Resolution 2021-176, adopting the Climate Action Plan Update (Vote: 4-1, Melendez opposed).
On December 10, 2013, adopted City Council Resolution 2013-172, adopting the Climate Action Plan (Vote 4-1, Campbell opposed).

STATEMENT ON THE SUBJECT: The Integrated Climate and Resiliency Program (ICARP) allocates funding to support local, regional, and tribal initiatives aimed at developing climate-resilient projects. Under the ICARP umbrella, the Extreme Heat and Community Resilience Program funds projects focused on planning and implementation. These projects aim to strengthen community resilience and establish frameworks for change in areas prone to extreme heat. The ICARP Extreme Heat and Community Resilience Grant Program will provide $100 million to support local and regional efforts in heat adaptation.
This funding will prioritize activities aimed at mitigating extreme heat and urban heat islands.
In alignment with the goals of ICARP’s Extreme Heat and Community Resilience Program funds, the City of Vista plans to submit an application to develop a Citywide Public Tree Master Plan. If the grant application is successful, the funds will be used to secure a contractor to inventory the current City tree canopy and create a Public Tree Master Plan. They will survey all City owned properties and the tree canopies within. They will assess the heat index of each census tract to see where the highest heat vulnerabilities are in Vista and count and classify each public tree by type and health, and compare that AGENDA

The Program will build frameworks for change and invest in local, regional, and tribal projects that strengthen communities that are vulnerable to heat.
OPR through ICARP administers the EHCRP and received funds to implement the program through the provision of grants and staff support. The EHCRP Grant Guidelines include relevant information for potential applicants, including the components and criteria that should be submitted in an application. Depending on the grant type, applications can request between $100,000 and $4 Million in total state funding for planning and implementation projects spanning up to thirty months.
Applicant Eligibility
Eligible applicants may include but are not limited to: Local and Regional Public Entities, California Native American Tribes, a Native American Tribe that is on the contact list maintained by the Native American Heritage Commission (NAHC) for the purposes of Chapter 905 of the Statutes of 2004 (Pub. Large planning grants are designed to plan community-wide programs and/or infrastructure that can transform how communities address extreme heat. Large planning grants should mature partnerships and build support for more resilient communities through deep community engagement.

They will assess the heat index of each census tract to see where the highest heat vulnerabilities are in Vista and count and classify each public tree by type and health; comparing that with the highest heat vulnerabilities to complete a comprehensive report for the city’s public tree canopy. The report will show where there are public land/areas that would benefit from a tree planting project, public land/areas that have trees not in good health that would benefit from an irrigation/improvement project, and areas where Vista’s tree canopy is thriving and efficient. Information from this report will inform a master tree plan for the city and drive future planting and improvement projects in Vista.

Disadvantaged Communities (DAC) Funding Target Proposals where the Lead Applicant’s combined jurisdiction or project’s impact area is a disadvantaged community (See Final Guidelines Appendix A: Scoring Criteria). To qualify for the DAC funding target, the application must demonstrate that the project directly benefits disadvantaged communities and meets one of the following metrics: Option 1: Disadvantaged communities make up at least 51% of the Lead- Applicants’ combined jurisdiction by Census tracts or population. Option 2:
Disadvantaged communities make up at least 51% of the project’s impact area by Census tracts or population. Note: Option 2 should be accompanied by an explanation of the method used to define the project’s impact area’s boundaries. This explanation should demonstrate how the method accurately identifies the geographic scope or the project’s activities. Projects should use one or both of the following qualifications to identify disadvantaged communities: Defined as Disadvantaged Communities by the California Environmental Protection Agency per SB 535. See the CARB Priority Populations 2023 tool “Disadvantaged Communities Tribal Lands” and “Disadvantaged Communities CES4” layers. Census tracts defined as disadvantaged by AB 1550, including census tracts with median household incomes at or below 80 percent of the statewide median income OR with median household incomes at or below the threshold designated as low income by the Department of Housing and Community Development's list of state income limits adopted pursuant to Section 50093 of the California Health and Safety Code. See the CARB Priority Populations 2023 tool “Low-income communities” layer.
Applicants may also use the ICARP Disadvantaged Communities Map tool prove eligibility for the DAC funding target. ICARP staff developed the ICARP Disadvantaged Communities Map tool to support applicants with limited GIS experience to quickly analyze and upload data from the CARB Priority Populations 2023 tool. Applicants should note that the ICARP Disadvantaged Communities Map tool is intended only for reference and analysis of CARB’s Priority Populations Tool. ICARP is not responsible for any discrepancies between the two tools. If any discrepancies are found, applicants should defer to the CARB Priority Populations 2023 tool. 04/09/2024 C3 15 of 16
